RFP Page 67 states: “Complete proposals must be received not later than 1400 CET on 08 April 2019”.

We request that the proposal submittal date is amended to 21 April 2019. This is one (1) month after the proposed pre-proposal conference/ site visit, and will ensure better-informed and higher quality proposal for the Government. We request that this page limit be increased to 35 pages in order to better demonstrate and inform the Government of Quality Assurance processes, COM measures, Organizational Structure and efficiencies offered by the offeror.

The Government does not anticipate increasing the page limit for the Performance Management Plan incl. organizational structure. The page limit of 25 is considered sufficient. We request that this is changed to at least one (1) year of contract performance. This is in line with similar and relevant contracts, which typically have 1 base year of performance, excluding optional years. Reducing this minimum requirement to 1 year will provide equal opportunity to Contractors who have experience
