Evaluation Factors
Factor 1 – Price
Evaluated on the TOTAL price resulting from the amounts of all CLINs of the base period and all corresponding CLINs for the option periods.
Failure to include a unit price and extended amount for each and every CLIN within the CLIN Schedule of the solicitation may exclude the offeror from further consideration for award.
Price is determined by multiplying the unit price by the estimated quantity. The product of these is the Estimated Amount for the CLIN. The Estimated Amounts of all CLINs for all Option Periods represent the total proposed price.
Only EURO currency offers will be accepted.
Evaluation Factors, cont’d Factor 2 – Technical:
Quality Control Plan
Addresses the areas identified in PWS paragraph 2, Service Summary
Addresses how it intends to conform and provide a reasonable understanding of the seven principles of ISO 9001 standards
Provides an adequate organizational chart for each location
Addresses how services will be performed when individual employees do not report for work
RATING: “Acceptable” or “Unacceptable” Note: The seven principles of ISO 9001 found at https://www.iso.org/publication/PUB100080.html will be used as a guide to evaluate the offeror’s conformity to the standard.
Evaluation Factors, cont’d Factor 3 – Past Performance:
Past Performance information may be obtained, but not limited to:
Past Performance Questionnaires
Past Performance Information Retrieval System
Contractor Performance Assessment Report
Any other source deemed necessary by the Government
RATING: “Acceptable” or “Unacceptable” Note: An offeror without a record of relevant past performance shall be determined to have neutral past performance. A neutral rating shall be considered “acceptable”
Submittals
Copy of Membership/Registration Chamber of Commerce (Industrie- und Handelskammer) or Chamber of Trade (Handwerkskammer)
Offerors who fail to submit the requested proof of membership may not be eligible for award.
Award Process
The Government intends to award to the lowest priced, technically acceptable offeror with an acceptable past performance rating.
(1) PRICE
Evaluation of all proposals, ranking from lowest to highest total evaluated price
(2) TECHNICAL
Evaluation beginning with the lowest price offeror.
If the lowest priced offeror is rated “Unacceptable”, the next low offeror will be evaluated for “Acceptability”.
(3) PAST PERFORMANCE
Evaluation beginning with the lowest price, technically “Acceptable” offeror.
If the lowest price, technically “Acceptable offeror is rated “Unacceptable”, the next low offeror will be evaluated for “Acceptability”.
Award Process If the low offeror is found acceptable for all factors, the next lowest price offeror will be evaluated as a means of determining a fair and reasonable price through adequate price competition. If the second lowest price offeror is not acceptable, the next lowest price proposal will be evaluated. This process will continue, as needed.
OPTIONS
Evaluated for award purposes by adding the total price for all options to the total price for the basic requirement.
Evaluation of options shall not obligate the Government to exercise the option(s).
Pricing for the option periods will be evaluated for use under Federal Acquisition Regulation clauses 52.217-8 and 52.217-9.
For the evaluation of the option price pursuant to FAR Clause 52.217-8, Option to Extend Services, 50% of the prices proposed for the last option period will be included in the Total Evaluated Price (TEP).
Discussions may be held at any point during the evaluation.
