TITLE: Solicitation FA5613-17-R-0001, Laundry and Dry Cleaning Services in the Kaiserslautern Military Community (KMC)

PLACE: Ramstein Air Base, Bldgs 305 and 3336, Germany

DATE/TIME: 31 Mar 17, 0900 hrs

A site visit was conducted by the requesting unit, 786th Force Support Squadron (FSS), and 700th Contracting Squadron at Ramstein Air Base (AB), Bldgs 305, Linen Exchange, and 3336, KMCC VQ. Government personnel and attending contractor representatives are identified on attached combined pre-proposal conference and site visit attendance list. The site visit started at Bldg 305, and was continued thereafter at Bldg 3336.

The following was discussed:

1. Mondays are the most busy days. There will be a minimum of 32 carts to be picked up (18 carts from Bldg 305, 18 from KMCC). On Tuesdays and Wednesdays there will be approximately 16 carts (6 carts at Bldg 305, 10 at KMCC). Thursdays are “bedding days”. There will be approximately 30 carts (18 at Bldg 305, 12 at KMCC). On Fridays there will be approximately 25 carts, mainly at Bldg 305. Once a month there will be 30 extra carts, which are to be picked up at Bldg 305. The contractor will be informed in advance if more than one truck (7.5 tons) may be required.

2. Carts will no longer be Government furnished. The contractor shall provide them. An additional 4 carts shall be made available for use at Bldg 305. The PWS will be revised accordingly.

3. Sheers will be tracked by square meters, drapes will be tracked by weight, not by each. The PWS and Appendix 1 to the PWS will be revised accordingly.

4. Oily rags will be picked up in uncounted bundles wrapped in plastic foil. They are kerosene contaminated and are considered hazardous waste. After washing them the contractor shall bring them back counted. The PWS and Appendix 1 to the PWS will be revised accordingly.

5. The requirement to dye items will be removed. The PWS and Appendix 1 to the PWS will be revised accordingly.

6. Pillows and blankets for airplanes are to be washed once or twice a week. They shall be returned in plastic foil.

7. Suits shall be washed, as well as gloves and flags.

8. The pick-up of the dirty laundry shall be outside of Bldg. 305, regardless of the weather conditions.

9. Sleeping bags will be removed from Appendix 1 to the PWS. The requirement to have them washed will be handled separately by the units using them, outside of the contract.

10. The current contractor stated that they have a 24 hour delivery service, while the PWS requires the clean items to be returned not later than 72 hours after pick-up. It is up to the contractor to return the clean items earlier, however, not later than 72 hours after pick-up.

11. Bed sheets will be picked up at Bldg 305 in bundles of 10 each. The clean sheets shall be delivered in bundles of 5 each due to the weight.

12. Pillow cases will be picked up in bundles of 25 each.

13. All bathroom laundry (toweling) will be picked up at Bldg 305 in one cart, not separated.

14. At Bldg 3336 is a truck dock, where the contractor picks up/drops off the laundry.

15. The contractor will receive a key to open the door next to the dock at Bldg 3336. The PWS will be revised accordingly.

16. At Bldg. 3336 dirty items come down a chute and linen personnel sort them by type.

16. The contractor’s trucks are only allowed to access Ramstein Air Base by using the LVIS Gate.
