Government personnel and attending contractor representatives are identified on attached combined pre-proposal conference and site visit attendance list.

1. The purpose of the pre-proposal conference was to give prospective offerors an overall understanding of the acquisition, discuss the requirement, explain significant elements of the solicitation and answer questions. The briefing was conducted IAW the attached briefing slides. In addition to the information contained on the slides, the reconciliation identified in the pricing schedule, Attachment 1 of the combined synopsis/solicitation, was explained. It gives the contractor the opportunity to request an equitable adjustment, when, at the end of the performance period, the actual number of items for laundry services exceeds the total number of these items in Appendix 1, Estimated Annual-Monthly Workload, by more than 3%. The adjustment will be made for laundry services in excess of these 3%.

2. The following questions were asked during and after the briefing (Question = Q, Answer = A):

a. Q: What items are to be laundered and what is to be dry-cleaned?
A: Appendix 1 to the PWS specifies this in the last column of the spread sheet.
b. Q: How are the evaluation factors weighted in percent? What is more important?
A: This information is contained on slide # 19 of the briefing.
c. Q: Regarding the reconciliation in the pricing schedule, how will more expensive pieces be priced?
A: The adjustment will be based on the average price per item for laundry services derived from the monthly price and the estimated total monthly quantity as shown on Appendix 1.
d. Q: Can the measurements of the sheets, etc., be provided?
A: Yes, this information will be provided.
e. Q: Is a daily delivery necessary?

f. Q: Does the contractor have to drive to Spangdahlem?
A: No.
g. Q: Can the number of containers to be picked up be provided?
A: If more than one truck (7.5 ton) is required the technical representative will call the contractor.
h. Q: How far away from the gate and each other are the buildings for pick-up and delivery?
A: The GPS coordinates will be provided.
i. Q: Is the delivery time less than 72 hours or not later than 72 hours after pick-up?
A: It is not later than 72 hours after pick-up.
j. Q: How are the bundles tagged in accordance with paragraph 1.1.2. of the PWS?
A: No tags will be put on the bundles, but the laundry will either be packed in foil, bed sheets or pillow covers.
k. Q: How is paragraph 1.2.3. of the PWS to be understood? Shall laundry, which was contaminated with blood, for example, be thrown away?
A: No, this laundry shall be washed separately.

3. The representative of the requesting unit, 786th Force Support Squadron (FSS), provided additional information as follows:

a. Only 5-6% of the laundry consists of small pieces.
