MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)
RFP QUESTIONS AND ANSWERS SET #5

Question 1. Reference Section L, E.Volume III: 3.b.Section I + 3.c. Section K:
The offerer shall complete and submit any applicable clause requiring information to be filled in.
In which data format is this required? Times New Roman and front size 12, 1 inch margin all-around, as in Section L. B.5.a. is discribed?
Or can we use a smaller front size and a smaller margin all-allround for these two documents?
If yes, what would be the samllest front size and smallest marign all-around?
ANSWER: Offers shall be submitted in Times New Roman font size 12, single-spaced.
Question 2. Reference Section L, B.5:
As it is defined the third column of the table Volume II, past performance information, has to be written in Time New Roman and front size 12.
But the electronic document format of attachment 3 is set in Time New Roman and front size 10.
Shall we fill in all lines in A., B., C. and E. in front size 12?
Shall we write alle our descritions in D., G. and H. in front size 12?
Or should we completly change the document of attachement 3 into front size 12?
ANSWER: Where applicable, fill in all data with Times New Roman font size 12, single-spaced. The orginal format shall remain the same.
Question 3. On page 45 of the solicitation you ask for “1.0.11 Outline Specifications. Provide outline specifications.” What did you mean/ expect to see from us concerning this requirement?
A Table of contents? Would you please specify.
ANSWER: Outline specifications are just a brief description of all basic details within the project concept. No specific format is required.
Question 4. Also, do we have to consider in our calculations build in furniture, changing cubicle and bookshelves? Or is this government furnished equipment?
ANSWER: All Government furnished equipment is not to be included in your calculations, but anything built-in that is specifically required and clearly outlined in the SOW or UFC is required to be in your calculations.
Question 5. On the PPQ provided with the solicitation package is the response date 12 Nov 2014 from the original Due Date mentioned. Are we allowed to change that date to the current due date 09 Dec 2014 or is another due date extension forthcoming?
ANSWER: Per Solicitation, Section L, Para D.Volume II: “It is the offeror’s responsibility to ensure all questionnaires are forwarded to 700 Contracting Squadron by the due date and time set for receipt of proposals. Offerors are advised to follow-up with their references to ensure the questionnaires are submitted timely.”

Question 6. The separate overall phasing plan (see 2.0.10 „Construction phasing”, S. 45 of 52, RFP) should include all Government activities and interaction.
Please describe which kind of activities and interaction (that are not part of the contractor’s responsibility) is meant. Do you mean processes which starts after the completion and handover of the finished building? We do not have any information about it and so it is not possible for us to create a separate phasing plan. Please provide further information about the structure of the plan.
ANSWER: Per Solicitation, Section L, Para C:“A separate overall phasing plan shall be developed for the Government’s use only to inform, educate, and track Government actions. It should include interaction of Government activities such as move times, swing space durations, and Government outfitting and training activities. This plan shall further delineate the coordination of required actions of the Government that are not a part of the contractor’s responsibility or contract.” (2.0.10 „Construction phasing”, S. 45 of 52, RFP)
There are many Government actions outside of the contractor’s control that may affect the overall phasing of the project. There is no all-inclusive list for the MACC seed project, but a few examples would be: waiting for a digging permit and utility coordination (This has been greatly simplified by assuming there are no utilities in new construction area, but there may still be utility coordination in the project) tenant coordination (as stated at the site visit, the tenants will be vacant, so this is greatly simplified) and processing of DD1354 after the project is complete.
Please include Government actions you know will be outside of your contractual responsibilities, but still need coordination or over site. Again, there is no complete comprehensive list and anything reasonable will be deemed acceptable.
