Acquisition is for a broad range of construction projects to be performed in Germany

Follow-on acquisition; incumbent contractors are:

Volume I: Factor 1 – Technical Acceptability

Shall be evaluated on a Pass/Fail basis IAW the criteria set forth in

Section L, Instructions to Offerors, Paragraph C.2.a.

Volume I shall be specific, complete and clearly demonstrate the ability to meet this solicitation requirement

Volume II: Factor 2 – Past Performance

An overall Performance Confidence Assessment shall be assigned using the ratings listed in Section M (see also slide 21)

Considers demonstrated record of present and past performance in providing construction services that meet customers’ needs

Assesses the degree of confidence in the offeror’s ability to successfully perform the requirements of this effort

Focuses on performance that is recent and relevant to this requirement to include the quality of performance on other contracts

Recency is ongoing contract performance or contract performance completed within the last 3 years from the issue date of this solicitation, except that ongoing efforts must have begun at least 3 months prior to the issue date of this solicitation

In determining relevancy, consideration will be given to such things as contracts of similar scope, magnitude, and complexity using the

Relevancy Definitions listed in Section M (see also slide 20)

Volume II: Factor 2 – Past Performance (cont.)

Provide Past Performance Information on at least 3 but no more than

6 recent and relevant contracts; current & correct POC information

Past Performance Questionnaire (Atch 5 to the RFP)

Send to each POC identified (see Section L, paragraph D.3.)

Completed questionnaires shall be submitted directly to the

Completed questionnaires shall be considered source selection sensitive and SHALL NOT be released to the offeror

Volume III: Factor 3 – Price

Total evaluated price for the design-build seed project (calculated by adding the individual line items of the design and construction prices proposed) is the sole basis for evaluating price for contract award purposes and will be the only price discriminator among offerors

Evaluated for price reasonableness; comparison of proposed prices among offerors and comparison to the Independent Government

Estimate, as appropriate, and/or other proposal analysis techniques as described in FAR 15.404-1
