MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)
RFP QUESTIONS AND ANSWERS SET #1
20 OCT 2014
Question 1. Is it allowed, that the proposal documents of the Technical Proposal are clearly marked with the company logo or should the proposal documents be anonymous, so the evaluation can be done without knowing the company?
ANSWER: It is not required to remove any company logo or identification from any pages of the Technical Proposal and can/should be clearly marked.
Question 2. Could you provide the drawings for the seed project (Attachment 2) as a dwg-file?
ANSWER: Unfortunately, the Government does not have the capability to provide Attachment 2a as a dxf or dwg file.
Question 3. Reference SF 1442 Section B – Supplies or Services and Prices (pages 3 to 7 of the RFP). What number should be written in by the contractor? Should we write the maximum amount from page 8 of 52? Will this section be used for evaluation purposes?
ANSWER: Do NOT enter any prices on pages 3-7 of the RFP. These are the estimated annual amounts that the Government will fill in at contract award (and yes, they will be the amounts from page 8, but you will not fill that in). That section is not used for evaluation purposes. Please complete your seed project pricing in accordance with the RFP, Section L, Instructions to Offerors, paragraph E (pg 47).
Question 4. To prepare a technical proposal, inclusive of design, in the short notice of time, it is necessary and in the interest of the Government to submit Attachment 2a as a dxf, or dwg file. So each offeror has the same base to design a qualified technical proposal as a base for your further evaluation.
ANSWER: Unfortunately, the Government does not have the capability to provide Attachment 2a as a dxf or dwg file.
Question 5. Volume I Technical. Please clarify, what you expect as Technical Proposal. Is it only the Execution and completeness of the seed project (C.2) that is expected? Normally there is a Technical Proposal required which demonstrates offerer`s capacity and management abitity. What is expected under C.1 (page 44 of 52)?
ANSWER: Yes, the technical proposal will only consist of the seed project. You must provide all of the elements as listed in the RFP, Section L, Instructions to Offerors, paragraph C.2.a & b (pgs 44-46). Paragraph C.1 is simply an introductory paragraph providing you information about the technical proposal; it is expected that you understand this information and prepare your proposal accordingly.
Question 6. Time Extension. The time to prepare the proposal seems to be too short. We need more time to prepare the proposal and additional time for questions. Could you please extend the due date? Could you please extend the time for questions?
ANSWER: The Government does not anticipate extending the 12 Nov 2014 (1600 hours) proposal due date at this time. If further questions result in an amendment to the solicitation, the due date could be extended at a later date. As far as questions, we assume that you are referring to the 17 Oct 2014 date provided in the Pre-Proposal Conference clause 5352.215-9001 on pg 41 of the RFP. That date is only for the purpose of the pre-proposal conference; to ensure that we will have time to prepare answers and provide them at the pre-proposal conference (if you wanted to have specific items answered at the conference). We fully expect additional questions to arise based on the pre-proposal conference and site visit; and those questions are requested no later than 15 days prior to the RFP closing date (which is 28 Oct 2014 at this time, unless there is an amendment). Please see Section L, paragraph B.9 (pg 44) which fully explains this.
