SAMPLE TASK ORDER
1. DESCRIPTION OF SERVICES
1.1. Reserved
1.2. Mission. United States Air Forces in Europe/Air Force Arica (USAFE/AFAFRICA), headquartered at Ramstein Air Base, Germany, is a major command (MAJCOM) of the United States Air Force (USAF). It is also the air component for two Department of Defense unified combatant commands -- the European Command (EUCOM), which serves the U.S. component of the North Atlantic Treaty Organization (NATO), and the Africa Command (AFRICOM), which oversees security cooperation programs that assist African nations in building their own security capacity. The USAFE Commander is responsible for delivering full-spectrum options to the Combatant Commander; leading and supporting Joint, Coalition, NATO, and Warfighting Headquarters operations; and promoting regional stability through focused theater engagement. As part of this mission, USAFE trains and equips USAF units pledged to NATO and maintains combat-ready wings based from Great Britain to Turkey. USAFE plans, conducts, controls, coordinates and supports air and space operations in Europe and parts of Asia and Africa to achieve U.S. national and NATO objectives. USAFE assets, augmented by people, aircraft and equipment from other MAJCOMs, and the Air National Guard and Air Force Reserve, which come under the operational command of NATO. The command's inventory of aircraft is ready to perform close air support, air interdiction, air defense, in-flight refueling, long-range transport and support of maritime operations.
1.3. Scope. The A&AS III Sample Task Order (TO) shall serve as a vehicle to provide A&AS support to USAFE/AFAFRICA. Outputs may take the form of information, advice, alternatives, analyses, evaluations, recommendations, training and the day-to-day aid of support personnel needed to complement the Government’s technical expertise. The Contractor shall reference and conform to the basic IDIQ PWS requirements as well as the requirements of this PWS.

2.4.1. This TO will be primarily performed at Ramstein AB, Germany and Warrior Prep Center, Einsedlerhof, Germany; however, if specified in the PWS, some tasks will be performed in the United Kingdom.
2.5. Travel Requirements
2.5.1. The TO tasks may require travel for periods of temporary duty. All travel 80 kilometers or more outside the Government assigned work areas required in support of this PWS is cost-reimbursable to the contractor. All contractor travel requires a Travel Authorization Request (TAR) to be submitted to the Contracting Officer’s Representative (COR) no later than 14 days prior to the start of the travel for justification, approval and coordination with the Contracting Officer (CO) for funds availability and approval prior to commitment of any travel assignment. For all contractor travel, the Contractor shall submit Letters of Identification (LOIs) to the CO for approval no later than 7 days prior the start of travel. All travel requirements will be provided in writing by the COR to the contractor and shall allow a minimum lead-time IAW the following table:

Note: In certain instances, travel may be required on short notice. Emergency travel will have approximately 24 hours notification and not exceed 7 business days.
2.5.2. Upon completion of travel, the Contractor shall submit a trip report detailing the meeting/survey/briefing activities that occurred in accordance with CDRL A003. The Contractor shall also submit a copy of the completed travel expense report, to include all supporting documentation, required receipts, etc. to the COR and CO for approval prior to invoicing electronically via Wide Area Work Flow (WAWF). The travel payment request shall be submitted within 30 days of completed travel.

2.7. Mission/Emergency Essential Personnel.
2.7.1. The tasks outlined in paragraph 3.1.56 are designated mission/emergency essential. Should the Government plan to assume or supplement the contractor–supplied essential services during crisis situations, the Government will make the Contractor aware of such replacement and transitioning plans. The Contractor shall furnish a listing of all Contractor personnel fulfilling mission/emergency essential tasks to the CO and COR.
2.7.2. The Contractor shall develop contingency plans for those tasks that have been identified as essential to provide reasonable assurance of continuation during crisis conditions.
2.7.3. The Government will establish administrative controls to ensure that all information on essential contractor employees overseas is handled as sensitive data and released only to authorized personnel.
2.8. Duty Hours
2.8.1. During performance of this TO, it is anticipated that a normal work week may extend up to 50 hours per week to accomplish the PWS requirements.

2.10. Conflict of Interest. This TO requires contractor employees to have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.). The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential Organizational Conflict of Interest (OCI) and shall promptly submit a plan to the CO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO, and in the event CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2.17. Logistical Support. In accordance with the basic A&AS III PWS. No logistical support funding is available for this TO.
3. CONTRACT REQUIREMENTS
3.1. Management, Operational and Professional Support Services.
3.1.1. The Contractor shall provide management and professional support to one (1) USAFE/AFAFRICA Communications organizations, to include but not limited to:
3.1.1.1. Perform program and project management functions to include monitoring cost, schedule and performance
3.1.1.2. Support implementation and sustainment of new technologies and strategies, including authoring documentation
3.1.1.3. Develop two (2) implementation plans from inception to project completion or disposal for all approved and funded strategic plans and coordinated projects through appropriate staff and outside agencies to execute project plans
3.1.1.4. Coordinate with ten (10) USAFE A-staff entities for implementation of project milestones to include Research and Development, Integration, Installation, Test & Evaluation and Full Operational Concept delivery
3.1.1.5. Take action, such as weekly meetings with the Program Manager or government representative, to ensure project milestones are completed within the initial estimates and scheduled duration periods
3.1.1.6. Prepare twelve (12) presentations and briefings monthly by providing information and drafting briefing slides (CDRL A006)
3.1.1.7. Maintain eight (8) standard operating procedures (SOP) binders
3.1.1.8. Prepare administrative tasking responses requiring HQ USAFE/AFAFRICA action and related to tasks in this PWS, estimated at 1 per week. The COR shall be notified by the contractor’s task lead via email, to include explanation and justification, if the team cannot provide a response on or before the response due date
3.1.2. The Contractor shall provide management and professional support to one (1) USAFE/AFAFRICA Intel Operations organization, to include but not limited to:
3.1.2.1. Develop and coordinate plans for USAFE/Coalition systems (e.g., Deployable Ground Stations (DGS), Theater Battle Management Core System (TBMCS) , etc.) USAFE and Coalition Airborne Interoperability projects involving cross-functional teams, which may include personnel from all participating US and coalition national stakeholder organizations
3.1.2.2. Coordinate plans with Government personnel and/or other contractors, including those from organizations external to USAFE. The Government is the overall manager and is responsible for project oversight, activity approval, prioritizing assignments, and project management, with this position serving as constructing, analysis, and recommendation advisor to the Government
3.1.2.3. Provide risk planning to include scope, activity, schedule, resource, and cost estimates IAW specified policies, processes, methods, and standards
3.1.2.4. Provide generic hub-spoke communications infrastructure analysis, evaluation and recommendation support for network design changes/enhancements for resulting USAFE/AFAFRICA Coalition Systems (e.g., DGS, TBMCS, etc.)
3.1.2.5. Coordinate project team activities daily (e.g., reports, schedules, manning) or in accordance with the project plan and schedule, and provide summarized results. Project status reports shall be developed to include system description, issues encountered, current status, risks, critical activities, solution, recommendations, options, and projected or actual completion date
3.1.2.6. Create, document, and maintain a project file plan for USAFE/AFAFRICA Coalition systems (e.g., DGS, TBMCS, etc.) and architecture project files
3.1.2.7. Complete project closeout activities for the USAFE/Coalition ISR systems (e.g., DGS, TBMCS, etc.) at the end of each project. As-built drawings and other final configuration information, as well as final cost spreadsheets and lessons learned, shall be placed in the project folder no later than one week after the completion of the project. The project/status reports shall be developed including system description of systems supported, issues encountered, current status, risks, critical activities, solution, recommendations, options, and projected or actual completion date.
3.1.2.8. Provide updates via weekly status reports for each assigned program. The project/status reports shall be developed in accordance with USAFE/AFAFRICA procedures and shall include such topics as supported system description, issues encountered, current status, risks, critical activities, solutions, recommendations, options, projected or actual completion dates, etc. (CDRL A003)
3.1.2.9. Provide continuity information to COR upon request. Share information with other HQ USAFE and other US and coalition personnel as approved by the COR
3.1.3. The Contractor shall provide training support to one (1) USAFE/AFAFRICA Training and Exercise Support organization, to include but not limited to:
3.1.3.1. Compile data (e.g., number of personnel attended, number of personnel trained, topics trained, certifications earned, number tested, number failed, etc.) for the annual component training report and the semi-annual Joint Training Review Board (JTRB)
3.1.3.2. Prepare the annual component training report (e.g. number of personnel attended, number of personnel trained, topics trained, certifications earned, number tested, number failed, etc.)
3.1.3.3. Provide orientation and familiarization of U.S. Tactics, Techniques and Procedures (TTPs) to approved foreign military imagery analysts, and also provide advisory support to HQ USAFE
3.1.3.4. Conduct a literature survey of AF and other relevant US imagery exploitation training materials (e.g., NGA, SOCOM, etc.) and develop a releasable NATO analyst orientation program to introduce USAF Distributed Common Ground System (DCGS)-like imagery exploitation tactics, techniques, and procedures to approved foreign military personnel previously qualified in the area of imagery analysis
3.1.3.5. Create, modify, and update orientation references to ensure they are relevant to current US doctrine for coalition tasking, processing, exploiting, and disseminating activities
3.1.3.6. Develop orientation materials, to include handouts, sequenced activity plans, and presentations
3.1.3.7. Ensure releasable NATO orientation material is organized, updated, and available to coalition personnel for reference and study
3.1.3.8. Develop a method of evaluating the degree of foreign personnel understanding of AF Intelligence, Surveillance and Reconnaissance (ISR) operations, to include exercises and simulations
3.1.3.9. Work closely with USAFE/AFAFRICA AOR Group Operations, Training, and Standards and Evaluations personnel to ensure continuing relevance of the orientation program
3.1.3.10. Utilize knowledge and experience in the following ISR training areas to support introduction of EUCOM Partner Nation military personnel to AF for processing, exploitation, and dissemination of airborne ISR information: 1) analysis and integration of intelligence data from a variety of sources, 2) operation of intelligence systems and intelligence analysis systems, 3) design, development, engineering and implementation of ISR systems and practices, releasable orientation program to support introduction of EUCOM Partner Nation military personnel to AF for processing, exploitation, and dissemination of airborne ISR information
3.1.4. The Contractor shall provide exercise support to one (1) USAFE/AFAFRICA Training and Exercise Support organization, to include but not limited to:
3.1.4.1. Maintain and update applicable exercise information on the on-line collaborative web-based systems (NIPRNET/SIPRNET)
3.1.4.2. Collect and standardize the exercise Background Bullet Papers (BBPs)
3.1.4.3. Collect exercise related data from Points of Contact (POCs) and build the exercise slides for the Commander United States Air Forces in Europe (COMUSAFE) staff meetings
3.1.4.4. Support participation in coalition and US-only theater, component, and unit-level exercises.
3.1.4.5. Apply current Exercise Planning Support to applicable policies, directives and doctrine governing all aspects of training support, exercise planning and management to determine exercise, training, and associated support requirements
3.1.4.6. Develop and manage the flow of the exercise/training planning, execution, and after-action reporting
3.1.4.7. Develop survey, analyze, and identify exercise/training site support requirements.
3.1.4.8. Produce up to five (5) messages for each exercise (e.g. country clearance, beddown request, conference attendance)
3.1.4.9. Coordinate and manage the publication of a detailed Exercise Support Plan (ESP) IAW stated exercise requirements
3.1.4.10. Develop, coordinate, and manage the publication of an exercise directive
3.1.4.11. Develop and coordinate a detailed financial plan/budget for each assigned exercise
3.1.5. The Contractor shall provide security support to one (1) USAFE/AFAFRICA Intel Operations organization, to include but not limited to:
3.1.5.1. Provide advisory and analysis support to Coalition capability system security specialist
3.1.5.2. Provide USAFE/AFAFRICA Coalition systems security management, technical analysis, and documentation support to the DCGS-4 Information Systems Security Manager (ISSM) and Information Systems Security Officer (ISSO)
3.1.5.3. Ensure four (4) coalition force systems are acquired, integrated, accredited, operated, maintained and disposed of IAW applicable current security policies and practices
3.1.5.4. Validate computer operator’s security clearances, authorization, need-to-know, and understanding of security responsibilities before granting system access
3.1.5.5. Maintain and document security relevant software, hardware and firmware (i.e., 2,400 modems, 12 servers and associated Keyboard, Video, Mouse (KVM) devices).
3.1.5.6. Provide recommendations and analysis support to track system security requirements during all phases of the systems life cycle. This may require collecting information from web publication sources, libraries sources, including collection at periodic meeting attendance
3.1.5.7. Prepare, coordinate, and maintain relevant system/site security documentation NLT 30 duty days after system change and provide an accurate and current inventory NLT 20 duty days after request
3.1.5.8. Prepare security incident reports as required and provide to the USAFE/AFAFRICA ISSM and recommend and/or initiate protective or corrective measures when a security related incident or vulnerability is discovered within 24 hours
3.1.5.9. Coordinate the appointment of ISSO agents, and provide training on specific duties and responsibilities
3.1.5.10. Provide USAFE/AFAFRICA Coalition systems security support analysis and installation support to facilitate the acquisition, planning, integration, implementation, accreditation and operations of USAFE/AFAFRICA Coalition systems and capabilities between USAFE and external agencies
3.1.6. The following tasks are to be performed in the United Kingdom. The Contractor shall provide the Continuity of Operations (COOP) support to one (1) USAFE/AFAFRICA Intel Operations organization, to include but not limited to:
3.1.6.1. Monitors all aspects of the COOP enterprise operations, maintenance and serves as the COOP system Subject Matter Expert (SME)
3.1.6.2. Provide program analysis, evaluation and recommendation support to resolve issues, supporting the development of directorate-specific COOP Implementation Plans. These plans shall be subsets of the overall COOP plan and address HQ USAFE/AFAFRICA issues and timelines. The implementation plans shall address alert and notification procedures, Government provided mission essential functions, personnel, records, and databases required to accomplish Mission Essential Functions (MEFs) in a COOP situation
3.1.6.3. Ensure currency and applicability of the COOP plan. Regularly review other intelligence community COOP plans and develop best practices and recommendations. Review other federal agency plans for applicable policies and/or guidance to include review and update annual risk analysis to capture any changes. Identify potential need for, create or enhance detailed SOPs
3.1.6.4. Develop/maintain design requirements plans for critical systems and applications and to ensure that internal recovery sites are updated and functioning properly. The Contractor shall serve as a SME for the Air Force Joint Worldwide Intelligence Communication System (JWICS) and COOP Enterprise, which includes six regional Enterprise Service Centers (hereafter referred to as “the Enterprise”)
3.1.6.5. Monitor the Enterprise's ability to effectively and expeditiously respond to and recover from significant events/interruptions (e.g. natural or man-made disasters) that would preclude normal operations at one or more of the Enterprise's primary sites
3.1.6.6. Develop procedures and documents for equipment, hardware and software platforms to ensure effective and efficient operation of the Enterprise
3.1.6.7. Provide data collection and analysis; identification of requirements and resources that support program goals and objectives; and develop plans, processes, and procedures focused on ensuring continuation of USAFE mission essential functions
3.1.6.8. Provide support to system administrators of other Enterprise Service Centers and provide recommendations on issues that cannot be resolved locally, to include the recommendations of possible uses of remote administration tools or travelling to the remote sites to resolve especially complex issues
3.1.6.9. Provide analysis and recommendations to USAFE/AFAFRICA on activation and implementation of the Disaster Recovery Plan in response to an interruption or crisis
3.2. Studies, Analyses and Evaluations.
3.2.1. The Contractor shall provide the following studies, analysis and evaluations the following for one (1) USAFE/AFAFRICA Training and Exercise Support organization:
3.2.2. The Contractor shall provide a cross-functional team comprised of qualified personnel with:
3.2.2.1. Experience and proficiency with current Microsoft (MS) Office Suite and/or MS Access;
3.2.2.2. At least 2 years experience planning and executing Major Command (MAJCOM) or Numbered Air Force (NAF) level (or higher/equivalent) exercises (while serving in an Air Force rated aeronautical (general pilot/navigator aeronautical rating) position);
3.2.2.3. At least 2 years logistical readiness experience planning/coordinating movement of cargo;
3.2.2.4. Operational experience building requirements in the form of Unit Line Numbers (ULN) in the Deliberate and Crisis Action Planning and Execution System (DCAPES)/Joint Operations Planning and Execution System (JOPES) including Time-Phased Force Deployment Data (TPFDD) passengers/cargo equipment requirements, line-level detail and records validation; and
3.2.2.5. Experience in managing high volumes of manning requirements associated with multiple joint manning documents (JMD); de-conflicting manpower and personnel detail within the documents while coordinating billet information with Combatant Command, MAJCOM and other DoD Component planners; knowledge of Unit Type Codes (UTC) and the ability to associate applicable UTCs to exercise requirements; ability to manage and complete the JOPES MAJCOM verification process; knowledge or experience in the USAF exercise sourcing process
3.2.3. The cross-functional team shall:
3.2.3.1. Perform site surveys, reviews and inspection tasking of an existing or new site for deployment or bed-down of HQ USAFE/AFAFRICA supported systems, or examine other aspects of facility security (e.g. physical, procedural, administrative) according to applicable Government inspection checklists. One site surveys shall be performed per month depending on the world situation, or as requested by the COR. Notification shall include specific site survey objectives defined in terms of physical space, environmental conditions, power, network loading, Site Based Accreditation or collateral intelligence security, and shall also specify specific parameters for the required site survey report
3.2.3.2. Upon completion of each site survey, the Contractor shall submit a site survey report that contains detailed results of the survey (CDRL A008)
3.3. Engineering and Technical Services.
3.3.1. The Contractor shall provide engineering and technical services to one (1) USAFE/AFAFRICA Intel Operations organization, to include but not limited to:
3.3.1.1. Provide monthly written recommendations in the upgrade and improvement of design specifications based on requirements and results of analyses & evaluations
3.3.1.2. Conduct weekly hardware and software analysis to provide comparative data, performance characteristics and suitability within existing systems environment
3.3.1.3. Conduct market research of available products and technologies within Government parameters. The results of the research shall include adequate information for the Government to make sound decision based upon technically correct recommendations based on the research and contractor’s professional expertise
3.3.1.4. Perform lifecycle support analysis providing at minimum, end of life and end of service data points, as necessary, including operation/operational support, preventative and corrective maintenance concepts, sparing, logistics and administrative support, and provide written results to the USAFE/AFAFRICA
3.3.1.5. Develop plans for the installation, test, verification, and check-out of hardware and software systems
3.3.1.6. Develop system prototyping and modeling solutions to verify performance objectives and increase performance efficiencies
3.3.1.7. Provide advisory and analysis support to develop and update System Security Authorization Agreement (SSAA), Service Level Agreement (SLA), and other security and systems accreditation documentation as required and in Government-prescribed format, for USAFE/AFAFRICA Coalition ISR systems
3.3.2. The Contractor shall provide engineering and technical services to one (1) USAFE/AFAFRICA Training and Exercise Support organization, to include but not limited to:
3.3.2.1. Manage six (6) telecommunications and network operations and maintain the Warrior Preparation Center’s (WPC) physical networks. This includes but is not limited to: NIPRNET, SIPRNET equipment related to exercises, the Video Distribution System (VDS), Exercise Local Area Networks (LANs), the telephone system (as required), the Internet Café, fixed and deployable Video Teleconferencing (VTC) systems, and the badge access system. Contractor employees involved in Network Management will support the Support Communication’s Directorate (SC) with requirements analysis, design, and other acquisition activities related to the WPC networks. The Contractor shall perform field engineering activities IAW project or exercise plans and designs provided by SC. Contractor must comply with the requirements and certifications in DoD Directive 8570.01M, Chapter 3, IA WORKFORCE TECHNICAL CATEGORY
3.3.2.2. Operate and maintain all WPC exercise networks and permanent party networks and systems. The Contractor shall perform activities such as network monitoring (using HP Openview and/or CiscoWorks) and other software upgrades for network devices, and preventative and corrective maintenance on selected network equipment. The contractor shall identify Prescribed Load List (PLL) and bench stock requirements. The Contractor shall provide on-the-job training to military/government personnel in network operations and maintenance activities
3.3.2.3. Maintain server operations at WPC. One function includes Windows-based server operations and OpenVMS (for HP clusters). The other function includes UNIX and LINUX server operations. Even though they have different focuses, the teams do collaborate from time to time. Contractor employees shall obtain certification to administer on the Kaiserslautern Enterprise Network (KEN), IAW AFI 33-115v2 as soon as possible after been assigned to the WPC. Training specific to this certification will be provided by the Government at no cost to the Contractor. Contractor employees shall also complete update/refresher training required to maintain their certification in a timely manner (also at no cost to the Contractor). Contractor will be required to support Thin Clients/Smart Clients or comparable technology with both Windows and LINUX software platforms. Contractor must comply with the requirements and certifications in DoD Directive 8570.01M, Chapter 3, IA Workforce Technical Category
3.3.2.4. Provide Model and Simulation (M&S) services and support at the WPC to all M&S or systems preparation for, during and after events, which includes but is not limited to: training, testing, configuration management, system integration, system software and hardware support, and database development. For clarification, event(s) refer to all activities that require M&S services or support to include: exercises, mission rehearsals, and training missions
3.3.2.5. Maintain and demonstrate proficiency in assigned M&S model/systems, tools, associated networking, and operating systems at the WPC (i.e. UNIX, Windows, LINUX platforms). Contractor employees shall be proficient in and shall possess certification for his/her WPC assigned M&S model/systems and associated components, plus at least one additional system (or grouping of related systems, as appropriate). Training specific to this certification will be provided by the Government at no cost to the Contractor. After initial certification, the Contractor shall demonstrate continued proficiency at any time specified by the COR
3.3.2.6. Support existing and emerging M&S model/systems and associated tools, software, and databases. Examples include: International Simulation (I-SIM), Discrete Event Simulation (DESim), Extended Air Defense Simulation (EADSim), Missile Defense Space Toolkit (MDST), Truth Injector Unit (TIU), Tactical Data Analysis and Connectivity System (TDACS), Battle Force Tactical Trainer (BFTT), Patriot Flight Mission Simulator/Digital (FMS-D), and Aegis Combat Training System (ACTS)
3.3.2.7. Maintain records of the versions and licenses for all M&S model/system software, related software tools and other peripheral software, and hardware. These records shall be maintained in a database using Microsoft Access or other government approved application
3.3.2.8. Manage and maintain a database of all M&S Capability Requests (CR) and Deficiency Reports (DR), to include their status and other necessary information
3.3.2.9. Identify and submit Capability Requests (CRs) and Deficiency Reports (DRs) to the Government for M&S software in use at the WPC
3.3.2.10. Provide a monthly report of the database information to SC
3.3.2.11. Support Microsoft-based operating systems, OpenVMS, server, and LAN technologies, as well as in the integration of specialized applications for permanent party, local exercise, and remote exercise use
3.3.2.12. Participate in network requirements analysis, design, and technical solution development related to servers, operating systems, and network software/utilities
3.3.2.13. Maintain an infrastructure of computers, communications systems, Local Area Networks (LANs), and Wide Area Networks (WANs) to support the exercise mission and garrison operations. The Contractor shall support SC in a variety of engineering, project coordination, and configuration management tasks. Most of the engineering tasks involve systems engineering and network/communication engineering. Some of the systems engineering tasks within this functional area may relate to definition/selection and documentation of processes, procedures, and standards related to infrastructure engineering work
3.3.2.14. Develop concepts for upgrading/modifying/replacing portions of the WPC infrastructure, normally based on a change to operational requirements, compatibility and security requirements. The contractor shall keep abreast of the latest applicable technologies and shall recommend infrastructure upgrade concepts based on emerging technology. Contractor shall also develop concept descriptions that include written descriptions and drawings, input technical requirements to the project management plan, and provide Rough Order Magnitude (ROM) cost estimates
3.3.2.15. Analyze, define, and manage infrastructure requirements. The Contractor shall develop complete designs from the given set of requirements. The Contractor shall perform analysis and design at both the system level and component level
3.3.2.16. Identify system level operational/functional requirements, design characteristics/constraints, external & internal interface requirements, and human factors. All derived requirements shall be traceable. All non-derived requirements shall contain a valid rationale (e.g. cite applicable regulation)
3.3.2.17. SC is responsible for configuration management (CM) of the infrastructure. Network and telephone cables and equipment, physical locations of equipment, and facility features require baselines and shall be under change control. The Contractor shall assist with CM
3.3.2.18. Maintain Communications System Infrastructure Records (CSIRs) or equivalent quarterly and deliver no more than five work-days beyond the end of the quarter
3.3.2.19. Maintain Plant In Place (PIP) drawings quarterly for the WPC infrastructure
3.3.2.20. Maintain a database of communications equipment (switches, routers, hubs, encryption devices) used in all of the WPC networks, plus items available as deployable assets or spares. The data shall be updated monthly to include all approved change orders processed that month, no more than five work-days beyond the end of the month
3.3.2.21. Provide technical input to Configuration Change Boards and Engineering
3.3.3. The Contractor shall provide engineering and technical services to one (1) USAFE/AFAFRICA Communications organization, to include but not limited to:
3.3.3.1. For the following tasks, the contractor shall provide personnel that hold Microsoft Professional certifications in each of the following areas: 1) Microsoft Certified Solutions Associated (MCSA); 2) Microsoft Certified Information Technology Professional (MCITP); 3) Microsoft Certified Technology Specialist (MCTS); and 4) Microsoft Certified Professional Developer (MCPD). All four certifications are required for satisfactory performance of this PWS. For example, three contractor personnel can fulfill this requirement if one employee is MCSA and MCTS, one employee is MCITP, and one employee is MCPD. The contractor shall ensure that all employees maintain currency of certifications required in this TO at no additional charge to the Government
3.3.3.1.1. Provide USAFE Interactive Collaborative Environment (ICE) Suite (Microsoft SharePoint) and Structured Query Language (SQL) support. The USAFE ICE is currently implemented on equipment running Microsoft’s SharePoint Server software, Office Communications Server software and SQL Server software. This includes setup and administration of the USAFE ICE hardware and software
3.3.3.1.2. Maintain an on-call roster for trouble calls and respond to outages outside of normal duty hours. Duty hour outages shall be responded to within ten minutes of notification. After hours outages shall be responded to not later than two hours from notification. On-call rosters shall be updated and/or reviewed at least monthly and provided to the COR by the first duty day of the new month
3.3.3.1.3. Ensure operational systems integration and network connectivity at a 90% operational availability to local Network Operation Support Centers (NOSCs) and other control centers and supply the required level of oversight, maintenance and administrative support
3.3.3.1.4. Sustain all network system analysis and technical support for the base-level comptroller organization’s network system analysis actions, including network operating system configuration and tuning; network management; software utilization, installation, evaluation, and recommendation; server and gateway management; inventory control; remote bridge control; and user support
3.3.3.1.5. Provide support for connectivity problem resolution, configuration of network file servers, and maintaining network-monitoring capabilities. Technical activities also include network design, installation, and troubleshooting
3.3.3.1.6. Configure servers and nodes to provide desired functionality evaluation, network integrity checks, inventory analysis, and feasibility studies. In addition, support shall include submittal of recommendations for required hardware, software, and network protocols
3.3.3.2. Provide USAFE Video Teleconference (VTC) Operations Center Support
3.3.3.2.1. Act as the focal point for scheduling, day-to-day network operations, and troubleshooting lead for Area of Responsibility (AOR)-wide USAFE VTC network
3.3.3.2.2. Act as the single AOR focal point and liaison to Defense Information Systems Network (DISN) Video Services Global (DVS-G). Assist communicators with direct connectivity to DVS-G services
3.3.3.2.3. Provide AOR-wide VTC support for USAFE in EUCOM and AFRICOM arena
3.3.3.2.4. Maintain VTC Bridge operations during standard work hours (outlined in the basic IDIQ PWS paragraph 2.9.1)
3.3.3.2.5. Provide support to all VTC users in day-to-day operations and troubleshooting
3.3.3.2.6. Operate the USAFE VTC Bridge in accordance with Defense Information Systems Agency (DISA) direction and AF policy
3.3.3.2.7. Establish VTC 30 minutes prior to start of conference when using the bridge, unless otherwise pre-coordinated with chairing location and Video Teleconference Operations Center (VOC). (EXCEPTION: The USAFE/AFAFRICA Communications organization may require late entry into conference and may locally add participants at later time if advised by VOC)
3.3.3.2.8. Monitor all VTCs using the bridge for O-6 and above. Point-to-Point communications between end-point terminals monitored only by request.
3.3.3.2.9. Maintain VTC request form and provide to customers as requested
3.3.3.3. Provide USAFE Enterprise Voice Over Internet Protocol (VoIP) System Engineering Support
3.3.3.3.1. Possess a minimum of a Cisco Certified Network Professional—Voice (CCNP-Voice, formerly Cisco Certified Voice Professional) [CCVP]) certification. The Contractor shall posses an Information Assurance System Architect and Engineer (IASAE) Level-II certification consistent with DoD 8570-01M, Information Assurance Workforce Improvement Program
3.3.3.3.2. Evaluate new VoIP technologies and capabilities. The contractor shall prepare studies and analyses to allow USAFE leadership to make informed decisions on program direction. The contractor shall prepare project implementation documentation to include requirements documents, technical solutions, project plans and support agreements, base Civil Engineering work requests, change requests, and acceptance documents. The contractor shall incorporate all Joint Interoperability Test Command (JITC) requirements related to supporting the new equipment or technologies IAW DoD/AF Information security guidelines
3.3.3.4. Connect the operational and technical aspects of not only Distributed Mission Operations (DMO) but USAFE Live, Virtual and Constructive (LVC) theater integration as well. DMO is the USAF partner for the DoD Joint National Training Capability (JNTC) program. The Contractor shall coordinate technical planning and engineering, provide realistic simulations support for training exercises and mission rehearsals within EUCOM and EUCOM Component Commands supporting Active and Reserve Component units using JNTC and DMO for EUCOM, EUCOM Components, AFRICOM, NATO, and allies. The Contractor shall recommend the purchase and operation of simulation-related software, communications, computer and technical facility modifications required for the JNTC
3.3.3.5. Support in developing a future Enterprise Information Management (EIM) platform outlook and associated Concept of Operations (CONOPS) in support of USAFE communication organization’s strategic plan
3.3.3.6. Provide EIM solutions to decision makers and recommendations for EIM architectures
3.3.3.7. Research existing and proposed EIM networks and system topologies including architectures, system connectivity and interoperability

3.8.1. The Contractor shall not exceed 90 120 days to prepare and become fully operational to assume complete contract responsibility after award of this TO. The Contractor shall accomplish such tasks as hiring and training personnel, gaining TO and employee approval through DOCPER, becoming familiar with work sites, meeting with Government staff members and transitioning with outgoing Contractor during the transition period.
3.9. Position Fill.
3.9.1. Ramp-up. Not authorized for this TO.
3.9.2. Lapse Rate. The tasks outlined in paragraphs 3.1.56 require continuous fill to satisfy mission requirements.
