On 25 Apr 14, the Air Force Installation Contracting Agency (AFICA) 764th Specialized Contracting Squadron (764 SCONS) awarded a multiple-award Indefinite Delivery/Indefinite Quantity Firm Fixed Price (FFP)/FFP Level of Effort (LOE) contract with cost reimbursable elements for travel, training and Other Direct Costs. Contract performance begins 1 May 2014 and consists of one 12-month base period and four 12-month option periods.
The USAFE A&AS III contract provides broad technical and analytical services to support and improve policy development, decision making, management and administration, as well as improve the operation of systems within the primary using activities' areas of responsibility. The authorized primary using activities include, but are not limited to, Headquarters United States Air Forces in Europe (HQ USAFE), USAFE bases, USAFE geographically separated units, US European Command (EUCOM), US Africa Command (AFRICOM), U.S. Army in Europe (USAREUR), including Installation Management Command (IMCOM), and tenant activities located on any USAFE base or Army post.

Notes to offerors:
1) Block 14 of the SF 30 for Amendment 0003 should read "The purpose of this amendment is to make one administrative correction. 1. Attachment 12, Awardable TO 1, is updated to change the Max Quantity for CLIN 0003, CLIN 1003 and CLIN 2003 from '100' to '1.' The date and hour specified for receipt of proposals is not extended." No solicitation amendment will be issued to correct this administrative oversight.
2) The Government's preferred method of acknowledging amendments is for the offeror to complete Items 8 and 15 of each SF 30 issued and submit each completed SF 30 as part of Volume IV of the offeror's proposal.

The purpose of this notice is to post Solicitation No. FA5613-13-R-0007, Advisory & Assistance Services III (A&AS III). Contract award is anticipated in April 2014.

In accordance with FAR 5.204, this is a pre-solicitation notice for the reacquisition of United States Air Forces in Europe (USAFE) Advisory and Assistance Services (A&AS). This is a notice of intent and does not constitute a solicitation or obligate the Government to award a contract. No response to this notice is required.
USAFE, European Command (EUCOM), and US Army in Europe (USAREUR) have a consolidated requirement for A&AS. The proposed contract shall serve as a vehicle to provide broad technical and analytical services to support and improve policy development, decision making, and management and administration, as well as improve the operation of systems within the primary using activities' areas of responsibility. Outputs may take the form of information, advice, alternatives, analyses, evaluations, recommendations, training and the day-to-day aid of support personnel needed to complement the Government's technical expertise. In addition, the proposed contract will serve as a vehicle for non-A&AS support, which is incidental to the A&AS. The required support for A&AS will fall into one of the following categories: 1) Management, Operational and Professional Support Services, 2) Studies, Analyses and Evaluations, and 3) Engineering and Technical Services.
The proposed contract period of performance includes a one-year base period and four one-year option periods. This is a non-commercial requirement that is anticipated to result in a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum of two awardees and target of four awardees. All awarded contracts will include fully burdened labor hour wrap rates for the duration of the period of performance.
This is a competitive acquisition utilizing full and open competition procedures. Foreign companies are permitted to propose but must be in compliance with the facility clearance requirements. The solicitation is expected to be issued via FedBizOpps (FBO) on or around 22 Mar 2013, with responses due 45 days thereafter. A pre-proposal conference is anticipated to be held on or around 4 Apr 2013 at Ramstein Air Base, Germany. Contract award is anticipated in April 2014.

This amendment updates verbiage in Section M, paragraph M-2. No other changes were made to the Draft RFP package.
In addition, the Government requests input regarding a requirement for an industry exposition to be conducted by the contractor to fulfill the minimum guarantee at the time of IDIQ award. Please provide any input regarding this requirement with the Draft RFP input.
There is no change to the response date of 4 Jan 13 at 1600 EST.

In accordance with FAR Part 15.201, Exchanges with Industry before Receipt of Proposals, this pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) for the United States Air Force Europe (USAFE) Advisory and Assistances Services (A&AS) re-acquisition.
USAFE is encouraging industry input, comments, and questions from all interested companies. The purpose of exchanging information is to 1) identify and resolve concerns regarding the acquisition, 2) improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and 3) increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award.
The information in this DRAFT RFP is subject to change prior to release of the final RFP. USAFE anticipates release of a final solicitation in early-2013. The North American Industry Classification System Code is 541990. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions.
When submitting input, comments and questions, please include the following basic information: company name and point of contact, including telephone number and email address. With each question or comment, provide a reference to the DRAFT RFP section, CLIN/paragraph number and page number (e.g., Section L, paragraph B.3, page 4 or Section B, CLIN 0001, page 2).
