I. System
Implemental of analogue, addressable fire alarm panels are required if existing panel doesn’t have the capacity.
Fire alarm panels shall be compatible with the Monaco Base Fire System.
All fire panels supplied shall enable full access by in house maintenance staff, with all passwords necessary to complete functions such as adding a detector or similar. The manufacturer shall provide a minimum guaranteed support period of 5 years from the purchase date.
II. Analogue Addressable Panel
This type of panel shall incorporate high visibility, back lit LCD screens, user friendly menus, simple push button operations and on-site programmability. There shall be a keypad for programming and user functions.
Maintenance functions such as the addition of a detector shall be able to be carried out from the keypad, or a PC.
Site programmability by using a PC only will not be acceptable unless the relevant software and laptop PC are provided.
Unauthorized access to programming functions will be protected by password which can be set locally, and have at least three levels. The panel shall have an integral fast action printer. The system shall have a multi-processor architecture with failsafe features.
The detectors/ devices shall be able to be wired into a single 2 wire loop, which may be subdivided into zones with the zone boundaries on the site programmable to user’s requirements. The number of loops from the panel should be easily expanded by means of plug-in loop driver cards.
This panel will be designed as a modular, expandable system with the ability to be connected to repeater indicator panels and/or additional inputs or outputs.
There shall be a serial communications interface, for possible connection Schneider BMS master controller’s and
“X-Driver” (protocol converter) connectivity to the Schneider Building Management System or “smartport” connectivity to comply with Fire Strategy.
All fire alarm panels must be in full compliance with the relevant parts of BS5839, and in all instances part 4, the requirements of the EEC directive on EMC screening. The newer requirements of EN54 should be considered.
III. Fire Detector Requirements
Each detector should have a remote LED output facility, leaving the base free to include diodes or resistors as fire panel specification. Detectors shall be EMC screened. The detectors should be able to be locked into the Base to prevent unauthorized removal.
Smoke detectors should be fitted with dust caps during installation and builders work to minimize contamination.
Detectors should latch when in the alarm state particularly smoke detectors. In dormitory rooms the smoke detectors shall initiate a four minute delay with local alarm only during this time. If after four minutes the room is not ventilated a full alarm will initiate throughout the building and transmit to the fire department.
The suppression and detection systems will need to alert those in the facility and send an alarm to our control center. These are all very standard requirements for almost all buildings on base.

IV. Electrical Mains Supply for the Fire Alarm System
The mains supply for the system shall be fed via a separate lockable un-switch fuse, this is to be fed in the normal manner from a bus bar chamber or similar, but the power should be able to be disconnected by the buildings main switch fuse.
The fire alarm circuit switch should be clearly marked with a label (red printing on a white background) “FIRE
ALARM DO NOT SWITCH OFF”, the main switch should also have a label (red printing on a white background)
“THIS SWITCH ALSO DISCONNECTS THE FIRE ALARM SUPPLY”, in addition to other required main switch labelling.
If the building requires a single point of isolation to switch off power and lighting circuits but to leave the power supply to the fire alarm on, then the sub mains should be arranged such that a fuse switch (after the main switch) is able to isolate the remainder of the building, this should be labelled to reflect this.
The main switch should isolate everything within the building or facility.
If a generator connection point is also to be installed for the facility it will be installed such that the generator feeds everything downstream of the main switch, including the fire alarm supply circuit.
V. Fire Circuit Conductors
The circuit conductors should be able to maintain their integrity for the prescribed period during a fire. All fire alarm cabling both detector circuits and alarm (bell) circuits shall be in MICC. The outer plastic covering of this cable shall be LSF red for all fire circuits. Under no circumstances are any other fire resistant cables to be used or installed.
VI. Fire Department
The fire department are to be notified of any works due to be undertaken with an operational fire alarm system before the works commence and upon completion.
VII. Other Notes:
Based on the proposed SMDC design, the contractor's design engineer and/or technical expert, shall ensure specifications are met IAW the SOW requirements.
