ATTACHMENT I- STATEMENT OF WORK

For

Scalable Modular Data Center (SMDC)

At

RAF Lakenheath

10 January 2018

1. GENERAL DESCRIPTION

1.1 General: The contractor shall deliver and install a complete usable Tier 3 Scalable Modular Data Center. The contractor shall provide all professional services, facilities, labor, equipment, appliances, tools, materials, travel, installation services, reports, specifications, and drawings associated with the project. Any changes suggested by the contractor to the Statement of Work (SOW) require approval from the Contracting Officer (CO) and Contracting

Officer Representative (COR) before acceptance is given for a recommended change. The structural and security standards shall be engineered, tested, installed, and certified.

1.2 Security Requirements: Contractors must be cleared to access RAF Lakenheath and shall have escort rights to the base to support project material arrival.

1.2.1 All contractor employees must be able to obtain a US Secret Security Cleared and/or U.K equivalent Secret

Clearance to access RAFL and have escort rights. U.K. personnel may be hired as long as they possess a U.K.

equivalent Secret clearance.

1.2.2 Before onsite work commences, a complete roster (name and security clearance) of all personnel that will be onsite must be provided 45 days in advance to the COR.

1.2.3 Contractor employees shall be recognizable by wearing company uniforms bearing the name of the company or by wearing visible badges, which contain the company name and employee name when onsite at RAFL. Managers and supervisors’ job titles shall be included on the badge in addition to the name.

1.2.4 The contractor shall ensure employees have current and valid US (and/or UK equivalent) professional certifications. Current and valid professional certifications shall be provided with offered proposal.

1.2.5 The contractor shall provide qualified employees at the beginning of their time working on this contract.

Personnel providing the services listed in this Statement of Work shall have the qualification and experience to conduct the associated work they are hired to accomplish.

1.3 Project Requirements: The facility shall be built to Tier 3 data center specs, fully assembled, floor, wall, and ceiling, self-contained, turn-key, airtight, insulated, water sealed, energy efficient and be an environmentally friendly facility/assembly, with a specialized door and cable penetration system built within Building 1035 on RAFL (See attached map), setup must have a North-South or East-West redundant connections.

1.3.2 The facility shall be located within Building 1035 permanently and will not be moved.

1.3.3 The contractor shall provide a Project Design, Delivery, and Installation Plan with the proposal.

1.3.4 The contractor shall provide a Procurement Plan 120 days after contract award.

1.3.5 The contractor must coordinate all deliveries with the COR.

1.4 Project Design, Delivery, and Installation Plan: The contractor shall submit with the proposal an executable, Project

Design, Delivery, and Installation Plan, that outlines methods, procedures, and a schedule and milestones to complete work outlined in the SOW within the required project completion time. The Plan shall include an electrical design and component list with proposals. The contractor shall inform the COR in writing within three working days of any anticipated delays and/or conflicts with their plan for assembly in the Project Design, Delivery, and Installation Plan.

1.5 Personnel Requirements: The contractor shall not employ a person for work under this contract if such a person is identified to the contractor by the CO and/or COR as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

1.5.1 Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of that person would create a conflict of interest.

1.5.2 Contractor shall inform the COR in writing within five (5) working days of any incidents of misconduct by their employees that violate laws of the US or UK. Incidents that might possibly lead to international problems between the US and UK must also be reported within five (5) workdays.

1.5.3 The contractor shall obtain all valid work permits and comply with all US/UK laws, codes, regulations, and statutes applicable in the performance of this contract. It is the contractor's responsibility to obtain and adhere to all applicable US/UK standards. The Contractor shall comply with all applicable site-specific codes, regulations, and statutes related to this contract.

1.5.4 The contractor shall ensure employees have current and valid US (and/or UK equivalent) professional certifications. Current and valid professional certifications shall be provided with offered proposal.

1.5.5 The contractor shall provide qualified employees at the beginning of their time working on this contract.

Personnel providing the services listed in this Statement of Work shall have the qualification and experience to conduct the associated work they are hired to accomplish.

1.6 Environmental Requirements: Conformance with Environmental Requirements –UK. The contractor shall perform all work in accordance with UK and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for UK. The contractor must have an understanding and address environmental laws and regulations as they pertain to work performed under this contract

1.7 Permit Requirements: The contractor shall obtain all valid work permits and comply with all US/UK laws, codes, regulations, and statutes applicable in the performance of this contract. It is the contractor's responsibility to obtain and adhere to all applicable US/UK standards. The Contractor shall comply with all applicable site-specific codes, regulations, and statutes related to this contract.

1.8 Government Contract Management. Only the CO and the COR have authority to review, approve and accept contract deliverables. Responsibility for contracting activities rests solely with the CO. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that affects the scope, schedule, or price of the project covered by this SOW, shall be acted upon by the Contractor unless specifically approved by the CO.

2. TECHNICAL SPECIFICATION REQUIREMENT:

2.1. Architecture-Concept Description:

2.1.1. Exterior: IBC Exterior Building Code Standards/DoD Survivability & Lethality Standards

2.1.2. Roof Load: Minimum shall be rated at 40 Lbs./Ft²

2.1.3. Bending Stresses: Greater than maximum wood span construction 5,500 Lbs. Psi (Wood structural design data)

2.1.4. Seismic: Site Class A

2.1.5. Sound Transfer Classification: Shall meet STC 50

2.1.6. Structure: Floor, wall, and ceiling are permanently constructed and attached to each other. All construction is done in such a manner as to provide visual evidence of unauthorized penetration.

2.1.7. Sound: Provide STC 50 specification sound attenuation to preclude inadvertent disclosure of conversation;

Meet the requirements for sound attenuation, structural, and compliance standards as contained within

AFSSI 7702, NSTISSAM/TEMPEST 1-92, Level III standards.

2.1.8. Door: All entrance doors must meet STC -50 (GSA Class 5) door.

2.1.8.1. The main entry door (single door) into the data center and tech control shall be a STC 50 rated door with an Electronic Access Control System. The Doors shall be a STC -50 rated door and must provide the capability to have a Mortise case lock and use the standard EDD-F-XXTP-X2M -APG30-630

Emergency Exit Panic Bar Kit.

2.1.8.2. Second entry door (double door) into the Data Center/TCF shall be a STC 50 rated door with an

Electronic Access Control System. The Doors shall be a STC -50 rated door and must provide the capability to have a Mortise case lock and use the standard EDD-F-XXTP-X2M -APG30-630

Emergency Exit panic Bar Kit.

2.1.9. Wooden constructions shall NOT be accepted

2.2. Electrical (N2) and Mechanical (N1) requirements (Tier 3 redundancy design):

2.2.1. Main power: Switchgear connection Main Power for data center/TCF can be taken from the High Volt ring around RAF Lakenheath, details shall be provided during site visit by the 48th Civil Engineering Squadron

(CES), and power with redundant connections. (230V, 50Hz) for racks. Building 1035 currently doesn’t have adequate power source therefore new power substation location and power type (430 V, 3 phase) will also be identified during site visit.

2.2.2. Generator: Shall be sized to support the data center/TCF with fuel tank sized for 2 days of operation.

2.2.3. Backup power: Uninterruptible Power Supply (UPS) large enough to support minimum 150 racks of equipment split between two different compartments, with 25% additional capacity.

2.2.4. HVAC: Computer Room Air Conditioner (CRAC) Mechanical Design (Redundancy) with monitoring (Sect.

7)

2.2.5. Cable Tray: Suspended Cable Tray Management System (Para 6.3)

2.2.6. Growth: Generator, HVAC and UPS shall have 25% additional capacities.

Note: Use of Data Center Mechanical Room (See map below) for generator, UPS systems, and cooling systems is allowed.

2.3. Fire Alarm System /Intrusion Detection System (IDS):

2.3.1. Walls, Ceiling, Doors, Penetrations: Fully Rated Assembly against American Society for Testing

Materials (ASTM) E119 - Minimum 90 minutes

2.3.2. Door: National Fire Protection Association (NFPA) 252, minimum 90 minute rating.

2.3.3. Fire suppression: Shall meet Engineering Technical Letter (ETL) 01-18: 7.3.8 and 7.3.11 standards.

Facility must be in compliance/accordance with Engineering Technical Letter 01-18, Fire Protection

Engineering Criteria-Electronic Equipment Installations

2.3.4. Fire Alarm System: Fire Alarm shall be a Monaco Detection System. Base approved Fire Alarm system details shall be provided during site visit by the 48th Civil Engineering Squadron (CES).

2.3.5. Fire Suppression: Single Zone Dry Suppression System details shall be provided during site visit by the

48th Civil Engineering Squadron (CES).

2.3.6. Security: IDS, Camera and Access Entry Control (AEC) shall be used.

2.3.6.1. Intrusion Detection shall be Vindicator Security System. Base approved IDS system details shall be provided during site visit by the 48th Security Forces Squadron (SFS).

2.3.6.2. Cameras shall be placed during design.

2.3.6.3. AEC details shall be provided during site visit by the 48th SFS.

2.3.7.1.1 Coordination: Fire alarm and security systems shall be provided and installed by contractor, but shall be integrated into base system by 48th FW personnel. The contractor shall be responsible for the coordination of fire alarm and security systems.

2.4. Lighting/Grounding/Bonding systems:

2.4.1. Facility Lighting: The facility shall have LED lighting technology where applicable, with emergency lighting.

2.4.2. Grounding: Contractor shall properly ground new fiber optic cable to the Telecommunication Main Ground

Bus-Bar (TMGB) near the terminal in all communication rooms. Ground all fiber transmission lines to the building and upon entering the building, all fiber transmission lines shall route through a fiber Transient

Voltage Surge Suppression (or Surge Protection Device). Telecommunications Grounding and Bonding

ANSI/ITA/EIA-607, Technical Order (TO) 31-10-24 “Installation Practices – Communication Systems

Grounding, Bonding, and Shielding must also be adhered to. Contractor shall properly ground the equipment and electrical power installs in accordance with base, host nation, local, state and federal codes, laws and

National Electric Code’s most recent edition

2.4.3. Bonding: Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the

Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33). Shields shall be grounded and continuous throughout the cable distribution system.

2.5. Communication Equipment Requirements:

2.5.1. Compartment 1: Entire bottom section of the facility shall be a 4400 square foot space that shall accommodate 120 server racks (contractor provided). Compartment 1 shall not be divided into sections which shall allow seamless movement from one side of the compartment to the other. Rack placement shall strictly adhere to UFC 3-580-1, Telecommunication Interior Infrastructure Planning and Design, ANSI/TIA/EIA-942 Telecommunication Infrastructure Standard for Data Standards, to allow full usage of floor workspace at the front and rear of server racks during routine maintenance and equipment replacement.

2.5.1.1. Rack Dimensions: 47U/ Height, 32” Inch (800mm) Width, 40” Inch (1000mm) Depth

2.5.1.2. 95 NIPR and 25 SIPR

2.5.1.3. Ventilated Front and rear doors

2.5.1.4. Side panels (except where bayed)

2.5.1.5. Full length copper earth bar mounted vertically in rear of rack connected via 25 x 3mm copper earth ground to room earth point.

2.5.1.6. The racks shall be supported by a rail system or similar design to allow cable access and installation/removal of server equipment

2.5.1.7. Front and rear panel mounts

2.5.1.8. 2 x full height cable trays on each side front & back of rack i.e. (4 in total)

2.5.1.9. Fan tray mounted in top of rack.

2.5.1.10. Racks to be secured to solid floor to prevent toppling.

2.5.1.11. Horizontal and vertical cable management shall be in each rack:

2.5.1.12. 2 x 4 inch (100 mm) Vertical (Front and Back)

2.5.1.13. 3 x 4 inch (100 mm) Horizontal (Front)

2.5.1.14. (1) Provide power 230V, 50Hz, (2) Connect 2 x 10 way UK socket strips mounted in back of rack. Rotary isolators to be mounted either on or adjacent to each rack.

2.5.2. Compartment 2: This section shall be 1050 square foot space to accommodate 30 server racks accommodated under (Contract option 3. Para 10.3). If stacked as a second level it shall have a separate external staircase entrance. Staircase shall be wide enough to transport equipment racks. Compartment 2 shall not be divided into sections which shall allow seamless movement from one side of the compartment to the other. Rack placement shall strictly adhere to UFC 3-580-1, Telecommunication Interior Infrastructure

Planning and Design, and ANSI/TIA/EIA-942 Telecommunication Infrastructure Standard for Data

Standards, to allow full usage of floor workspace at the front and rear of server racks during routine maintenance and equipment replacement.

2.6 Rack Power: Majority of server racks shall be consuming 4kw of power. A total of 20 racks shall be consuming

6-8kw of power. Rotary isolators to be mounted either on or adjacent to each rack. Identification of these racks shall be determined during design.

2.7 Cable Tray: Contractor shall provide and install 2 x 12 inch (300mm) wide metallic cable trays (labelled red/black) for compartments 1 and 2.

2.7.1 Trays identified as red/black are to be separated by a minimum distance of 4 inches (100mm).

2.7.2 The cable tray shall water fall into racks and attach securely to racks and tray.

2.7.3 The cable tray shall be bonded and grounded to earth ground.

2.8 Fiber Optic Cable: Contractor shall connect compartments 1st and 2nd for classified/unclassified systems with fiber optic cable.

2.8.1 The following are the requirements for the fiber optic cable infrastructure between Compartments 1 & 2.

Fiber optic cables shall be terminated in separate patch panels, by classification and Mode type:

Multimode fiber -48 strands 50/125, split evenly via separated red/black trays, patch panels and racks:

1. Unclassified (Black) fiber – ST 24C fiber optic patch panels.

2. Classified (Red) fiber – SC 24C fiber optic panels.

Single mode fiber – 48 strands 9/125, split evenly via separated red/black trays, patch panels and racks:

1. Unclassified (Black) fiber– ST 24C fiber optic patch panels.

2. Classified (Red) fiber –SC 24C optic patch panels.

2.8.2 The following is the requirement for the fiber optic cable infrastructure between rows in Compartment 1.

Multimode fiber -24 strands 50/125, split evenly via separated red/black trays, patch panels and racks:

1. Unclassified (Black) fiber – ST 12C fiber optic patch panels.

2. Classified (Red) fiber – SC 12C fiber optic panels.

Single mode fiber – 60 strands 9/125, split evenly via separated red/black trays, patch panels and racks:

1. Unclassified (Black) fiber– ST 36C fiber optic patch panels.

2. Classified (Red) fiber –SC 24C optic patch panels.

2.9 Outside Cable Entrance: There must be minimum 4 cable penetrations into facility. Penetration needs to be minimum of 300 mm diameter, resalable and reusable.

2.10 Stand-off: Facility must have a 10ft standoff from all walls inside proposed area. See site map

2.11 Mildew Resistant: Structure shall be mildew resistant.

2.12 Humidity: Structure shall be humidity sealed to protect equipment within the structure. NFPA 2001: Time (Size

Dependent)

2.13 Tolerances/Criteria: No visible structural damage and all components shall maintain 100% functionality.

2.14 Interior Surfaces (Walls/Ceiling): Reflectance white

2.15 Monitoring System: The facility shall have two centralized dashboard (one internal/one external) control panels to monitor facility’s power and cooling levels. Contractor to Engineer Furnish Install Test perimeter lighting and internal/external cameras, furthermore the Contractor shall install single mode fiber, connections (ST) to the outside of the data center enabling the Government to make connections back to the Emergency Control Center, enabling us to remotely view the facility cameras.

2.16 Anti-Terrorism Office (ATO): Standoff shall be coordinated with ATO,

2.16.1 Rating: Expected requirement to be at a Protective Level 3 (PL3) rating, in accordance with Attachment

II- Protective Level 3 (PL-3) Information from AFI 31-101 Integrated Defense. Additional questions on

AFI31-101 shall be submitted to the CO in writing.

2.16.2 Stand-off: Facility must have a 10ft standoff from all walls inside proposed area. (See site map)

2.17 Shielding:

2.17.1 U.S Government Specifications Air Force System Security Instruction (AFSSI 7700 emission security, AFSSI 7702 EMSEC Countermeasures)

2.17.2 Test frequency range: 150 MHz to 10 GHz

2.17.3 Result: 2 meter controlled space required for average 50dB across the spectrum for compliance with

TEMPEST 100 meter free space equivalency. Facility is in TEMPEST Zone 3, shall meet requirements set by Base TEMPEST manager.

2.18 HVAC – Concept Description (UFC 3-410-01):

2.18.1 Air Conditioning: (CRAC)

2.18.2 The minimum cooling requirement is to cool with ability to maintain 15.5 to 26.6°C in the facility within the full range of -5 to 35°C outside air temperatures.

2.18.3 The facility must have self-contained HVAC/Climate Control Systems with redundancies.

2.18.4 Plant room space is identified on map (see attached plan).

2.19 Ventilation:

2.19.1.1 The external air supply and exhaust ducts for new data center/TCF shall need to be designed, installed and placed in Building 1035. Furthermore, the supply and air ducts exhaust which are coming from external to the new data center/TCF shall be equipped with security bars.

3 SPECIAL WORK CONDITIONS:

3.1 Access/Start/End Dates.

3.1.1 Contractor shall be granted access to Building 1035 for assembly/installation on 01 October 2019.

3.1.2 Contracted work shall be completed by 31 March 2020.

3.2 Structure Life Expectancy: The contractor shall provide information on the life expectance of the structure which should be a minimum of 10 years.

3.3 Service/Replacement Plan: The Contractor shall provide service plan for the equipment that was installed along with the facility, i.e. UPS, HVAC, etc., 10 days prior to acceptance. The contractor shall fix and/or replace any faulty equipment within a 12-month period beginning from Government Acceptance. Additional manufacturer warranties may apply.

3.4 Base Permits: The Contractor shall be responsible for coordination with Base Civil Engineers (CE) (POC shall be submitted on award) on completion of AF Form 103 Digging Permits before any digging, trenching, boring, restoration, or compacting are accomplished. The contractor shall complete and process all permits, the AF 332 and AF813 Environmental study paperwork to 48 CS/SCXP six (6) weeks prior to commencement of work. The

Contractor must complete the Defense Infrastructure Organization (DIO) Form 29 to work on base.

The contractor shall coordinate with the Base CE to ensure the appropriate voltage and current are available to the data center/TCF. The contractor shall need to provide a skilled person, qualified by Interserve, to test the voltage, current, wire size, distance, transformer size, fuses, breakers, voltage, current limiting devices, and other variables to ensure they are correctly utilized to drive the new load for the upgrade. The contractor must possess the critical electrical qualifications, skills and ability to proficiently perform the tasks, operations, and functions. The contractor MUST contact Interserve (number provided on award of contract) and register as a skilled person for

RAF Lakenheath, before any work can be completed per JSP375 Safety rules and procedures. Attached is Skill personnel qualification application paperwork. The contractor shall complete local DIO Form 29, DIO Form 1, and DIO Form 2597, in order to work on base, these forms shall be submitted within 30 days of design approval.

Contractor shall be responsible for any costs incurred by DIO/Interserve.

Crane Permits. The contractor shall coordinate with the Base CE POC for any crane usage required. The contractor shall include the exact placement of the crane, boom heights, operating hours in which the boom shall be raised and crane capacity. The request for crane use must be submitted 14 days prior to intended use to permit coordination with airfield operations and publishing of Notice to Airmen (NOTAM‘s) of crane operations.

Welding/Hot Works Permits. The contractor shall coordinate with the Base CE POC for any welding/hot works.

Hot works requests must be submitted 14 days prior to intended use to permit coordination with Fire Department officials.

3.5 Base Support: The laydown and dry storage areas shall be provided upon request based on availability. The contractor shall request the amount of storage in their proposal and physically secure this area if needed. If the base cannot provide the request area, the contractor shall be required to find another area.

3.6 Hours of Operation: The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed. At RAF Lakenheath, UK, normal duty hours are: 0800 – 1630

GMT. Any other work schedule outside of normal duty hours requires 48 CS/SCXP, COR and CO approval. If escort is required for site visits prior to work commencing, the start time shall be 0800 at Gate 8 as the escort section work hours are 0800 – 1630, with two weeks’ notice. The Contractor shall pre-coordinate work performance with the Project Manager and COR under this contract for both US and UK bank holidays and/or site-unique down-days.

Part or all of Building 1035 may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. If performance of work outside normal duty hours shall be required to meet the scheduled dates stated above, include desired working hours in the Proposal.

3.7 Site Restoration/Debris Removal: The contractor shall remove existing infrastructure (electronics, cabling, and power) which is not used in the project. Coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation feeds at site. Installations must comply with National Electric Code and Unified

Facilities Criteria (UFC) 3-520-01 low voltage requirements.

All equipment and residuals from this project including amplifiers, conduits and cabling shall be disposed of IAW

UK waste disposal rules. Prior to project completion, the contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as they are organized/stored in a manner that does not cause a safety or security hazard. The contractor shall return all disturbed areas to their original condition upon completion of the installation.

3.8 Final Inspection: The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to hand over with the government representative from 48 CS/SCXP and the contracting officer.

This should be scheduled at least 5 calendar days prior to the acceptance. The contractor shall perform testing and inspections of the facility IAW the approved Contractor provided test plan which must be approve prior to facility completion. If any system, subsystem, component or requirement fails to meet the requirements of the test, Government acceptance shall be withheld until such time as the cause of the failure is corrected to the

Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to

Government acceptance.

3.9 Service Outages: The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment.) interruptions of communications capabilities. The Contractor shall coordinate planned outages with 48

CS/SCXP, 48 LRS, and 48 CES in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

3.10 Identification/Marking: The Contractor shall clearly mark all Contractor-Furnished Property and Equipment

(CFP/CFE) with their company's name. The Contractor shall place an easily read, visible sign (minimum 8.5" x

11") on large containers, construction equipment, and vehicles while on the Government installation indicating the company name and the Contractor and Site POC's names (provided on award) and local telephone numbers. The contractor shall label all equipment and cables they install in accordance with Commercial Building

Telecommunications Cabling Standard (ANSI/TIA/EIA-606-A-2002) and Telecommunication Infrastructure

Standard for Data Standards (ANSI/TIA-942).

3.11 Installation Schedules: The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system. The schedule must be provided 90 days after award of contract and updated as required.

3.12 Weekly Status Reports: The Contractor shall prepare a written Weekly Status Report. The purpose of the report is to inform Integrated Product Team (IPT) members of project progress, problems being encountered, and other topics necessary/beneficial to ensure successful completion of the contract requirements. To be discussed at weekly

IPT meeting. Report must be provided 2 days prior to IPT.

3.13 As-Built Drawings: The contractor shall submit drawing showing the “as built” configuration in Visio format or compatible format. The As Built Drawings shall include the locations of all equipment, a floor plan of the room location, power source facilities, Utilities and connections, a rack elevation plan. Drawings must be provided 45 day after final acceptance.

3.14 Test Plan: The contractor shall submit a written test plan that details how they shall test the new facility. The facility shall be tested and demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. These tests shall be accomplished prior to the facility being placed into service. The plan must be provided 120 days after award of contract and updated as required.

3.15 Acceptance/Installation Test Report: The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. Report must be provided 45 day after final acceptance.

3.16 Cutover Plan: The contractor shall provide a detailed cutover plan to delineate how the transition shall be implemented to minimize or avoid down time. This plan shall outline how the facility shall be placed into service and clearly specify how the newly installed facility shall be connected to the existing utilities. The plan must be provided 120 days after award of contract and updated as required.

3.17 Testing Requirements: The contractor shall furnish all test equipment and personnel required to conduct all required testing. The contractor shall document all test results in a “Test Report(s)” and submit to local 48

CS/SCXP within 5 calendar days of completion of each test. During any testing phase, the Government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the acceptance testing.

3.18 Fiber Optic Tests: The contractor shall test the fiber optic cables for continuity, opens, -db loss, faults and transposed strands. The Contractor shall submit a test report to 48 CS/SCXP. The Report must be provided 10 days prior to final acceptance.

3.19 Out-brief: The Contractor shall conduct an out-briefing with the 48 CS/SCXP POC or designated representative at the conclusion of the implementation. The implementation out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties). The out-brief must be conducted 5 days after final acceptance.

3.20 Integrated Product Team (IPT): The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), representatives of 48 CS/SCXP and all required base personnel from

RAFL, UK. The contractor shall provide a worldwide teleconference capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e- mail addresses 1 day after meeting.

3.21 Quality Control Plan: Contractor shall provide a Quality Control Plan no later than 90 days after contract award date for the project - until they complete the install and turn it over to the Government. The plan shall describe the approach used to successfully complete the detailed requirements within the SOW. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system, utilities, and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted listing any deficiencies/discrepancies found and actions to correct them as part of the weekly status reports.

3.22 System Orientation Training: Upon completion of the installation process, the Contractor shall provide User

Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the new system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system training to the

Operators/Maintainers as needed. Instructional sessions including training slides/guidance/documentation shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The training must be provided 10 days prior to final acceptance.

3.23 Final Site Acceptance: The Contractor shall assist the Government in completing the AFTO Form 747, Communications and Information Systems Acceptance Certificate. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to hand over with the government representative from 48 CS/SCXP and the contracting officer. This should be scheduled at least 5 calendar days prior to the acceptance. The contractor shall perform testing and inspections of the facility IAW the approved

Contractor provided test plan which must be approve prior to facility completion.

Site acceptance and project completion shall be considered as accepted/completed per the deliverables in this SOW and the successful testing of the installation. Only a Government MFT member shall authorize site acceptance

(AFTO Form 747) showing the site agrees that all testing, implementation, and training was successful. Site acceptance is required prior to invoicing.

The 48th Communications Squadron shall be the final signatory on the AFTO Form 747. The Contractor shall notify the Government upon completion of all delivery order tasks. The Government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the Government. The Contractor shall prepare a project discrepancy list, report detected issues during meetings, and track all discrepancies until resolved. The Government shall review and monitor all discrepancies and deliverables. The discrepancy list shall include any problem(s) detected and identified during the upgrade. The Contractor shall retain a history of discrepancies. Problems identified during the upgrade period shall be documented, provided to the Government, and corrected prior to final acceptance.

Site acceptance shall conclude upon successful installation, commissioning, connecting and testing of the system, and receipt of all deliverables. The AFTO Form 747 shall be used to document the Contractor’s task completion.

The document shall be forwarded through the 48th CS/SCXP for approval prior to base signature. Invoices shall be submitted to DoDAAC F2P3C1 not later than 10 business days after site acceptance.

Final Invoice. The 48th CS/SCXP shall complete and authorize the final invoice upon receipt of the receiving report in Wide Area Workflow (WAWF). The 48th CS/SCXP shall validate the receipt of all deliverables prior to authorizing the final invoice. The site acceptance form shall be submitted as an attachment to the final invoice via

WAWF.

3.24 Procurement Plan: The contractor shall provide a procurement plan that provides details on how the procurement of material will be managed throughout the project. The plan shall outline but not be limited to, how material will be procured and country of origin. The contractor must provide the plan 120 days after contract award and update as needed to reflect source changes.

3.25 Contractor Personnel Project Management: The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project

Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation.

3.26 Team Lead and Site Personnel: The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. A complete roster of all contractor personnel who will be working onsite must also be provided 45 business days prior to site construction start. Contractors must be cleared to access RAF Lakenheath and 10% shall have escort rights to the base to support project material arrival. U.K. personnel may be hired as long as they possess a U.K. Secret clearance.

3.27 Environmental Management: The Contractor shall comply with the RAFL, UK, Environmental local laws and regulations; and Air Force policies, instructions, plans and the environmental archaeological requirements. The

Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on RAFL, UK. The Prime Contractor shall ensure their sub-contractors comply with these specifications.

4 ADDITONAL OPTIONS--- Contractor shall provide information and pricing for ALL of the below options.

4.1 Contract option 1- Compartment 3: Expand top floor to create a 3350 square feet third compartment, with lighting, ventilation and HVAC and power to third compartment rack positions. Compartment shall have a separate external staircase entrance. Staircase shall be wide enough to transport equipment racks. Compartment 3 shall not be divided into sections which shall allow seamless movement from one side of the compartment to the other.

Rack placement shall strictly adhere to UFC 3-580-1, Telecommunication Interior Infrastructure Planning and

Design, and ANSI/TIA/EIA-942 Telecommunication Infrastructure Standard for Data Standards, to allow full usage of floor workspace at the front and rear of server racks during routine maintenance and equipment replacement.

4.2 Contract option 2-40 Racks for Compartment 3: Provide equipment racks quantity x 40 for Compartment 3

(Contract Option 1), to the following specification:

4.2.1 47U x 1000mm D x 800mm W

4.2.2 Front and rear doors

4.2.3 Side panels (except where bayed)

4.2.4 Full length copper earth bar mounted vertically in rear of rack connected via 25 x 3mm copper earth tape to room earth point.

4.2.5 Front and rear panel mounts

4.2.6 2 x full height cable trays on each side of rack i.e. 4 in total.

4.2.7 Fan tray mounted in top of rack.

4.2.8 2 x 10 Way UK socket strip mounted in rear of rack.

4.2.9 Racks to be secured to solid floor to prevent toppling.

4.2.10 Provide unfiltered supply 230V, 50Hz

4.2.11 Connect 2 x 16A feeds to each of the racks into the 2 x 10 way UK socket strips via rotary isolators.

4.2.12 Rotary isolators to be mounted either on or adjacent to each rack.

4.2.13 Provide Fiber Optic connection between compartment 1 and 3. Fiber optic cables shall be terminated in separate patch panels, by classification and Mode type

Multimode fiber -48 strands 50/125, split evenly via separated red/black trays, patch panels and racks:

a. Unclassified (Black) fiber – ST 24C fiber optic patch panels.

b. Classified (Red) fiber – SC 24C fiber optic panels.

Single mode fiber – 144 strands 9/125, split via separated red/black trays, patch panels and racks:

a. Unclassified (Black) fiber – ST 96C fiber optic patch panels.

b. Classified (Red) fiber –SC 48C optic patch panels.

4.3 Contract Option 3- 30 Racks for Compartment 2: Provide equipment racks quantity x 30 in Compartment 2, to the following specification:

4.3.1 47U x 1000mm D x 800mm W

4.3.2 Front and rear doors

4.3.3 Side panels (except where bayed)

4.3.4 Full length copper earth bar mounted vertically in rear of rack connected via 25 x 3mm copper earth tape to room earth point.

5 LOCATION

5.1 The job site is located in Building 1035 on RAF Lakenheath. The site can be reached on paved roads.
