Section A: General Contract Information
Contracting Activity: FA5587-17-R-0016
Project/Program Name: Tier 2 Scalable Modular Data Center for the 48/CS RAFL, J&A is for a portion of the requirement:
Vindicator Security System and Monaco Detection System

Section B: Description of the Supplies/Services Required
The contract that will result from the solicitation supported by this J&A is for a contractor to deliver and install a complete usable Tier 2 Scalable Modular Data Center with a total Independent Government Estimate of
. The contractor shall provide all professional services, facilities, labor, equipment, appliances, tools, materials, travel, installation services, reports, specifications, and drawings in accordance with the SOW.
This J&A covers only the portion of the SMDC acquisition that apply to brand-name items, the Vindicator Security System ( ), and Monaco Detection system ( ).
Per the Statement of Work (SOW), the contractor shall incorporate a Vindicator Security System for Intrusion Detection System (IDS) capabilities and Monaco Detection System for fire protection capabilities within the Tier 2 Scalable Modular Data Center (SMDC).These are the only two systems that will meet the needs of the Government as they must be fully integrated into the current and existing RAF Lakenheath (RAFL) security and Fire Detection systems. Accepting alternate systems would require replacement of the current and existing systems at the installation level and would be an unreasonable cost to the Government.
Section C: Justification for Soliciting from a Single Source or Brand Name
This brand name justification supports award of one competitive Firm-Fixed Price (FFP) contract, a portion of which is a brand name requirement. The source of authority permitting the brand name portion of this requirement is FAR 13.106-1(b)(1)(ii). This justification will be posted alongside the solicitation to the Federal Business Opportunities (FBO) Government point of entry website at www.fedbizops.gov in accordance with FAR 5.102(a)(6). This acquisition is in accordance with FAR 12 Acquisition of Commercial Items, and FAR subpart 13.5 in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903.
Vindicator Security System: The Vindicator Alarm system is a proprietary system and mandated by DoD and AF for protection of facilities and intercommunication between USAFE systems. USAFEI 31-103 (03 Feb 2014) provides guidance and instructions applicable to the management of Intrusion Detection Systems within the United States Air Forces in Europe-United States Air Forces Africa (USAFE-AFAFRICA). Non-Nuclear Intrusion Detection System (IDS) Equipment Approval Letter (09 Nov 2017) identifies the IDS equipment approved for use when employed in the tested PL-1 Non- Nuclear through PL-4 applications and configurations.
Presently, the existing IDS incorporated buildings throughout RAFL and would represent an unreasonable cost to the Government to replace with a new system.
Additionally, USAFEI 31-103, states that "HQ USAFE-AFAFRICA approved IDS technicians or designated representative are the only entity authorized to program the Vindicator V-5 IDS or Vindicator V-5 ACS that are
20 Apr 2017 FOUO Page 2 of 3 monitored by Security Forces." Therefore, any new additions to the to the existing base-wide IDS must include the Vindicator system to comply with USAFEI 31.103. Approval of a new system would be non-compliant with current approved regulations and requirements. To replace the current Vindicator System with a new system from one of the other approved sources would represent an unreasonable duplication of costs to the Government, both in the cost of the system, the manpower associated with updating buildings, and training associated with operating and maintaining the new system.
Monaco Detection System: The SMDC requirement must be compatible with the existing Fire Protection System and reporting station (Monaco D-21Client), to perform point to point (P2P), transmission, reporting and analysis. It must also interface with the current base reporting system, which utilizes Monaco radio alarm system transmitters and receivers. Monaco equipment is approved and certified for use on the LAN (Local Area Network) and WAN (Wide Area Network) networks at RAFL. The existing Monaco equipment and parts are proprietary to this system and will not work with other systems, particularly the control panels, as Monaco panels have highly sensitive detection capabilities.
To acquire an alarm system other than Monaco, the Government would incur substantial costs due to additional costs of training, as well as doubling maintenance and equipment costs to maintain two different fire protection systems. Procuring an identical Monaco Alarm and Fire Protection System for the SMDC provides consistency for an important system, eliminates compatibility concerns, ensures standardized maintenance costs, creates a standardized training and utilizes government owned equipment, such as Monaco remote units, Addressable Radio Transceivers and Control panels. To replace the current Monaco System with a new system would represent an unreasonable cost to the Government.
. RAFL has in excess of buildings, which would be affected if integrating a new system.
Section D: Efforts to Obtain Competition
Three Sources Sought notices were issued during the acquisition planning phase to account for the evolution of the requirement. The notices were published through the Government point of entry website at http:// www.fedbizops.gov. The final sources sought had nine US vendors and three UK vendors respond and reported no concerns referencing the Vindicator Security System and Monaco Detection systems. A vendor, Labenco, has identified themselves as a resource for the Monaco Detection system (fire protection) portion of the requirement and reported they are willing to work with any of the major vendors proposing. In summation; as a result of market research, the Government is confident that this brand name J&A will have minimal impact on competition for the overall SMDC requirements.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research is a continuous process. When it is deemed to be in the Government's best interest to execute a complete replacement of the Vindicator or Monaco systems, all of the approved sources will be considered. For this acquisition, use of brand name specifications is not expected to have a significant impact on competition.

Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
