Introduction This document describes what the Standards are and what they do, how and where they will be used, how they will be made available and revision procedures.
Definition
Base Standards establish technical performance, design and aesthetic standards for the built fabric and technical installations to most facilities located at RAF Lakenheath and RAF Feltwell.
The Base Standards provide a design base for those parties within the management structure and design process including external consultants and contractors.
Specifications ensure sufficiently robust fittings, visual continuity and ease of maintenance, plus adequate services engineering and fire protection and security. Control over materials and design is also exercised by US Forces
Regulations such as ETL’s, and the UK Building Regulations. Some Regulations and other sources of information are provided with Appendices C and D, but is not exhaustive.
This Base Standard is supplemented by separate specialist standards and should be read in conjunction with such as and when appropriate – refer to Section 3.
The Base Standard; ‘Section 4 – Design’ has been set out to mirror ‘Uniformat II - Elemental Classification for
Building Specifications’ (NIST U.S. Department of Commerce). This being the USVF recognised method of cataloging and identification of materials and building systems on both sites.
‘Architectural’ items describe internal and external materials and colors including bollards, carpet laying, doors, fences, kitchen units, locks and ironmongery, paving, roads and parking, sanitary ware, signage, windows, blinds, planters, lamp post protectors, post and chains, benches, cycle shelters gazebos and waste bins to ensure external visual continuity. ‘Landscaping’ provides specific requirements on ground reinstatement and a plant list that should survive on the sandy soils. The ‘Civil/Structural’ section includes foul and surface water drainage and hazardous waste to protect our environment. ‘Pavements’ provide a visual link between spaces and enhance the visual character of the Base. ‘Environmental’ describes surface water disposal that complies with the Environmental
Agency and ‘Fire Protection’ specifies extinguishers, and hydrants that contribute to Fire Safety. ‘Engineering’ includes Building Management Systems, Fire Alarms and Electrical and Mechanical Installations to ensure a properly designed installation meets requirements and is compatible with existing installations. ‘Communications’ includes AFRTS and Premise Wire Architecture, describing specific requirements for these installations. AT/FP provides measures to minimise the threat and effects of terrorism.
Goal
The use of Base Standards by users, design teams, and contractors will ensure a consistency and continuity in the design and construction of facility interiors, exteriors and technical installations that contribute to ‘Installation
Excellence’. This will be achieved by increasing reference to the Standards at project briefing, design and construction stages. Facility managers will consult it when assembling a 332/Work Order.
During the preparation of the 1391 design instruction, 48 CES will research and contribute to a list of UK and US
Regulations, then agreed by the project team, to be taken into consideration in a design proposal. Design
Instructions will include the statement: ‘Designs must comply with the following documents’ which will include the current issue of Base Standards and the agreed list of Regulations. 48 CES Programmers will list all References, Regulations and the current issue of Base Standards referred to, in their Design Submittals. The Base Standards will be issued by USF or DIO as a Contract Document for design teams and contractors to use during the design and construction process.
Authority
Responsibility for Base Standards is delegated by the Wing Commander to the BCE.
Base Standard Amendment & Waiver
The base date for issue of these Base Standards is February 2018
Revised Base Standards may also be issued at such time that a major revision occurs.
Appendix B contains a form to be submitted to update/ amend or include a model/ part or item into the current Base
Standards.
This form is to be submitted with all relevant information to 48 CES Base Standard Working Group for review and comment. Using this form will be the only way a new model/ part or item will be included into the current Base
Standard document.
It is the responsibility of the submitter to provide a submission, which is concise and erudite with a full justification and supporting evidence.

Design: General
The following Base Standards follow recognised Uniformat II structure.
For quick reference refer to index at the back of these Standards.
MANDATORY or ADVISORY as noted.
Under ADVISORY, this document includes details of acceptable materials. Materials from other manufacturers that meet these requirements can be submitted with evidence of comparability for review and approval.
(MANDATORY)
Items selected are robust, likely to be readily available in future and simplifies storage of spares.
Asbestos
The contractor is responsible for conducting any necessary hazardous material surveys for all demolition and renovation projects with the potential to disturb hazardous materials (i.e. asbestos-containing material (ACM)), regardless of build date, prior to construction start date. The survey will be conducted by an appropriate HSE-licensed contractor.
Contact 48 CES/ CEIE Environmental Office (DSN 226-3990, Comm: 01638-523990) to determine the availability of any historical documentation to aide in project planning. The contractor shall not rely solely on existing historical documentation and is responsible for determining if work has potential to disturb ACM and requires survey.
The contractor shall ensure compliance with the following procedures:
1. *At least 5 working days prior to surveying, the contractor shall provide 48 CES/ CEIE with the following documentation for review:
Method Statements/Risk Assessments (RAMS).
Procedures for survey.
Fit Test Paperwork and equipment inspection/certification (inclusive of Decontamination Units, Hepa vacuums, masks and other related equipment).
Competency and certificated training paperwork.
Copies of medical clearance (HSE paperwork).
Copies of notification paperwork as per ALG Memo 06/12 if applicable.
HSE license to work, if applicable under licensed works.
2. 48 CES/CEIE will issue a permit to work for the survey work.
3. The contractor shall ensure all survey reports are provided to 48 CES/ CEIE.
4. If any abatement is required, *at least 5 working days prior to work, the contractor shall provide 48 CES/ CEIE with the following documentation for review:
Method Statements/ Risk Assessments (RAMS).
Procedures for removal and demolition.
Fit Test Paperwork and equipment inspection/certification (inclusive of Decontamination Units, Hepa.
vacuums, masks and other related equipment).
Competency and certificated training paperwork.
Copies of medical clearance (HSE paperwork).
Copies of notification paperwork as per ALG Memo 06/12 if applicable.
HSE license to work, if applicable under licensed works.
5. 48 CES/ CEIE will issue a permit to work for the abatement work.
6. The contractor shall ensure the following documentation is provided to 48 CES/CEIE following any abatement work:
Summary report.
Copies of daily site/ works diaries.
Copies of transfer notes and any other paperwork required to HSE Standards.
*Please note: In most cases 48 CES/ CEIE require a 5 working day turn around for issuing permits unless emergency works are required.
