Industry Questions Reference Government Responses
1. We request the Government provide a copy of The TIA-942-A, Telecommunication Infrastructure Standard for Data Centers being used to identify this standard?

The Government will not provide a copy of the TIA-942-A, Telecommunication Infrastructure Standard for Data Centers. Vendors may procure the referenced publication independently.
2. We request the Government please identify the associated specific environmental concerns for this proposed location, specifically if there are endangered flora and/or fauna or other identified items in or near this location?

3. We request the Government please identify the specific U.S. Air Force environmental laws, regulations and operating standards so we can ensure a plan for compliance?

4. As an example, there are some environmental concerns which require licensing and lengthy coordination with different entities, will the Government share any environmental limitations associated with this site or take responsibility for ensuring there are no environmental limitations which would keep a contractor from building on this site?

An environmental site survey was performed on the site and there are no endangered flora and/or fauna or other identified items in or near this location.
There are no environmental permits, consultations or licenses the CTR will need to obtain as part of this project. There is potential for archaeological discoveries during ground excavation, which if found, would be collected and cataloged by the Host Nation. There are no known environmental limitations which would keep a contractor from building on the site.
5. If the designated building site has endangered flora and/or fauna that prohibits construction on the site, will the government select another site?

6. Is the SMDC considered an expeditionary structure or a structure acquired under MILCON?
The SMDC is an expeditionary structure.
7. Will the Government please provide the exact dimensions of the highlighted square from the rectangle identified as VII SMDC Area Map?

The highlighted square is the SMDC. Please refer to SOW Paragraph 2.2.1.1 for Compartment 1 dimensions (4400 sq. ft. / 76.6 ft. x 58.8 ft.), which will be the entire bottom floor of the data center.
8. Is the contractor required to provide and install the Mortise case lock referenced in each of these paragraphs because the requirement appears to be for the door to be able to incorporate a Mortise case lock instead of having one installed?

Yes, the contractor is require to provide and install Mortise case locks.
9. Should Paragraph 2.7.2 Compartment 2 also be identified as “Optional” as is Paragraph 2.7.3 Optional Compartment 3?
SOW Paragraph 2.7, Table 2.7 and specifically 2.7.2 Compartment 2 and 2.7.3 Optional Compartment 3, page 8 of 20.
SOW 2.7.1 – 2.7.3 are not “optional”.
Rack power is required in Compartments 2 and 3. When completed, Compartments 2 and 3 shall be rack install ready in the case that Contract Option 1 and 2 are exercised. Installed distribution boards must have enough amp- age/breakers to support power requirements in Options 1 and 2.
10. Should Paragraph 2.8.2 Compartment 2 also be identified as “Optional” as is Paragraph 2.8.3 Optional Compartment 3?
SOW Paragraph 2.8, Table 2.8 and specifically 2.8.2 Compartment 2 and 2.8.3 Optional Compartment 3, page 8 of 20.
No, Compartment 2 is not optional. Cable trays are required to support Fiber Optics between compartments 1 and 2 as stated in Paragraph 2.9.1.1. Note:
CLIN 0001 includes complete compartments 1, 2, & 3 ready to accommodate the optional server racks. CLINs 0004 & 0005 include only the option 1 & 2 server racks.
11. The server racks for Compartment 3 are “optional”, not the compartment structure itself so shouldn’t “optional” be deleted in this case as well as in the description column of 2.17.3.1, 2.17.3.2, and 2.17.3.3?

2.17 and specifically 2.17.3 Optional Compartment 3, page 11 & 12 of 20.
“Optional” has been deleted from the titles and descriptions of several SOW tables including 2.17.3, 2.17.3.1, 2.17.3.2, and 2.17.3.3. Only the server racks themselves are now optional under CLINs 0004 & 0005, all other elements are required to be included/priced under CLIN 0001.
12. Can we spot/locate the fuel tank on the existing asphalt along the future fence line identified by “4” on the SMDC Area Map on page 7/VII of Attachment V?
SOW Paragraph 2.4/Table 2.4 (page 6 of 20), 2.4.2. Generator and Attachment V – SMDC Location and Fencing Pictures and Drawings. Regarding the fuel tank location.
The placement of fuel tank shall be based on the proposed SMDC design, the contractor's design engineer and/or technical expert, shall ensure specifications are met IAW the SOW requirements.
13. The tender calls for the Building to be IP67 rated, does this apply to the Generators, Chillers etc which are external.
IP67 Is as follows:
(6) Dust tight (No ingress of dust; complete protection against contact
(7) Relates to water (Immersion of up to 1m)

14. The tender calls for TIA942 throughout, however you refer to TIER 2, TIER 2 is an uptime Institute standard not a TIA942 one they use Rating level, so are you looking for an TIA942 Rating level 2 or designed to Uptime Tier 2

The term “Tier” was used in the ANSI/TIA-942 Standard until the ANSI/TIA-942 March-2014 edition. In the March 2014 edition the term “Tier”’ has been replaced by either “Rated” or “Rating”. Please use the TIA 942 Rating Level 2.
15. Site Access, can you confirm the procedure for gaining access on a daily basis and possibility of out of hours working, both weekday and weekends
Please refer to SOW 1.2 Security Requirements, 1.3 Project Requirements and
1.4 Personnel Requirements for details on the requirements and procedures for base access.
Please refer to SOW 3.6 Hours of Operation:
The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed. Normal duty hours are: 0800 – 1630 GMT. Any other work schedule outside of normal duty hours requires 48 CS/SCXP, COR and CO written approval (contingent upon escort requirements).
Refer to SOW 3.6 Hours of Operation for additional details.
16. Due to the close proximity of the radio mast, are any special actions required to overcome EMC issues?
No, there are no special actions required.
17. What level of protection is required for the building ie Security rating, it denotes SC50 for the Doors and X10 for the locks?
The Government rating is a PL 3.
18. Can you confirm the demarcation point of the
HV?
CE is currently in the process of installing a new HV demarcation point, therefore, the Contractor may propose a demarcation point with their proposal, and CE will adjust install accordingly.
19. Is there a requirement for lighting around the compound and the exterior plant area?
SOW 2.6.1.2 External Lighting: External lighting shall be installed to provide visibility around the perimeter of the data center, all door entrances and shall use LED lighting technology where applicable. Lighting shall be positioned as not to impede flying operations. Lights shall be UV sensor equipped. Lighting shall also cover the exterior plant area.
20. Is the proposal limited to 100 pages? Can we use appendices for supporting documents?
The proposal is limited to 100 pages, see solicitation Addendum to FAR 52.212-1 Paragraph G.
21. Will the existing utilities and water drainage systems be removed to create a “clean” working compound area?
Yes, all existing utilities and water drainage systems will be removed to create a “clean” working compound area.
22. Will the contractor be responsible for sidewalks connecting the SMDC to the other sidewalks?
The Government will remove existing sidewalks and construct new ones connecting the SMDC to other sidewalks once the data center is in place.
23. Will the Government provide a laydown area?
If so, what kind of information should be provided to the Government?
As per SOW 3.5 Base Support: “The laydown and dry storage areas may be provided upon request based on availability. The contractor shall request the amount of storage area in their proposal and physically secure this area if needed. If the base cannot provide the requested area, the contractor may be required to find another area.”
When requesting laydown, please include approximately how many square feet is need and the type of equipment will be placed there, e.g. shipping container with dimensions for storage, power generator, etc.
24. Can you please provide the locations of the entry point access to the compound and the
SMDC?
Please see “Attachment IX: Proposed Site Entrances V4”.
25. Where is the location of the electric substation? What are the demarcation?
CE is currently in the process of installing a new HV demarcation point, therefore, the Contractor may propose a demarcation point with their proposal, and CE will adjust install accordingly.

28. Secured racks. Racks to be secured to solid floor. Does this mean floor slab under raised access floor or can the rack be bolted to the floor tiles?

29. Can the two first floor compartments share a vestibule and staircase?
2.2.2 & 2.2.3 Based on the proposed SMDC design, the contractor's design engineer and/or technical expert, shall ensure specifications are met IAW the SOW requirements.
30. a. What kW rating is the 150 rack requirement based on (i.e. 130 racks @ 4kW & 20 racks @ 8kW or all 150 racks @ 4kW)?
b. Will there be no backup power to the other compartment? We would always advise against running IT equipment on utility power. This is essential in order to ascertain UPS size with expansion allowance.
c. Are dual power to racks required to be supplied from different DB’s and / or different routes? Backup power to mechanical controls – in best practice DC environments we would normally allow UPS power to the low power critical elements of the cooling system and controls. Is this required?
2.4.3 a. Please see the following:

20 racks x 8kw = 160kw + 25% = 200kw 100 racks x 4kw = 400kw + 25% = 500Kw

30 racks x 4kw = 120kw + 25% = 150kw

31. a. It is our understanding that IBC and the DoD Survivability & Lethality Standards are two SEPARATE items not related to each other. Can you confirm that this is not an actual Standard?
2.3.1. DoD Survivability & Lethality Standards is not a standard and has been removed from the SOW. Please follow International Building Codes for the data center’s exterior.

b. It is our understanding that the DoD Survivability & Lethality “Standard” is inaccurate. It was a test on one single manufacturer of a modular system by the “Survivability & Lethality Directorate” within The Military Environmental Technology Demonstration Center. We read the report and it is simply Test Results and a not standard of specifications to meet. Can you confirm that this is not an actual Standard or Rating such as UL or CE?
32. Electrical growth. Is additional capacity to be allowed for within the electrical distribution infrastructure?
2.4.6 No additional capacity is needed within the electrical distribution infrastructure except for what is stated in the SOW.
33. What is the base CCTV system? Required so we can ensure compatibility.
2.5.5.4 The contractor’s proposed CCTV system shall be compatible with the Bosch base CCTV system.
34. What are the specific test requirements? Full load test? Full IST? Battery discharge to X parameters? Success criteria?
3.14 Test requirement should consist of the following:
a. A full load test to check the electrical systems functionality and the
HVAC system’s performance in keeping the center cool.
b. Integrated Systems Testing (IST) to test electrical power is suddenly disconnected while all systems are running, just as if an outage had occurred. The data center’s backup power systems (UPS and generators) should kick in, and there should be a seamless transition to backup power with no interruptions to cooling.
35. Please can we have area drawing in .dwg format
A drawing for the area is provided in PDF and .dwg format.
36. Can site provide a detailed geo survey of the ground and substrate?
No, the contractor's engineer and/or technical expert shall coordinate with the COR and Base CES to conduct geo survey.
Per SOW 3.1.2, “Contractor shall coordinate all pre-installation requirements with the COR and CES and all required permits must be in place/approved prior to the start of installation. Be advised that permit coordination/approval may take 6 months or longer to obtain.”
37. Requirement is for an energy efficient AC system. Is there the ambition to achieve a certain level of efficiency – ie meet a PUE of 1.2-1.4 for example? Otherwise, simply stating ‘energy efficient’ without any means to prove efficiency is not beneficial.
Based on the proposed SMDC design, the contractor's engineer and/or technical expert shall ensure specifications are met IAW the SOW requirements and energy efficient AC systems shall be used.
38. Is an EPO required? If so, where should it be located. Does the FM require the FM-200 to EPO the Data Center?
Based on the proposed SMDC design, the contractor's fire engineer and/or technical expert shall ensure specifications are met IAW the SOW requirements.
39. Are there any ADA requirements? No, American with Disability Act (ADA) requirements are not applicable to this solicitation.
40. Please clarify there are no SCIF requirements. The SMDC shall not be a SCIF rated facility.
41. Are there BAA requirements for this project? There are no Business Associate Agreement (BAA) requirements for this solicitation. Buy American Act does not apply.
42. Is a VESDA to be provided as part of this install? Installation of VESDA (Very Early Smoke Detection Apparatus) will be based on the proposed SMDC design, the contractor's fire engineer and/or technical expert, shall ensure specifications are met IAW the SOW requirements
43. The Statement of Work SMDC Section 2.9.5 Requests 48 x SM (9/125) ST to LC Patch Cables 3 & 5 Metres.
a. Can the client clarify whether this means 48 x 5 metre cables and 48 x 3 metre cables or 24 x 3 metre cables and 24 x 5 metre cables.
2.9.5 The Government is requesting 48 x 5 meter cables and 48 x 3 meter cables.
44. The Statement of Work SMDC requests the size of the compartments e.g Compartment 1 4400Sq.Ft, Can the USAF confirm that this measurement is the space within the data centre i.e internal wall to internal wall, or the external area occupied by the structure?
The square footage for each compartment required by the SOW is the internal space within the data center.
Please refer to SOW, Table 2.2 Communication Equipment Requirements:
Compartment 1, 2 and 3.
45. The Statement of Work SMDC requests Computer Room Air Conditioner Mechanical Design (N+1), can the client confirm if air conditioning supporting other services such as

46. Requirement states to provide 2 x 16 Amp Power Circuits for each equipment cabinet.

47. Which type of power connectors, amp rating, and length?
SOW 2.2.1.14 C13 to ICE C14 connections, standard length.
48. Would the Government please verify that Metal Panels, Composite Panels, Concrete Panels or Containerized Solutions are approved for the SMDC Structure, so long as the structure is not constructed of wood or poured in place concrete walls?

49. Specifically which IBC Exterior Building Codes are applicable to this proposal?
SOW 2.3.1 Please follow International Building Codes for the data center’s exterior.
50. Section 6 Application Publications has no listed reference for DOD Survivability & Lethality Standards. Would the Government please provide the Publications reference?
SOW 2.3.1 There is no publication for DOD Survivability & Lethality Standards. DoD Survivability & Lethality Standards is not a standard.
51. Requirement states that floor, wall, and ceiling are permanently constructed and attached to each other.
Is the contractor required to construct a floor in Compartment 1 over top of the concrete pad?
2.3.7 Yes, see SOW 2.3.7. In compartment 1, a permanent constructed floor, wall, and ceiling… attached to each other... Structure shall adhere to IP67 rating to protect from dust and water.
52. IP67 standard states no ingress of dust;
complete protection against contact and ingress of water in harmful quantity shall not be possible when the enclosure is immersed in water under defined conditions of pressure and time (up to 1 m of submersion for 30 mins). Is

53. Are the Generator and Outdoor AC Units required to meet IP67 standard?

54. Would the Government please explain the purpose of the raised floor in that if our solution is based around Cold/Hot Aisle segregation with In-Row HVAC cooling is a raised floor still a requirement/necessary?
2.3.9 Raised flooring is one approach, but not required, if contractor’s solution is based on Cold/Hot Aisle segregation with In-Row HVAC cooling, the raised floor would be required.
55. Is the vestibule for Compartment 3 to be priced under the optional package, or does it fall under the base pricing package?
2.3.13 For additional pricing information please refer to Addendum to FAR 52.212-1 – Instructions to Offerors-Commercial Items. Section P. Specific Instructions.

56. We note the Base Civil Engineers will provide a single feed from the existing 11kV Ring including an LV Pedestal with fusing and Generator quick connections. Is this pedestal to act as the GEN ATS, or is it deemed by the Government to act as another point in which to connect an emergency generator? If the latter, what electrical interlocks are being provided and who will be responsible for ensuring safe operation of the overall electrical plant based on our offer having the site generator interfacing with the Main Switchboard which will also be the point of change-over between base Mains and the Standby Generator?
2.4.1 The preferred generator quick connectors are phase 3 connectors, rated 800 AAMP, sequential multi lock connectors.
57. We note that the design load is based on 150 Racks plus 25%. Would the Government please confirm that this is calculated using Compartment 1 – 20 x 8kW and 100 x 4kW loads and Compartment 2 - 30 x 4kW with a

59. Will the Government accept alternate suppression material, such as 3M NOVEC 1230 Fire Protection Fluid, due to the extreme high cost of FM200 with its inherent concerns over future resupply and continued manufacturing and product support?
2.5.3.1 FM 200 is the base standard and shall be used.
60. How many fire alarm points are required to be monitored by the Fire Department?
2.5.4 There shall be alarm points in each compartment.
61. Is there a requirement to provide a Vindicator Access Control System?
a. If so, will it be a stand-alone system or part of an existing Central Management System?
2.5.5.2 No, there is no requirement to provide a Vindicator Access Control System.
b. Does the Government require a Vindicator Enrollment Station with Badge Manager Printer?
c. How many Access Control Cards does the Government want with the system?
62. The specification is calling for Rotary Isolators to be mounted on or adjacent to each rack (we assume for PDU Isolation). Can the Government please advise if they will accept PDU Commando connection points (Starline) having local MCB protection which double as isolating points?
2.7.1 Based on the proposed SMDC design, the contractor's design engineer and/or technical expert shall ensure specifications are met IAW the SOW requirements.
63. Will the Government please verify twenty (20) cabinets shall require 8kW power supplies/power consumption per circuit (2 x Circuits per Cabinet)? The remaining (100) racks shall be 4kW per circuit (2 x Circuits per Cabinet)?

66. Based on the above identified details we calculate the total amounts to some 1050kW, which exceeds the design load identified in Clause 2.4.3 (850kW) by some 200kW. Would the Government please advise which figure is to be used to establish correct Generator, HVAC and UPS ratings?

67. What is the power distribution demarcation between the base and optional pricing package? For example, the power distribution panel is priced under the base package and the power distribution cable to the cabinets is priced under the option package.

2.9.3 The contractor shall provide the OPS conduit from the data center to the communications hand hole. A cable vault is not required to service each of the two building entryways.
69. Will the Monitor System connect to contractor provided Private Network or the Base Network?
2.11 Contractor provided Monitoring Systems shall be connected to the Base Network.
70. What are the applicable DoD Minimum Antiterrorism Standards for the Buildings?
2.12 This refers to the standoff from the new data center to the new perimeter fence that will surround the new data center. Construction of data center and perimeter fence shall be sited as shown in “Attachment IX: Proposed Site Entrances V4”.
71. Are the Security Doors for Compartment 3 to be priced under the base package or the option package?

2.10 New fencing shall have the same design (height, barb wire, etc.) as the existing fence. See attachment XII 48 CES RAF Lakenheath Base Standards.
78. Paragraph/Section 2.10.1 states the SMDC facility must have a 50ft standoff from the complex fence. At the Site Visit on January 7th it was stated the 50ft standoff is from buildings 1085 and 1086.

79. The Rack Dimensions are listed; 48U height, 800mm width and 1070mm deep, but these are not typical rack dimensions. This non-standard size is not compatible with most network hardware.
Is the width dimension internal (rail width) or external? If external, what is the specified rail width/is 19 inch rail width acceptable?
2.2.1.3 Minimum dimensions the Government is requesting are 800mm width and 1070mm deep as stated in the SOW. All cabinets shall have a standard 19 inch wide rack rail.
