About this file

This file is a detailed specification document (Attachment 4b) for a mechanical systems renovation project at Kadena Air Base in Okinawa, Japan. The specification contains comprehensive technical requirements for demolition, installation, testing, and commissioning of HVAC systems in Passenger Terminal B3409, with a project magnitude estimated between $500,000 to $1,000,000. The project involves replacing air handling units, associated ductwork, registers, grilles, piping, gate valves, insulation, digital direct controls, fire dampers, and installing additional split units.

The design-build contract requires the contractor to provide complete design and construction services, including Testing, Adjusting, and Balancing (TAB) and commissioning to ensure operational capabilities meet federal and industry standards. The project will be performed entirely in Japan, and the successful offeror must be licensed and registered to perform construction in the country. The tentative performance period is 692 calendar days, with proposals to be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. The project involves working in a facility with identified Asbestos Containing Material (ACM) and Lead-Based Paint (LBP), requiring specialized handling and remediation procedures.
