About this file
This is an administrative and policy requirements design guide document (Section 01 01 00-A) that provides comprehensive guidance for contractors performing construction work at 18th Wing properties at Kadena Air Base in Japan. The 40-page document details specific requirements across numerous areas including base access procedures, safety protocols, utility management, environmental controls, and operational policies.
The guide outlines key contractor requirements for areas such as base passes/entry procedures, confined space work, fire prevention, hazardous materials handling, traffic rules, typhoon preparations, and utility outages. Notable requirements include: mandatory work clearance permits (AF IMT 103) before beginning onsite activities, English-speaking supervision requirements, specific procedures for utility outages and road closures, detailed typhoon preparation protocols based on threat conditions, and environmental protection requirements. Standard working hours are specified as Monday through Friday 0800-1700 hours, with written approval required for work outside these hours. The document serves as a master template that should be tailored and incorporated into final design documents, with specifications that have been validated by appropriate 18th Wing organizations.

General Instructions: This guide is a tool intended to provide Project Planners, Project Designers, contracted A&E and others with a comprehensive listing of validated administrative and policy requirements that apply to construction projects at 18 Wing properties. Guide should copy the paragraphs that apply and insert into the final design documents to be issued with the Contract.
Note: A SpecsIntact version of this document is not currently available. A Microsoft doc version is available upon request, and can also be obtained from:
<<NEED SHAREPOINT URL>>
718 CES USE FOR TASK ORDERS (TO) ON EXISING CONTRACT AWARDS: Make a copy of this document and edit to add or revise these policies in the original award. Provide the revised document to 18 CONS as part of the Requirements Package for all Design-Build Task Orders (TO) issued against existing contract awards. To use this guide, CES personal should:
Do not edit any of the black text.
Revise only the text following a red notes that read “CES NOTE” Optional text to be selected will be in purple. Following the note’s instruction
Instructions for Contracted A&E: This document is a design guide only and should not be issued as-is and lists 18 Wing administrative and policy requirements needed to incorporation 18 wing policies into the UFGS specification package of the completed project. Most of these policies should be inserted into to SECTION 01 01 00, GENERAL REQUIREMENTS, however, project designers may insert the applicable administrative procedures and policies into the UFGS section that best meets project-specific requirements.
To avoid contradictions in the contract documents, Notes for Contracts by Requestor (CBR): For all projects to be managed by execution agents other than the 718 CES, such as USACE or companies privately contracted by the Contracting Officer to manage a CBR, be forewarned that the installation will provide only those support functions specifically allowed in the unit-applicable 18 Wing Support Agreement. In most cases, installation support for CBR will be limited to: the review and approval/disapproval recommendation of Contractor submittals pertaining to Environmental and Occupational Health
Section 01 01 00-A Page 4 of 40 activities; the acceptance and disposal of PCB-containing equipment items defined in SECTION 01 57 19.01 and SECTION 02 84 16.00 30; and the inspection of Japan Industrial Waste manifests for the transport of hazardous wastes from the installation. Check the unit’s current Support Agreement for further details.
Designers are advised to inform project planners, funding sources, and Contracting Officers to ensure that costs to account for support activities normally provided by the installation, but excluded in the Support Agreement, are included in the original the project funding documents.
For CBR, specifiers are also advised to revise all instances of the phrase “718 CES Project Manager” to read “designated Project Manager or similar appropriate term.
Ensure CBR project design agency coordinate with 718 CES to include all 18 Wing specific UFGS supplements and other requirements.
Upon NTP, the 718 CES Project Management Office will assign an in-house POC to act as Project Coordinator to the designated Project Manager to coordinate installation support activities authorized by the Support Agreement.
Note: Project planners, designers, A&E, and specifiers shall use the information in this guide to draft SECTION 01 01 00, GENERAL REQUIREMENTS, in accordance with UFC 1-300-02, Unified Facilities Guide Specifications Format Standard. For convenience, the policies in this guide are arranged in alphabetical order by topic title, beginning at paragraph 1.5.
