About this file

This document is a Statement of Work (SOW) for a design-build contract to repair HVAC systems in the Passenger Terminal, Building 3409 at Kadena Air Base, Okinawa, Japan. The project requires comprehensive replacement of existing HVAC infrastructure, including air handling units, ductwork, registers, grilles, piping, valves, insulation, digital controls, and fire dampers, as well as installation of additional split-type air conditioning units in specific rooms. The contractor must also address asbestos-containing materials (ACM) and lead-based paint (LBP) present in the facility, conducting necessary abatement and mitigation in compliance with US federal and Japanese regulations.

The project has a total performance period of 692 calendar days, with 141 days allocated for design and 551 days for on-site construction. Key technical requirements include providing testing, adjusting, and balancing (TAB) services, commissioning the mechanical system, using 316 stainless steel for exterior ductwork, and integrating new equipment with existing building systems. The scope encompasses architectural modifications, mechanical system replacements, electrical work, and comprehensive documentation, with a focus on creating a fully functional and operationally compliant HVAC system that meets federal and industry standards.

Base. Work includes replacing air handling units, associated supply/return ductwork, registers, grilles, piping, gate valves, insulation, digital direct controls, fire dampers, and installing additional split units. Testing, adjusting, and balancing (TAB) and commissioning of the mechanical system is required to ensure operational capabilities meet federal and industry standards. Asbestos Containing Material (ACM) and Lead-Based Paint (LBP) have been detected throughout the facility; if ACM/LPB is encountered and will be disturbed in order to execute the contract, appropriate abatement shall be planned and performed in accordance with all applicable Government of Japan and Federal rules and regulations.

Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.

B) The scope includes the abatement/removal of any ACM, LBP, or any hazardous materials. For detailed information, see the Section 7 and 8.

If the Contractor determines that materials other than those already identified as ACM/LBP in the Government-provided records require additional sampling to safety execute the awarded scope, notify the Contracting Officer, and submit sampling plans. After approval, conduct sampling and analysis in accordance with the specifications and submit the Asbestos and/or Lead Sampling and Analysis Results (ASAR/LSAR) to the Contracting Officer for action.

Ensure to submit and get approved AHAP/LHAP for the discovered ACM and LBP prior to beginning the work.

C) The contractor shall determine the best technical design solution in conformance with current regulations. The design and construction work shall comply with US federal, Department of Defense, Air Force, and 18 Wing criteria, as well as applicable Japan regulatory requirements not specifically stated elsewhere in this project statement of work to provide a complete and usable facility upon completion.
