About this file
This is an 18 Wing Facility Design Criteria document that provides comprehensive design requirements for construction projects at Kadena Air Base and other military installations in Okinawa, Japan. The document establishes that architects and engineers contracted to design real property facilities must incorporate specific design criteria, use collaborative integrated design processes, and consider all building lifecycle stages including deconstruction and rehabilitation.
The criteria requires compliance with U.S. standards for critical safety components like fire suppression systems, fire alarms, and drinking water systems, which cannot be substituted with Japanese standards without commander approval. The document outlines requirements for incorporating Japan Edited Specifications (JES) and Japanese Industrial Standards (JIS) where appropriate, while maintaining compliance with Department of Defense Building Code and other federal requirements. It specifies an Environmental Severity Classification of C51 for corrosion resistance considerations and includes special provisions for oil-water separators, ADA-compliant entryways, and blind-operated vending facilities. The document serves as a foundational reference for ensuring consistent design standards across 18 Wing facilities while accommodating both U.S. and Japanese construction requirements.
