About this file
This is a Questions and Answers document for solicitation FA524026Q0030-0001, a Blanket Purchase Agreement (BPA) for portable toilet leasing and related services at Andersen Air Force Base, Guam.
The BPA covers the lease and recurring sanitation services for portable toilet units, assigned NAICS 562991, with a contract duration not to exceed five years. Key requirements include on-island inventory, equipment storage, delivery, servicing, waste disposal, and emergency response capabilities. Quoters must demonstrate feasibility of meeting specified response, delivery, and servicing timelines through firm, documented commitment from either a first-tier Guam small-business subcontractor or teaming arrangement; general assurances without documented basis are insufficient. Each quotation must include a technical capability statement addressing Guam-based inventory, vehicles, personnel, and emergency service capability. Quoters are required to submit GEPA hauler permits, disposal-facility documentation, licenses, insurance, and bonding information with their quotations. The Government will identify specific unit types (including standard portable toilets, ADA units, handwashing stations, or restroom trailers) at the Call Order level, with the contractor responsible for all connection materials from units to Government-furnished connection points. For each requirement exceeding the micro-purchase threshold, the Government will seek competition among BPA holders, selecting orders based on best value comparing each holder's lowest realistic total cost plus one-time delivery, placement, and removal charges. Invoices must be submitted electronically through designated systems such as Wide Area Workflow/PIEE unless otherwise directed. The incumbent contractor under previous contract FA524022A0001 was Todo Mauleg. No pre-award site visit is offered, and no minimum purchase quantity is guaranteed.
