About this file
This is a Combined Synopsis/Solicitation (RFQ) issued by the 36th Contracting Squadron at Andersen Air Force Base, Guam, for a multi-award Blanket Purchase Agreement (BPA) for portable toilet leases and related equipment. Solicitation number FA524026Q0030 was issued on September 1, 2026, with an offer deadline of September 15, 2026, at 12:00 PM Chamorro Standard Time. The acquisition is 100% set aside for small business concerns under NAICS code 562991. The BPA has an aggregate awardee ceiling of $3,000,000 with individual call order limits of $350,000. The estimated acquisition value is $9.0 million.
The objective of the BPA is to establish a secure, rapid-response ordering vehicle to lease, deliver, install, maintain, and de-install commercial-grade portable toilets supporting Andersen AFB, Guam for administrative, command, and operational missions across various base sites. Delivery locations will be specified on individual call orders, with deliveries to occur on a per-call-order basis at Andersen AFB, GU properties. The Government will inspect within one calendar day of delivery. The contract type is Firm-Fixed-Price (FFP), with resultant BPA Call Orders subject to FFP terms and conditions. Offerors must be registered in SAM.gov prior to award and comply with all federal and local regulations applicable to Andersen AFB, including base access requirements. All contractor personnel conducting business on the base must comply with applicable federal and local regulations. The BPA itself is not a contract and may be terminated by either party at any time, though the underlying call order contracts are binding FFP agreements. Questions are due September 8, 2026, at 12:00 PM ChST, and offers should be submitted via email to Coree Asprer and Nathaniel Entilla.
