About this file
This is a Statement of Work (SOW) for a Multiple-Award Blanket Purchase Agreement (BPA) for portable toilet leases supporting Andersen AFB, Guam. The BPA establishes a rapid-response ordering vehicle for the lease of commercial portable toilets, hand wash stations, and restroom trailers, including delivery, placement, servicing, and removal. Individual requirements are competed as firm-fixed-price Call Orders with no obligation of government funds at BPA establishment; funding is obligated solely through executed Call Orders. Units must comply with ANSI/PSAI standards Z4.3 and Z4.4, OSHA requirements (29 CFR 1910.141), ADA/UFAS accessibility standards, DOT transportation regulations (49 CFR 171–180), and Guam Environmental Protection Agency (GEPA) regulations.
The BPA covers six standard unit configurations: Type I (Standard Portable Toilet), Type II (ADA-Compliant Portable Toilet), Type III (Deluxe/Flushable Unit), Type IV (Hand Wash Station), Type V (Two-Stall Restroom Trailer), and Type VI (Four or More Stalls/Shower Combination Restroom Trailer). Units must be delivered clean, sanitized, odor-free, and in compliance with tropical marine environment specifications. The contractor is responsible for delivery, placement, anchoring, weekly servicing (one service visit per unit per week included in lease rate), consumables (toilet paper, hand sanitizer, potable water, soap, and paper towels), waste transport and disposal at permitted facilities, and site restoration upon removal. Additional service visits are available at established rates with 24-hour response time. Emergency responses for health hazards must occur within four hours with resolution within eight hours; routine deficiencies must be corrected within 24 hours. The contractor must develop and maintain a severe weather plan, remove units prior to TCCOR 2 declaration, and is responsible for recovery and remediation of any weather-related displacement or waste release at no cost to the government. All contractor personnel require base access credentials submitted 10 business days prior to scheduled delivery. Deliverables include RFQ responses, delivery confirmations, monthly service logs, deficiency reports, waste disposal documentation, and removal confirmations, all submitted digitally to the Government POC.

STATEMENT OF WORK (SOW)
PORTABLE TOILET LEASES
MULTIPLE-AWARD BLANKET PURCHASE AGREEMENT (BPA)
Andersen AFB, Guam
1.0 DESCRIPTION OF REQUIREMENT / MISSION OBJECTIVE
1.1 Program Objective
The objective of this Blanket Purchase Agreement (BPA) is to establish a rapid-response ordering vehicle for the lease of commercial portable toilets, hand wash stations, and restroom trailers, including delivery, placement, servicing, and removal, supporting Andersen AFB, Guam. These units will support exercises, contingency operations, special events, and temporary facility outages across various Andersen AFB, GU sites as specified in individual Call Orders.
1.2 BPA Framework and Ordering Authority
This is a Multiple-Award BPA established in accordance with Revolutionary FAR Overhaul (RFO) 12.201-1(e)(3). Individual requirements will be competed as firm-fixed-price Call Orders.
The establishment of this BPA does not obligate any government funds. Funding will be obligated solely via individual, executed Call Orders. All performance, delivery timelines, and unit quantities shall be strictly governed by the specific terms of each competed Call Order.
2.0 APPLICABLE CODES, COGNIZANT STANDARDS, AND REGULATIONS
2.1 Compliance Mandate
The Contractor shall ensure that all units furnished, servicing performed, and waste transported and disposed of under this BPA comply with the latest revisions of the following codes and standards:
• ANSI/PSAI Z4.3 – Sanitation: Non-sewered Waste-Disposal Systems at Places of Employment — Minimum Requirements.
• ANSI/PSAI Z4.4 – Sanitation: Use by the General Public — Minimum Requirements.
• 29 CFR 1910.141 – OSHA general industry sanitation requirements for non-construction sites.
• Americans with Disabilities Act (ADA) / Uniform Federal Accessibility Standards (UFAS) – For accessible units.
• 49 CFR Parts 171–180 – U.S. Department of Transportation requirements for the transport of collected waste, as applicable.
• Guam Environmental Protection Agency (GEPA) regulations governing the transport, handling, and disposal of septage and portable toilet waste, including hauler permitting.
• Installation typhoon and severe weather procedures, including Tropical Cyclone Condition of Readiness (TCCOR) directives issued by the 36th Wing.
3.0 SALIENT CHARACTERISTICS AND CONFIGURATIONS
3.1 SALIENT CHARACTERISTICS
Units furnished under this BPA shall be standard commercial products of the type customarily leased to the general public for the same purpose. Any commercially available unit meeting the following functional characteristics is acceptable:
3.1.1 Condition: Units shall be delivered clean, sanitized, odor-free, watertight, structurally sound, and free of visible damage and graffiti, with no residual waste from prior use.
3.1.2 Construction: Units shall be of durable, non-porous, corrosion-resistant commercial construction suitable for continuous outdoor use in a tropical marine environment, with a functioning door and latch and adequate ventilation.
3.1.3 Waste Containment: Each unit shall have a sealed, leak-proof holding tank of a capacity sufficient for the ordered service interval and anticipated usage, charged with a deodorizing agent.
3.1.4 Consumables: Each unit shall be furnished and maintained with toilet paper and hand sanitizer. Hand wash stations, deluxe units, and restroom trailers shall additionally be furnished with potable water, soap, and paper towels.
3.1.5 Anchoring: Units shall be anchored, ballasted, or strapped in place by the Contractor upon placement, using a method appropriate to the site surface and adequate for the wind and weather conditions of the installation. Anchoring is a Contractor responsibility, is included in the lease rate, and is not separately priced.
3.1.6 Accessibility: Units identified as ADA-compliant shall meet ADA/UFAS requirements for accessible portable toilet units and shall be placed on a firm, stable, and level surface with an accessible route to the entry.
3.1.7 Lighting: Units ordered for use during hours of darkness shall include a self-contained interior light source requiring no site electrical service.
3.1.8 Identification: Each unit shall be durably marked on the exterior with the Contractor's business name and a contact telephone number, legible from outside the unit.
3.2 UNIT CONFIGURATIONS
The Government will identify the required unit type at the Call Order level using the following standard commercial descriptions. Contractor offerings that differ in make, model, or minor configuration but that meet the functional description are acceptable:
3.2.1 Type I – Standard Portable Toilet: Self-contained non-flushing unit with waste holding tank.
3.2.2 Type II – ADA-Compliant Portable Toilet: Wheelchair-accessible unit with ground-level entry, expanded interior clearance, and grab bars.
3.2.3 Type III – Deluxe / Flushable Unit: Unit with a flushing mechanism and interior hand wash basin.
3.2.4 Type IV – Hand Wash Station: Free-standing self-contained hand wash unit with fresh water reservoir, soap, and towel dispensers.
3.2.5 Type V – Restroom Trailer (Two-Stall): Towable climate-controlled restroom trailer with a minimum of two (2) individual stalls, flushing fixtures, interior lighting, and sinks with running water.
3.2.6 Type VI – Restroom Trailer (Four or More Stalls, or Shower Combination):
Towable climate-controlled restroom trailer with four (4) or more stalls, or a combined restroom and shower configuration.
3.2.7 MISC – Other Configurations: Other available sizes and configurations may be requested if available from the Contractor. See Schedule of Items.
3.3 ACCESSORY OPTIONS
Call Orders may specify secondary containment trays at the rate established in the Schedule of Items. Anchoring under Section 3.1.5, and storm preparation, removal, recovery, and return under Section 4.6, are Contractor responsibilities included in the lease rate and are not accessory options and not separately priced.
4.0 DELIVERY, PLACEMENT, AND REMOVAL
4.1 Site Coordination
The Contractor shall coordinate placement locations with the Government POC prior to delivery.
For Call Orders involving restroom trailers or more than ten (10) units at a single site, the Contractor shall participate in a joint pre-placement site walk with the Government POC within three (3) business days of Call Order award to verify placement points, service vehicle access, and any required utility connection points.
4.2 Delivery and Placement
The Contractor shall transport, deliver, and place all units at the designated locations by the date and time stated in the Call Order. Units shall be placed level, on firm ground, oriented for door clearance and service vehicle access, and anchored or ballasted in accordance with Section 3.1.5.
The Contractor shall provide its own equipment for offload and placement.
4.3 Utility Connections (Restroom Trailers and Deluxe Units Only)
Where a Call Order includes a unit requiring external service connections, the Contractor shall level the unit and connect it to the Government-furnished electrical, potable water, and sewer connection points located within fifty (50) feet of the unit footprint. The Contractor is responsible for all hoses, cords, adapters, and fittings from the unit to the Government-furnished point of connection. The Government is responsible for providing and maintaining service up to that point of connection. Should the Government elect to, this requirement may be waived and final connection performed by the Government.
4.4 Relocation
The Contractor shall relocate in-place units within the installation upon Government request, at the rate established in the Schedule of Items, within two (2) business days of notification.
4.5 Removal and Site Restoration
Upon expiration or termination of the Call Order at a time approved by the Government, the Contractor shall disconnect any utilities, remove all anchoring hardware, containment trays, and Contractor-furnished accessories, and transport all units off Government property. Units shall be secured for transport and all waste shall be contained, transported, and disposed of in accordance with Section 5.6 and applicable Department of Transportation and Guam Environmental Protection Agency requirements. The Contractor shall restore the site footprint to its original clean condition. All units shall be removed by the Call Order end date unless otherwise directed.
4.6 Destructive Weather and Storm Contingency
Protection of the units against destructive weather is a Contractor responsibility and is included in the lease rate. The Contractor shall develop and maintain a written severe weather plan addressing all units, accessories, and Contractor-owned equipment placed on the installation, and shall furnish that plan to the Government POC upon request and upon any material revision.
4.6.1 Preparation: Upon the issuance of a tropical storm or typhoon warning affecting Guam, or upon the installation's declaration of TCCOR 3, whichever occurs first, the Contractor shall initiate its severe weather plan.
4.6.2 Removal (Default Action): The Contractor shall remove units from the installation in advance of destructive winds. Removal is the default protective action and shall be completed prior to the installation's declaration of TCCOR 2. Removal is required without further Government direction; the Contractor need not wait for notice from the Government POC to begin. Units removed under this Section shall be secured for transport in accordance with Section 4.5.
4.6.3 Securing in Place (Exception): Where the Contractor determines that removal of all units cannot be completed before TCCOR 2, the Contractor shall notify the Government POC and shall secure the remaining units in place by the anchoring method established at placement under Section 3.1.5. Securing in place does not relieve the Contractor of any responsibility under Section 4.6.5.
4.6.4 Airfield and Flightline Areas: Units placed within the airfield environment, on or adjacent to flightline or apron surfaces, or in any area identified in the Call Order as foreign object damage (FOD) critical shall be removed without exception. The securing option at Section 4.6.3 does not apply to those units.
4.6.5 Displacement and Release: The Contractor is responsible for recovering any unit that is displaced, overturned, or damaged by destructive weather, wherever it comes to rest on the installation, and for the containment, cleanup, disinfection, and remediation of any release of waste or chemical from that unit, regardless of cause and at no cost to the Government. This responsibility applies whether the unit was removed, secured in place, or left in place.
4.6.6 Access Restriction: Upon declaration of TCCOR 2, installation access is limited to mission-essential personnel. The Contractor shall not perform any work on the installation from the declaration of TCCOR 2 until the installation announces all clear and Contractor access is restored. Scheduled servicing and the response times stated in Section 5.5 are suspended for that period and resume upon restoration of access.
4.6.7 Recovery: Following the installation all clear and restoration of Contractor access, the Contractor shall inspect all units remaining on the installation and restore them to serviceable condition. Where the Government directs resumption of the Call Order, the Contractor shall return and re-set removed units within three (3) business days of access being restored, or on a schedule agreed with the Contracting Officer where the Contractor's own facilities or equipment were damaged by the same weather event.
4.6.8 Charges: Removal, securing, recovery, return, and re-set under this Section are Contractor responsibilities performed at no separate charge and shall not be separately invoiced. Where units are removed under this Section, the treatment of lease charges for the period of removal will be determined by the Contracting Officer at the Call Order level based on the expected duration of the disruption. The Government may allow lease charges to continue uninterrupted for a short disruption, suspend charges until units are returned to service, terminate the Call Order for convenience under RFO 12.304 and issue a new Call Order upon resumption, or otherwise reach agreement with the Contractor. The Contractor shall not assume either an automatic credit or automatic continuation of charges.
5.0 SERVICING, CONSUMABLES, AND WASTE DISPOSAL
5.1 Servicing Included in the Lease Rate
Consistent with standard commercial practice in the portable sanitation industry, the lease rate for each unit includes one (1) service visit per unit per week. A service visit consists of the servicing the Contractor customarily performs for its commercial customers, which generally includes pump-out and removal of accumulated waste, recharge of the holding tank with a deodorizing agent, cleaning and disinfection of interior surfaces, restock of consumables, and a visual check of the unit's condition, anchoring, and door function. The lease rate includes all scheduled weekly service visits occurring within the billed period, whether four (4) or five (5) such visits fall within that period.
5.2 Additional Servicing
The Government may request additional service visits at any time during the Call Order period, whether on a recurring basis for a high-usage site or on an as-needed basis. Additional visits shall be furnished at the rate established in the Schedule of Items and do not require a modification to this BPA. The Contractor shall furnish a requested additional visit within twenty-four (24) hours of notification unless a later date is agreed to by the Government POC.
5.3 Consumables
Restock of consumables is included in each service visit at no additional charge. Where consumables at a unit are depleted between scheduled service visits, the Government may either request an additional service visit under Section 5.2 or request that the Contractor leave a supplemental quantity of consumables at the site for Government restocking. The Contractor shall not invoice consumables separately from the lease rate or the additional service visit rate.
5.4 Service Records
The Contractor shall record the date of each service visit for each unit and shall furnish a consolidated service log to the Government POC as specified in Section 8.0. Servicing shall be performed during normal duty hours unless otherwise coordinated with the Government POC.
5.5 Response and Resolution Times
The following response times apply unless different times are stated in the Call Order, and are suspended during any period in which Contractor access to the installation is restricted under Section 4.6.6 or is otherwise unavailable through no fault of the Contractor:
5.5.1 Emergency Response: For conditions that create a health or sanitation hazard or render a unit unusable (e.g., a tipped or overflowing unit, a unit rendered inoperable by vandalism, or a spill), the Contractor shall respond on-site within four (4) hours of notification and restore the unit to serviceable condition or replace it within eight (8) hours.
5.5.2 Routine Response: For non-critical deficiencies (e.g., a broken latch, a damaged seat, or a missed scheduled service), the Contractor shall respond on-site and correct the deficiency within twenty-four (24) hours of notification.
5.5.3 Unit Replacement: Where a unit cannot be restored to serviceable condition on-site, the Contractor shall furnish a replacement unit of equal or better configuration under the existing lease rate at no additional delivery or lease charge.
5.5.4 Charges: Emergency responses under Section 5.5.1 are chargeable at the rate established in the Schedule of Items. Correction of routine deficiencies under Section 5.5.2, including completion of a scheduled weekly service visit the Contractor failed to perform, is included in the lease rate and is not separately chargeable.
5.6 Waste Transport and Disposal
The Contractor shall be solely responsible for the collection, transport, and lawful disposal of all waste removed from units furnished under this BPA. All waste shall be transported by properly permitted vehicles and operators and disposed of at a facility permitted to accept portable toilet waste and septage. Disposal of waste on Andersen AFB or on any other Government property is prohibited. The Contractor shall not discharge waste to any storm drain, surface water, or unpermitted location. The cost of transport and disposal is included in the lease and additional service rates and shall not be separately invoiced.
5.7 Spill Response
The Contractor shall immediately contain, clean, disinfect, and remediate any spill or release of waste occurring during servicing, transport, placement, or removal, at no cost to the Government, and shall notify the Government POC and the Contracting Officer within one (1) hour of any spill occurring on Government property.
6.0 GOVERNMENT-FURNISHED PROPERTY (GFP) AND SERVICES
6.1 Site Access and Preparation
The Government will identify placement locations and will provide a firm, reasonably level surface capable of supporting the units and accessible to the Contractor's service vehicle. The Government will provide reasonable access to placement locations during coordinated servicing windows.
6.2 Utility Points
For Call Orders that include restroom trailers or other units requiring external connections, the Government will provide active electrical power, potable water, and sewer connection points located within fifty (50) feet of the planned unit footprint.
6.3 Government Responsibilities Not Assumed by the Contractor
The Government is responsible for controlling access to units placed in secured or restricted areas and for notifying the Contractor of deficiencies, vandalism, or damage discovered between scheduled service visits.
7.0 SECURITY AND SITE ACCESS REQUIREMENTS
7.1 Installation Access
All Contractor employees, sub-contractors, and service vehicle operators must obtain approved base access credentials prior to executing any physical site visits, deliveries, or service calls. The Contractor shall submit all required background check applications (including local base entry forms) to the Government POC at least ten (10) business days prior to the scheduled delivery date. Base access procedures and visitor center requirements are available at https://www.andersen.af.mil/Contact-Us/Visitor-Center/. Because this requirement involves recurring weekly access, the Contractor shall maintain current credentials for all assigned service personnel and vehicles for the duration of each Call Order.
7.2 Security Classification
All performance, correspondence, and deliverables under this BPA and subsequent Call Orders are strictly unclassified. The Contractor shall not handle, transmit, or store classified material.
No classification markings shall be applied to any files or SOW deliverables.
