About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity FA524026Q0021-0002, addressing inquiries regarding Aircraft Hangar Fall Arrest System Maintenance, Certification, and Repair Services at Andersen Air Force Base (AAFB) in Guam.
The contract is a Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle with a base period not to exceed 12 months plus four 1-year option periods. The RFQ closing date is August 17, 2026, at 12:00 P.M. Chamorro Standard Time. This is a Total Small Business Set-Aside. The contractor must furnish all replacement parts, as the Government maintains no spare parts inventory. The fall arrest systems are manufactured by Flexible Lifeline Systems with integrated safety equipment from DBI/SALA (3M), Safewaze, and Pensafe. The contractor is responsible for conducting a complete baseline system inspection within 30 days of contract award, as historical inspection and repair records will not be provided. Key deliverables include an Initial Condition Report, Periodic Inspection Program, Annual Certification Reports, Five-Year Engineering and Design Review (requiring a Professional Engineer from any U.S. jurisdiction), Quality Control Plan, and annual hands-on "Authorized Person" training for up to ten Government personnel.
Service requirements include semi-annual inspections and preventative maintenance on all eight fall arrest systems, plus annual system certifications. Normal working hours are 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays. The contractor must respond to service calls within one business day (acknowledgment acceptable), complete minor repairs (material cost ≤$2,500) within 24 hours, and complete non-major repairs within two business days. Major repairs (material cost >$2,500) must begin within two days and be completed within eight days, though timelines may be extended by the Contracting Officer for parts lead time or technician travel. The contractor must provide all lift equipment, including a lift capable of reaching approximately 50 feet, and may store equipment on-site during multi-day service cycles. Equipment must display the contractor's company name. All work must comply with manufacturer recommendations, warranty requirements, OSHA, and ANSI/ASSP standards, performed by qualified and certified personnel. Pricing must be submitted using the Mandatory Pricing Sheet and include both material costs and labor. The Government anticipates incremental funding; contractors must notify the Contracting Officer at least 90 days before funds are expected to reach 85 percent of the allotted amount.

Work Statement.pdf
(PWS 1.1.5.1,
1.1.5.2)
5 Will inspections be scheduled consecutively to minimize mobilization costs, or should multiple site visits be anticipated throughout the year?
Inspections are scheduled on a semiannual basis to inspect all 8 fall arrest systems
Work
(PWS 1.1.1.2)
6 Is there historical data regarding the annual number of service calls?
Information not available at this time.
7 Under 1.1.8 Service Calls, it is written that contractors shall respond to service calls within (1) business day. Does that mean acknowledging the service call or physically being present on site.
The initial "response" within one business day can simply be an official acknowledgment of the service call and confirmation that you are aware of the situation. It does not strictly dictate that the entire issue must be fully resolved within that 24-hour window, as timeline requirements will naturally scale depending on the complexity of the situation.

(PWS 1.1.8)
8 How many hours is the Authorized Person training session required to be?
The Government does not mandate a specific hourly requirement for the 'Authorized Person' training session. It is the contractor’s responsibility to ensure that the Authorized Person’s training is comprehensive enough to safely cover the identification of hazards, proper equipment inspection, and safe usage of the fall arrest systems. The training program must satisfy all applicable safety criteria stated in the PWS.

(PWS 1.1.11)
9 What are the badging requirements for accessing site? Is there a waiting period? Can anything be done before physically being on site to minimize downtime while waiting for badging to be completed?
Once the contract is awarded to the successful bidder, documents will be completed for base access as well as access to the area the equipment is in.

13 We request clarification on the service and repair timing requirements for the aircraft hangar fall arrest systems:
• PWS 1.1.8 requires response to a service call within one business day and completion of non-major repairs within two business days.
Does “respond within one business day” mean acknowledgment and remote triage, or on-site technician presence?
The initial "response" within one business day can be an official acknowledgment of the service call and confirmation that you are aware of the situation. It does not strictly dictate that the entire issue must be fully resolved within that 24-hour window, as timeline requirements will naturally scale depending on the complexity of the situation.

14 We request clarification on the service and repair timing requirements for the aircraft hangar fall arrest systems:
• PWS 1.1.5.1 requires minor repairs within 24
Per PWS 1.1.5.1, the COR may grant an extension for minor repairs. The contractor is expected to keep equipment downtime to a minimum.

hours unless extended by the COR.
May the COR extend the minor and non-major repair completion periods when technician travel, site access, or parts availability prevents completion within the stated window, or must the contractor maintain certified on-island coverage?
15 We request clarification on the service and repair timing requirements for the aircraft hangar fall arrest systems:
• PWS 1.1.5.2 requires approved major repairs to begin within two days and be completed within eight days.
May the two-day start and eight-day completion periods for major repairs be extended for technician travel or parts lead time?
Yes. If a major repair experiences delays due to factors like parts lead time or technician travel, the timeline may be extended at the discretion of the Contracting Officer (KO). The decision to grant an extension will depend on the overall complexity of the major repair and whether the affected system is critical to operations.
