About this file
This document is a Federal contract incorporating clauses by reference for Air Force Solicitation FA524026Q0021. The contract establishes an indefinite-quantity (IDIQ) vehicle for supplies and/or services with specific ordering procedures and payment requirements.
The contract employs the Wide Area WorkFlow (WAWF) system for electronic payment processing, requiring contractors to register with System for Award Management (SAM) and submit invoices through WAWF at https://wawf.eb.mil/. Payment routing uses DoDAAC F87700 for the pay official and FA5240 for issue and admin functions, with F1C346 designated for inspection, shipping, and acceptance. For cost-type line items, contractors must submit cost vouchers; for fixed-price items requiring delivery, specified invoice and receiving report documents apply; for services without deliverables, contractors may submit Invoice 2in1 documents. The contract incorporates substantial DoD-specific compliance requirements including safeguarding covered defense information (DFARS 252.204-7012), prohibitions on covered defense telecommunications equipment (DFARS 252.204-7018), antiterrorism awareness training (DFARS 252.204-7004), and restrictions on business operations with sanctioned regimes. Additional requirements address small business subcontracting limitations (50 percent for services, 50 percent for supplies excluding materials, 85 percent for general construction, 75 percent for specialty trade construction), employment standards including Service Contract Labor Standards wage requirements, and various representations regarding business status, foreign procurement taxation, and program eligibility. The contract includes options to extend services and the contract term, with specific DoDAAC codes and points of contact provided for contract administration through 36 CES/CEOS at 36CES.CEOES.Service@us.af.mil.
