Government Response
UFC 3-410-01 Section 3-3 states that "A Dedicated Outdoor Air System (DOAS) is the only allowed method for providing dehumidification of ventilation air (outside air)
. . . when the sum of all ventilation air into facility is greater than 750 cfm (354 L/sec) and the 1% occurrence humidity ratio (as documented in the official engineering weather data, or EWD) is above the inside cooling load design dew-point temperature of 57.9°F." Based on these requirements, a DOAS would be required for this project.
However, sheet M-106 in Attachment 1D shows outside air for each AHU being ducted directly from the exterior to the unit return (with a cooling coil in the airstream). Attachment 1E Section 5-1 also describes the outside air being ducted to the AHU with a cooling coil for preconditioning. Attachment 1E Section 5-3 also states that a DOAS was investigated as part of one of the alternatives in the LCCA but it was not the successful alternative. Additionally, no indoor space was allocated for a
DOAS in the 35% concept documents and the hurricane- and typhoon-prone nature of the site makes it inadvisable to install HVAC equipment outdoors if possible (UFC 3-
410-01 Section 3-7.11.1 states "Locate HVAC Equipment indoors whenever possible.").
Please confirm a DOAS is not required on this project.
No, a DOAS is required, and its location and placement will be determined by the
Contractor's design professionals.
Based on the criteria outlined in UFC 3-410-01 Section 3-3, a Dedicated Outdoor Air
System (DOAS) is indeed the only acceptable method for dehumidifying ventilation air when total ventilation airflow exceeds 750 CFM and the 1% occurrence humidity ratio exceeds the design dew point of 57.9°F. If these climate and ventilation thresholds apply to this project—based on the Engineering Weather Data (EWD) and mechanical load calculations—then a DOAS would be required for code compliance.
While Attachment 1D (Sheet M-106) and Attachment 1E Sections 5-1 and 5-3 indicate that outside air is ducted directly to each AHU with a cooling coil for pre-conditioning, this configuration may not meet the strict definition of dehumidification via DOAS as required by the UFC. Simply cooling the air through a coil is not considered a compliant method under UFC 3-410-01 if the threshold criteria are met.
It is noted that a DOAS was considered during the LCCA process and was not ultimately selected, and that no space was allocated for such a system in the 35% design documents. Additionally, we recognize the challenges associated with placing
HVAC equipment outdoors in typhoon-prone regions, as stated in UFC 3-410-01
Section 3-7.11.1, which encourages indoor placement of HVAC systems wherever possible.
However, these logistical considerations do not exempt the project from compliance with dehumidification requirements as defined in Section 3-3. If the environmental and airflow conditions trigger the DOAS requirement, alternative design options must still satisfy the UFC’s intent and performance criteria.
The RFP is silent regarding laundry facility improvements. Please confirm if additional washers and dryers are intended for the project to bring equipment ratios into alignment with AF standards (1 washer per 8 personnel and 1 dryer per 6 personnel).
The scope of this solicitation excludes furniture and equipment.
Government Response
The RFP is silent regarding Furniture, Fixture, & Equipment (FF&E) except on page 6 of the RFP SOW where it requires dust covers over office furniture and equipment.
What about bedroom furniture? Will this be re-used or should new furniture be provided. Please clarify the intent for FF&E for this project and whether a
Comprehensive Interior Design (CID), inclusive of FF&E is required. We note
Structural Interior Design (SID) is inherently included by virtue of finishes upgrade.
The scope of this solicitation excludes furniture and equipment. However, the
Contractor is required to remove and depose any remaining Furniture, Fixtures, and
Equipment (FF&E) present at the construction site at the commencement of construction.
The RFP lists UFC 3-580-01 as a referenced standard. This standard specifies minimum size of telecommunications rooms (TR) as 10'-6" x 9'-0" for buildings larger that 5,000 s.f. with additional TR's required for every 20,000 s.f.. With Saipan Dorm being 58,500 s.f., it would require at least three TR's to comply, however the RFP states in the 35% CD narrative (1-4) that existing room reconfigurations are to remain.
Please deconflict requirements and advise if new/additional TR's should be provided.
Existing room reconfigurations are to remain.
Please clarify the intent and applicability of 35% CD drawing sheet A-801 - Bathroom
Options that depict the existing bathroom layout and four options for alternate bathroom configurations. The RFP states in the 35% CD narrative (1-4) that existing room reconfigurations are to remain.
Contractor is required to use 2 Bath Option A on drawing A-801.
Please clarify desired ceiling finish in restrooms. 35% CD drawing sheets A-131 thru
A-133 all indicate 2x2 suspended acoustic tile ceiling grid, but the RCP legend on each sheet indicates to provide 5/8" water-resistant GWB. Please deconflict.
The Contractor is required to install a 2x2 suspended acoustic tile ceiling grid as noted on the drawings and floor plans, except in restrooms. As indicated in the sheet legend, restrooms shall not receive acoustic tile ceilings, and the Contractor shall disregard any Reflected Ceiling Plans (RCP) or floor plans showing acoustic tile ceilings in restrooms.
Government Response
