About this file
This is a Questions & Answers (Q&A) document for federal contract opportunity AJJY 25-1074 regarding the repair of Saipan Dorm B25007. The document contains 30 questions from potential offerors and corresponding government responses addressing various aspects of the dormitory renovation project.
Key project details revealed through the Q&A include complete replacement of the electrical distribution system from pad-mount transformers to all downstream building networks, removal and replacement of the existing roof system despite being relatively new with warranty until 2043, and replacement of existing transformers. The scope encompasses HVAC system replacement, telecommunications infrastructure upgrades including internet and digital cable outlets, hazmat assessment and potential abatement, and seismic assessment and retrofitting to current building codes. All electrical work must comply with NEC requirements including tamper-resistant receptacles, AFCI protection, and GFCI receptacles where required. The government clarified that H-2A and H2-B workers are permitted if properly vetted, CCTV systems are excluded from the scope, as-built drawings and telecommunications distribution maps will be provided post-award, and all past performance projects must be fully completed rather than substantially complete. The contractor's design team must prepare comprehensive drawings and specifications for all systems in compliance with local building codes, federal regulations, and DOD standards, with government approval required before construction begins.

Question # Question/Comment Government Response
Would the Government kindly consider raising the minimum magnitude requirement for relevant past performance to a more representative level, such as at least 50% of the estimated project value (e.g., $12.5 million or higher)?
No, please see the solicitation for the current minimum magnitude requirement.
2 Are there any Roof and below slab work to be considered? See drawings and SOW for the extent of roof and structural work.
3 Are there past or recent renovations that may have some HAZMAT report for reference?
HAZMAT assessment is included in this SOW. If hazardous material is discovered hazmat abatement scope will be developed post award.
4 Requesting as-built drawings of the dorm for area and length measurements and equipment ratings. As-built drawings will be provided
5 Provide government distribution map telecommunications services within the vicinity of the project. This data will be provided post award.
The department of Homeland Security (DHS) issued a final ruling on 17 January 2025 (LINK:
https://www.uscis.gov/newsroom/alerts/h-1b-final-rule-h-2-final-rule-and-revised-form-i-129-effective-jan-17-2025) allowing H-2A and H2-B workers to perform essential and necessary work when domestic labor is unavailable. As such, the restoration of AAFB dormitories is mission critical to our service members. The use of H-2A and H2-B workers is widely used in military bases on
Gaum due to the limitation of skilled labor. In light of the DHS final ruling referenced above, kindly confirm DFARS clause 252-222-7005 does not apply to this Soliciation and essential H-2A and H2-
B workers are allowable.
The H-2A and H2-B workers are permitted as long as they are vetted properly.
Could the government kindly confirm if offerors are permitted to submit more than 2 pages/project in Attachment 03 (Past Performance Fact Sheets)? If "YES" could the government kindly confirm if there is a maximum page allowance/project for Attachment 03?
No, please see the solicitation for the current number of copies.
In Section M - Past Performance Evaluation Factor Recency on pg. 48 of the RFP, the government states that "Recent past performance information includes contracts performed and/or being performed for any customer with in the last …," however in Section L - (a) on page 40 of the RFP, states "projects that are the most relevant contracts completed by the solicitation....," could the government kindly confirm if projects that are 90% substantially complete or greater are acceptable?
Requiring this threshold is in the best interest of the government as it more accurately demonstrates an offeror's recent and relevant experience and past performance that is substantially complete, therefore decreasing risk of performance for the government and ensuring fair competition across all offerors.
No, all projects must be completed.
Could the government kindly confirm if interim CPARS for Past Performance projects that are 90% substantially complete are acceptable for this submittal?
No, CPARS for Past Performance projects must be completed.
Could the government kindly confirm that if "the online representations and certifications for each
Joint Venture member" are complete and up to date in SAM.gov, a copy of the online representations and certifications for each JV member does not need to be included in the offeror's proposal submittal.
A copy of the online representations and certification for each Joint Venture member does not need to be submitted according to DFARS 252.204-7007 Alternate A, Annual Representations and Certifications as listed in the solicitation.

Drawing sheet A051 calls for the removal and replacement of existing roof system. During the site walk we noticed that the roof is fairly new and in good condition. The roof data name is also attached (Contract No. N40192-18-D-2804, N4019220F4145) in the wall.
