About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity to repair the Rota Dormitory (B25017) at Andersen Air Force Base in Guam. The solicitation is a Design-Build contract with a HUBZone small business set-aside under NAICS code 236220, with a size standard of $45 million. The comprehensive renovation project includes full interior and exterior repairs, updating HVAC, plumbing, electrical, and fire protection systems, and replacing the existing chiller plant with a new standalone chiller. Key scope elements include complete renovation of floors, walls, ceilings, restrooms, electrical distribution, and re-grading to ensure proper drainage.
The project has a 864-calendar day performance period and an estimated magnitude between $25-$100 million. The solicitation allows electronic proposal submission through the Procurement Integrated Enterprise Environment (PIEE), with the proposal deadline set for July 16, 2025, at 4:00 PM AEST. Question # Government Response
We are planning to use in this Rota Dorm bid the same projects that we sent out to our customers/clients (for them to complete and directly submit PPQ’s) for the Palau Dorm. Do we still need to request for PPQ’s for the same projects for use in this Rota Dorm solicitation?
PPQ's may be submitted for multiple offers, however submissions still need to come from the evaluater not the contractor.
Please refer to Section L for PPQ submission requirements.

Given the overlap in the scope of work, should the scope outlined in the RFP for AJJY 24-1098M Building 25017, Rota Hall (dated February 2025) be excluded from the new RFP for Project No. AJJY 25-1073M, Repair Rota Dormitory (B25017)?

Please confirm that the scope of work for HAZMAT is limited to a HazMat Assessment only. Per RFP dated Feb 25, 2025 “AJJY 24-1098M, Rota Hall Building 25017, SOW dated 26 July 2024, the HazMat Abatement (Asbestos and Mold) is included.
Disregard consolidated dorm project (AJJY 24-1098) scope.
46 Please clarify whether the existing furred wall gypsum board along the exterior building walls need to be replaced with new insulated gypsum furred walls? If so, should the insulation be spray-applied with an R-Value of 4.
Any insulated Gypsum walls shall be replaced in kind. Insulation shall be specified by contractor Design Team and shall meet all local and federal construction code.
47 The RFP SOW dated July 12, 2024, on page 22, first paragraph, mentions that the existing roof underside is expected to have sprayed insulation with an approximate R-value of 20. Please confirm
Please refer to most up to date SOW dated February 10, 2025. This RFI is referencing an outdated SOW. Existing Roof and Roof underside shall be replaced in kind and shall meet all local and federal construction codes.
Both the RFP SOW dated July 12, 2024, and February 10, 2025, do not specify any requirements for Telecommunication (e.g., Telephone, CATV, CCTV). Could you please confirm that Telecommunication is not required for this project?
Telecommunications is included in this project. The CCTV system and components shall be protected and kept operational during the project.
According to the RFP SOW dated July 12, 2024, on page 30, Paragraph 7-5-3, it states that Fire Hydrants will be provided. However, the provided reference drawing CS101 Site and Utility Plan - Rota and its associated notes do not indicate any requirement for a Fire Hydrant. Could you please confirm if the installation of a new Fire Hydrant is required, and if so, where it will be located?
Fire Hydrant replacement is not a part of this RFP
According to the RFP SOW dated July 12, 2024, on page 8, Paragraph 2-2.1 Grading, the second paragraph mentions that UFC 3-201-01 Section 2-8 requires buildings to be elevated above the base flood elevation (BFE) when practicable. However, since this is an existing building, the site is limited by boundaries and existing conditions. The feasibility and extent of grading will be determined upon receipt of the survey data as the project progresses. Please confirm that the Grading SOW is not part of the bid, and that the actual scope of work and associated costs will be determined based on the survey data. This will then be addressed as a change order to the contractor as the project moves forward.
It would not be feasible to try to raise the elevation above the flood elevation, thus the requirement to regrade around the building is to ensure that the water either drains away from the facility and or is diverted so that flooding into the building is mitigated.
During the site visit and inspection on June 26, 2025, it was observed that the existing windows have two types of secondary protection:
| • | For all sleeping quarters, aluminum windows are equipped with perforated aluminum screens. |
| • | The ground floor of the building’s center wing has windows with roll-down shutters. |
Please confirm that all existing window protection will be removed and replaced with the same type of protection for each respective window.
All storm shutters shall be replaced with perforated aluminum screens.
11. Re: RFP Basis of Design – 35% Concept Design, Page 15, Figure 4-2
The RFP states, “THE CENTER WING REQUIRES REPAIR TO THE EXISTING ROOF,” while the provided 35% RFP drawing (A1/A-051, Existing and Demolition Roof Plan, Key Notes D12) specifies the scope of work (SOW) as “REMOVE EXISTING ROOF ASSEMBLY AND PREPARE SUBSTRUCTURE TO RECEIVE NEW ROOF.” However, Drawings A1/A-103 (Level 3 - New Roof Plan) and A1/A-151 (New Roof Plan) indicate the SOW as “INSTALL NEW ROOF TO MATCH EXISTING IN KIND.”
During the site visit and inspection on June 26, 2025, it was observed that the center wing roof has an insulated bitumen roofing system, roof coating on eaves (approximately 5 feet wide in the corridor area), and that all stainless steel gutters, eave flashings, roof drains, and downspouts are in good condition.
Clarification Request:
Does the SOW “REMOVE EXISTING ROOF ASSEMBLY AND PREPARE SUBSTRUCTURE TO RECEIVE NEW ROOF” require the existing roof slab to be demolished and replaced with a new CIP reinforced concrete roof slab before installing the new insulated bitumen roofing? Or does it only require the removal of the existing insulated bitumen roofing and surface preparation of the existing roof slab prior to installing the new insulated bitumen roofing?
Contractor shall remove the existing insulated bitumen roofing and install new roofing system to match the existing roof.
During the site visit and inspection on June 26, 2025, it was noted that there are no existing spalls or cracks on the spandrel, underside of corridors, or the roof underside. Please confirm that concrete spall and crack repairs are not included in this RFP.
All spalls and cracks are included in this scope of work. Contractor shall repair all spalls and cracks.
54 Do the existing stainless steel roof gutters, eave flashings, roof drains, and downspouts need to be removed and replaced with new ones to match the existing in kind, or are they to remain as they are? Please advise. Yes they need to be removed and replaced in-kind.
55 Does the existing aluminum louver of all mechanical rooms need to be removed and replace with new in kind?
Please advise. Yes, this is included in the scope of work for replacement.
The RFP SOW specifies that the scope is limited to interior renovations, including interior painting. Please confirm that exterior surfaces of the building (such as walls, roof eaves, 2nd and 3rd floor corridor undersides, and stairs) are excluded from the painting work.
This is incorrect. In this project there is both and interior and exterior project. Exterior work includes painting, spall and crack repair, and roof repair, exterior paint, etc.
57 Is MEC required for this RFP? Please advise. MEC requirements are specified in the SOW.
58 Please confirm that the new building electrical power system shall be connected to existing dedicated two (2) 208/120v, three-phase, 225kVA pad mounted transformer. Per NEC regulations the 225kVA shall be replaced
We are requesting a 3-week bid extension from the bid date of July 16, 2025, due to the following reasons.
| a. | Waiting response from submitted RFI. |
| b. | To have ample time to solicit the reliable price materials and equipment quote for HVAC System, DDC |
System, Fire Protection System and Electrical System.
| c. | To have ample time to coordinate the RFP SOW to our Design Team and DOR. |
| d. | To have ample time to prepare the reliable estimate and cost proposal. |
The proposal due date will remain July 16, 2025 at 4:00PM AEST.
60 Risk category according to plans appears to be lower than required by UFC for dormitories, is the ASCE 7/UFC risk categories to be followed? ASCE 7/UFC risk categories should be followed.
AT/FP documentation is provided, will there be a component of the project to determine AT/FP resistance capabilities of building? If so, will standoff distance, explosive weight and other necessary data be provided? Will access to SBEDs be required?
Single-Degree-of-Freedom Blast Effects Design Spreadsheet (SBED) will not be needed. AT/FP will be a part of design components for doors/windows, building for the new chiller and grading aspects not a redesign to mitigate building dimensions or size.
62 Are dormitories to be occupied during the restoration? There will be no occupants during construction.
63 Are cladding and roofing upgrades a part of the contract? Replace in kind project, the project 100% design must be to current UFCs and UFGS.
64 Will seismic restraint upgrades of the MEP systems be a part of the contract? Seismic restraints shall be specified by contractor Design Team and shall conform to all local, federal and DOD construction codes.
65 Can we request for structural as-built drawings? As-Built drawings will be provided
66 Can you confirm the structural systems of the building (RC moment frame, CIP slabs, slab decking, CMU shear walls, RC shear walls)? See As-Built Drawings and Final 35% Concept Design Drawings for Details
67 Are there new architectural and/or mechanical elements being added to the existing design of the building (i.e.
new RTUs, new floor occupancy)?
This dorm shall be removed from the existing dormitory chiller plant system and contractor shall furnish and install a new chiller specifically for this dormitory.
68 Is it required to perform a full structural analysis of the existing building or is analysis limited to areas with visible deterioration of structural elements and/or areas with added loads? Contractor shall provide complete and structurally sound building upon construction completion.
69 If there are new loads to the structure, is it expected to evaluate existing foundations for capacity? Contractor shall provide complete and structurally sound building upon construction completion.
70 If asbestos-containing materials are discovered during demolition, will asbestos remediation be included in the scope of this contract.
HAZMAT assessment will be included in CLIN 0001 base bid. If any HAZMAT abatement and remediation is required, the contractor shall perform as part of a contract modification post-award.
The scope of work includes “updating energy and life safety” This suggest that a comprehensive evaluation of the building envelope is required, including the roof, to ensure compliance with the current energy efficiency standards. Depending on the findings, the entire roof system may need to be replaced or upgraded to meet the energy code requirements. Please clarify.
Full replacement of roof to match existing in kind, is a part of this project so this does cover the entire building envelope.
Could the government kindly confirm if offerors are permitted to submit more than 2 pages/project in Attachment 03 (Past Performance Fact Sheets)? If "YES" could the government kindly confirm if there is a maximum page allowance/project for Attachment 03?
There are no page restrictions as it pertains to the fact sheets. Per Section L of the solicitation, all offerors shall provide a list of no more than five (5) individual projects that are the most relevant contracts completed by solicitation issue date for any customer using the Past Performance Fact Sheet.
In Section M - Past Performance Evaluation Factor Recency on pg. 48 of the RFP, the government states that "Recent past performance information includes contracts performed and/or being performed for any customer with in the last …," however in Section L - (a) on page 40 of the RFP, states "projects that are the most relevant contracts completed by the solicitation....," could the government kindly confirm if projects that are 90% substantially complete or greater are acceptable? Requiring this threshold is in the best interest of the government as it more accurately demonstrates an offeror's recent and relevant experience and past performance that is substantially complete, therefore decreasing risk of performance for the government and ensuring fair competition across all offerors.
Projects that are 90% substantially complete or greater are acceptable.
