The solicitation is a 100% HUBZone small business set-aside with an estimated contract value between $10-$25 million and a period of performance of 800 calendar days. Question # Question/Comment Government Response
1442 and Section M – in the 1442 the magnitude of the project is noted as $20 to $100 million. In Section M, Evaluation Factors for Award, the relevant project size is noted a greater than $3,000,000. The Government’s requirement for the work is inconsistent. Is the project value $1M to $5M
Per FAR 36.204 and DFARS 236.204, the magnitude of construction refers to the estimated price range of the anticipated award. Section M references the evaluations factors to be used to make the award, particularly, the past performance factor. Under past performance, there are three (3) elements that the Government will assess: recency, relevancy, and performance quality. For a project to be considered RELEVANT, projects must meet all three criteria of SCOPE, MAGNITUDE, and COMPLEXITY. To meet the requirement of MAGNITUDE, projects that are submitted either through offeror PPQs or ratings received in the Federal Past Performance Information Retrieval System (PPIRS)/Contractor Performance Assessment Reporting System (CPARS) shall be greater than $3M. Any submission of a past project(s) $3M or less will be considered NOT RELEVANT.
1442 and Section M – in the 1442 the magnitude of the project is noted as $20 to $100 million. In Section M, Evaluation Factors for Award, the relevant project size is noted a greater than $3,000,000. The Government’s requirement for the work is inconsistent. Will the Government make the relevant project value(s) greater than $20,000,000?
Please see Response 1.
Section M – for an “Acceptable” evaluation of relevancy, will the Government require at least one project to be greater than $20,000,000 in contract value?
The Government will consider for evaluation completed projects that are greater than $3M. In accordance with Section M of the solicitation, magnitude refers to the value of past performance project information being evaluated and is only one of three criteria that offerors shall meet in order for a project to be considered RELEVANT. Acceptability refers to the Government's overall Past Performance Evaluation Rating of an offeror's proposal.
1442 and Section M – the Government defines “RELEVANT” as “Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation.” Which “magnitude” is the Government referring to, the value of the requirement as noted in the 1442, or the contract value greater than $3,000,000?
Please see Response 3.
1442 and Section M – If the Government’s response to the definition of relevancy is a project greater than $3,000,000, what is the relevance of the Magnitude noted on the 1442 of $20,000,000 to $100,000,000?
Please see Response 1.
FA524025R0001 - AJJW 25-1071M Repair Marbo Bulk Plumbing Station (BPS) Tank 2 and Wells 1 & 3 - Questions & Answers (Q&A)
I have a question about the site visit. Do the attendees need an Andersen Base Pass to access the sites? Or do they need any type of passes to enter Camp Skaggs, where it will be held?
The project site is located outside of the main Andersen Air Force Base and does not require an Andersen Air Force Base Pass.
In the Government’s response to RFI #1, the GOV confirmed the estimated price range of the anticipated award as per Amendment 2 to be in the $10,000,000 to $25,000,000 range.
The GOV further confirmed that the evaluation of criteria in Section M for MAGNITUDE AND COMPLEXITY (GOV emphasis added) is a project greater than $3,000,000. The disconnect between the projected price range of the requirement and allowing projects greater than $3,000,000 to be considered Relevant is a risk to the Government. The proposed design-build requirement is complex and will require significant experience on larger, more complex jobs. Will the GOV please raise the relevancy requirement to a minimum of $10,000,000 to reflect the difficulty and experience required to successfully complete this requirement?
The relevancy requirement is clearly stated in Section M.
In the Basis of Design, Chapter 3 Environmental, it is noted in 3-1 that Asbestos may be required and testing for hazardous materials will be required on all electrical and process equipment. As this is a Design-Build project and without specific quantities of Asbestos, lead or other hazardous materials to be disposed of the GOV must retain responsibility for this abatement. Please remove this requirement from the contract, or will the GOV retain this scope in the contract but provide for unit price payment for quantities.
Please clarify your question.
Reference Section H - Special Contract Requirements, clause
52.236-1 PERFORMANCE OF WORK BY THE
CONTRACTOR - Since this solicitation is a competitive HUBZone set-aside, please confirm whether it requires the HUBZone-certified company to perform 100% of the work without subcontracting. Specifically, given that the project includes specialized provisions for instrumentation and control (SCADA) equipment, does this mean the contractor must have the in-house capability to perform this work without employing a subcontractor?
