Question # Reference Question Government Response

1 SF1442

We would like to request that the bid submission date be extended to April 29, 2024. We need the additional time to secure pricing from our subcontractor and suppliers.

Proposal due date has been extended to 30 April 2024. See Amendment

FA524024R00050003.

2 Site Visit Thanks for clarifying that the site visit is on Friday, March 29. In observance of Good Friday, may we request to have this moved to Thursday, 28Mar24 or Monday, 01Apr24?

The site visit will remain as scheduled on Friday, 29 March 2024 @ 1000 HRS ChST, as the observance of Good Friday is not a Federal Holiday.

3 Site Visit Can you share any pictures or documents covering the current site conditions and other terminals if any for us to better understand the quality / standards of construction interior and exterior finishes.

Available pictures are attached in the solicitation amendment 0005 (Attachment 1 - PART F - B-17002 Site Pictures). KTRs were already allowed to take as many pictures as they wanted from inside and outside of the facility during two site visits. KTR should be responsible for researching potential design quality / standards beyond the already provided design drawings

Approval Plan and Permit Approval Process Transparency - As architectural review process and building permit approval process and eta vary from location to location, please what is the current permitting process and current eta (i.e.) are there other concurrent projects that can impact the permit issuance timelines.

Government cannot guarantee that any repair/renovation works may or may not happen at the CES Fire Station or OSS areas in the building. However, PAX Terminal project area as marked in the design will be free from any other contract works and that location will be handed over to the PAX Terminal contractor. Any construction work on the flightline side will require TACW approval that can take about 3 to 4 months. Use of cranes and other high rise equipment will require TERP approval also. Both permits can be obtained by working with 36 CES Planning section.

American Made Expectations - The current structure shown in one of attached Air Force Base’s Architectural Compatibility and Base Design Standards consists of products that may no longer be used in mainland USA like windows and shutters. Are the expectations to build the pictures shown as standards document?

For example I do not see the window/door schedule, etc

We have Andersen Base Standards and the design was made to comply with

it. Follow the design requirements shown in the design. Base standard used for the design (ACBDS) was provided by 36 CONS during solicitation.

Construction Costs - Thank you for sharing the trade costs via the Governor's letter. As the cost for construction entails more than the trade costs and Guam's GDP is primarily driven by the US Govt spending, would you be able to share any recently completed govt construction and demolition cost / sq ft studies or research ?

Additional information is not available. Offerors are responsible for providing their most accurate pricing based on currently available information.

AJJY 19-6004 Renovate Passenger Terminal B17002 And Provide Temporary Facility For Passenger Terminal Questions & Answers (Q&A)

Financing - As this is catered to small business and is relatively a bigger spend when compared to a traditional small business financial capability is there any govt support to material, and other costs vs. contractor have to pay and govt pays after the contractor gets to the site?

The Government does not anticipate providing financial support under this requirement.

Are we allowed to speak with the Architect (John Setadi) or Engineer of record to expedite the bid submission process?

It is not Government's call and no comments.
