About this file

This document contains responses to questions from potential offerors regarding solicitation number FA524023R0030 for repair and construction work at Booster Pump Station #3 on Andersen Air Force Base in Guam. The scope of work involves demolishing and replacing booster pumps, piping, valves, electrical equipment, and controls across multiple buildings. Key clarifications provided include confirming the removal of all fittings and valves in specified areas, as well as clarifying that new above-ground piping will connect to existing underground infrastructure. The government responses indicate that field verification of existing conditions is required prior to design and that the booster pumps are not designed to run simultaneously. Additional questions covered lifting equipment, electrical upgrades, and the lack of historic preservations requirements for all buildings except B685.

FA524023R0030 - AJJY 23-1026A Repair Booster Pump Station #3 B680, B681, B682A, B683 and B686, Andersen Air Force Base, Guam - Questions & Answers (Q & A)

8 FA524023R0030 Please confirm if the booster pumps is an individual pump operation or not.

Contractor must field verify existing condition prior to start of design and construction work.

9 FA524023R0030

There are several sizable pumps at the project site and to ensure we provide the correct treatment systems; can you confirm the aggregate/peak flow rate to be disinfected and fluoridated? Can you provide the line pressure at point of injection?

Contractor must field verify existing condition prior to start of design and construction work.

10 FA524023R0030

Who will be responsible for the booster pump in the chlorination room? We need to make sure booster pump pressure is higher than the line psi at point of injection.

Contractor will be responsible to provide temporary water treatment during construction.

11 FA524023R0030 What is the service line pressure to the water treatment building?

Contractor must field verify existing condition prior to start of design and construction work.

12 FA524023R0030

We kindly request a one-week extension for this solicitation to provide our suppliers with enough time to incorporate the response in this RFI and get the best possible cost proposal for the water treatment system.

Part 1, SOW, Para 2.3.b for BLDG-680, 681, and 682A, states “Remove and dispose of existing disconnect switches, transformer, electrical panel, conduits, clamps, and wires.” Based on the site visit, existing disconnect switches, dry-type transformers, electrical panels, and associated conduits and wires for buildings 680, 681A, and 682A appear to be in good condition. Please confirm that the said equipment is to remain.

Yes, remove and replace existing electrical appurtenances.

Please be advised, Booster pump station #3 must remain operational as repair and replacement of equipment is being done.

14 FA524023R0030

Assuming all pumps will run simultaneously, the combined loads of all new pumps (see below) will exceed the existing pad-mounted transformer, 300kVA, and generator, 200kW ratings. Please provide the pumps sequence of operation to confirm if the upgrade of the electrical equipment is required.

Bldg 680 – 100HP Bldg 681 – 100HP Bldg 682A – 150HP

At no time is the pumps at Booster pump station #3 running simultaneously.
