About this file
This document contains answers to questions from contractors regarding solicitation number FA524023R0030 from the Department of the Air Force Pacific Air Forces. The solicitation involves a design-build project to repair Booster Pump Station #3 at Andersen Air Force Base in Guam. Key work includes replacing the booster pump, piping, valves and associated components in buildings B680, B681, B682A, B683 and B686. The government responses clarify that all existing pipes, fittings and valves in the by-pass pit will be removed, with new above-ground bypass piping connected to existing underground pipes. Contractors are responsible for field verifying existing conditions and designing electrical, mechanical and control systems to comply with applicable codes and standards. The project requires an overhead lifting hoist system to lift pumps and motors but design details are left to the contractor.

Section 2.3 Demolition and Removal, page 7 of 33, By- Pass Pit, East of B682 Mechanical item b states that, “Remove and dispose of existing by-pass piping, water meters, accessories, components, supports, fittings, and valves”. Kindly confirm that the underground piping connected to the by-pass piping will not be removed and shall be abandoned in place since the bypass pit will be backfilled and the new by-pass piping will be installed above ground.
All existing pipes, fittings, valves, supports in by-pass pit will be removed. New by-pass piping will be above ground and connected to existing underground pipe.
3 FA524023R0030
Can you confirm that no exterior underground piping shall be removed, and all new piping shall be installed aboveground aside from the new underground piping for the inter-tie vault, west of B685?
All exposed piping will be elevated above ground level located west of Bldg-686.
4 FA524023R0030
Can you provide a point of connection (POC) for the new aboveground waterline?
See Section J, Attachment 8 in Solicitation.
5 FA524023R0030
May we request a copy of the civil, mechanical, and electrical as built for all the buildings as well as the as built of the existing underground waterline connections of the of the booster pump?
See Section J, Attachment 9 in Solicitation .
6 FA524023R0030
In reference to 4.4. Building Commissioning, requesting verification with the Government if the existing DDC controls is a JCI Metasys?
No existing DDC system. Only SCADA system in the facilities which is obsolete and need replacement.
7 FA524023R0030
Requesting existing points list for the mechanical equipment’s affected on this repair and construction work?
Contractor must field verify existing condition prior to start of design and construction work.
FA524023R0030 - AJJY 23-1026A Repair Booster Pump Station #3 B680, B681, B682A, B683 and B686, Andersen Air Force Base, Guam - Questions & Answers (Q & A)
8 FA524023R0030
Please confirm if the booster pumps is an individual pump operation or not.
Contractor must field verify existing condition prior to start of design and construction work.
9 FA524023R0030
There are several sizable pumps at the project site and to ensure we provide the correct treatment systems; can you confirm the aggregate/peak flow rate to be disinfected and fluoridated? Can you provide the line pressure at point of injection?
Contractor must field verify existing condition prior to start of design and construction work.
10 FA524023R0030
Who will be responsible for the booster pump in the chlorination room? We need to make sure booster pump pressure is higher than the line psi at point of injection.
Contractor will be responsible to provide temporary water treatment during construction.
11 FA524023R0030
What is the service line pressure to the water treatment building?
Contractor must field verify existing condition prior to start of design and construction work.
12 FA524023R0030
We kindly request a one-week extension for this solicitation to provide our suppliers with enough time to incorporate the response in this RFI and get the best possible cost proposal for the water treatment system.
Due to end of year requirements, the Government is not able to accommodate your request.

Part 1, SOW, Para 2.3.b for BLDG-680, 681, and 682A, states “Remove and dispose of existing disconnect switches, transformer, electrical panel, conduits, clamps, and wires.” Based on the site visit, existing disconnect switches, dry-type transformers, electrical panels, and associated conduits and wires for buildings 680, 681A, and 682A appear to be in good condition. Please confirm that the said equipment is to remain.
Yes, remove and replace existing electrical appurtenances.
Please be advised, Booster pump station #3 must remain operational as repair and replacement of equipment is being done.
14 FA524023R0030
Assuming all pumps will run simultaneously, the combined loads of all new pumps (see below) will exceed the existing pad-mounted transformer, 300kVA, and generator, 200kW ratings. Please provide the pumps sequence of operation to confirm if the upgrade of the electrical equipment is required.
Bldg 680 – 100HP Bldg 681 – 100HP Bldg 682A – 150HP
At no time is the pumps at Booster pump station #3 running simultaneously. Shift operators have the choice of running either pump, controlling GPM through VFD’s to suffice water consumption requirements. This is a Design- Build project and contractor is responsible for the design requirements to comply UFC, all applicable codes, and standards.
