Question # Question/Comment Government Response

1 Will the attachments Section L and M be posted in SAM? Sections L and M are located within the SF1442.

Will Final or Interim CPARS reports be considered for the Performance Quality Assessment submittals? Our clients that use the CPARS system tend to reject requests for PPQs when a CPARS evaluation has been entered.

In accordance with Section M, the Government will only assess those records determined recent. Recent Past Performance in Section M is defined as those projects "completed." If available, the Government intends to locate any CPARS related to completed projects submitted on a Past Performance Fact Sheet. Offerors are encouraged to work with their clients to ensure PPQs are submitted to provide any additional data not captured in CPARS.

3 Will previously completed PPQs be accepted to meet the Performance Quality Assessment criterion?

The Government will only accept a Past Performance Questionairre (PPQ) from the client/POC. PPQs submitted by the offeror will not be considered. All offerors shall utilize Attachment 11 - Past Performance Questionnaire.docx. If the client/POC sends another PPQ version, the Government reserves the right to evaluate the information in accordance with Section M.B.

4 Please provide instructions on how we will obtain base access prior to the site visit.

In accordance with Section L, please review the Site Visit section regarding "Offerors with Base Access" and "Offerors without Base Access". Basic instructions are also included in the notice description. Attendees must meet installation access requirements to attend. "Offerors without Base Access" will be sponsored on base if they meet all installation access requirements. Installation Access Requirements can be found at https://www.andersen.af.mil/Contact-Us/Visitor-Center/

5 We would like to know the requirements for those who "Do Not" have base access.

In accordance with Section L, please review the Site Visit section regarding "Offerors with Base Access" and "Offerors without Base Access". Attendees must meet installation access requirements to attend. "Offerors without Base Access" will be sponsored on base if they meet all installation access requirements. Installation Access Requirements can be found at https://www.andersen.af.mil/Contact-Us/Visitor-Center/

Section L, Proposal Preparation Instructions, Part III - Past Performance Proposal, paragraph (c), Relevancy considerations references "elements cited in Section M, paragraph B.4." However, upon review of Section M, paragraph B.4, item (vi) only states "will pay particular emphasis on those trades required to complete the project work to include the following:" Will the government please provide the list of trades missing in Section M, paragraph B.4?

Section M has been amended to include the missing elements; (1) Demolition, (2) Painting, (3) Carpentry, (4) Mechanical/HVAC/Plumbing, (5) Fire Sprinkler/Fire Alarm Systems, (6) Electrical, (7) Structural, (8) Design as specified in General Statement of Work (Attachment 1),

(9) Hazmat/Asbestos/Abatement, (10) Roofing/Insulation/Thermal & Moisture Control

(11) Civil work, (12) Munitions of Explosive Concern (MEC)

Is the offeror able to submit PPQs that were completed prior to this solicitation utilizing the NAVFAC Form PPQ-0 template, which is essentially the same form as Attachment 11 Past Performance Questionnaire (PPQ) in the FA524023R0010 solicitation documents?

The Government will only accept a Past Performance Questionairre (PPQ) from the client/POC. PPQs submitted by the offeror will not be considered. All offerors shall utilize Attachment 11 - Past Performance Questionnaire.docx. If the client/POC sends another PPQ version, the Government reserves the right to evaluate the information in accordance with Section M.B. See Question & Answer #3.

Part II - Price Proposal

(a) Complete the Seed Project Price Schedule (Attachment 9) for the Seed Project. The Price Schedule shall be the only place in the RFP that a price will be included. Section B (Supplies or Services and Prices) of the SF1442 shall not be filled in. This section will be filled in by the Government if an award is made.

Offeror will not complete Section B? Should the amount in Block 17 of SF1442 be the sum of the Base Bid and Option Bid?

In addition to the Price Schedule, offeror's shall also place the total evaluated price (TEP) for the Seed project in Block 17 of the SF1442. Section L will be updated with the next amendment.

9 Is it likely next weeks re-scheduled site visit will be postponed due to the intensity of the storm?

Due to Typhoon Mawar recovery efforts on the island of Guam, the site visit scheduled for 1 June 2023 is postponed. The Government is working to extend the solicitation due date and re-schedule the site visit. Updates will be posted on SAM.gov as soon as possible.

10 Please provide floor plans with room numbers that match written scope of work. As written the scope and drawings do not match.

See updated Attachment 05 - Seed Project SOW_1 June 23 rev1 and Attachment 06 - Seed Project Reference Drawings_1 Jun 23

Page 1 of Attachment 11, Past Performance Questionnaire (PPQ), it states that you would like our POCs to complete their written responses and forward them to you by 19 June 2023, which is well before our RFIs are due to you on 26 June. Is it your intention to reissue the PPQ with a due date that more closely reflects the extension when the next Amendment is released?

See updated Attachment 11 - Past Performance Questionnaire (PPQ). PPQs are requested no later than 10 July 2023.

12 Kindly advise the liquidated damages for the SEED Project. FAR Clause 52.211-12, Liquidated Damages-Construction has been updated to include the amounts for the Seed Project.

13 Request clarification on the meeting place for the site visit, "Meehan Conference Center?"

The meeting place is the Meehan Conference Center (Base Theater). Due to the current status of facilities on Andersen AFB, the initial meeting may take place at the front entrance overhang at the Meehan Theater. Offerors are encouraged to bring an umbrella to the site visit. Please anticipate walking from the Meehan Conference Center to the site.

This would appear to require that only "completed" contracts could be submitted and would preclude offerors from submitting past performance experience on ongoing contracts even if those contracts have been under performance for years. Would the Agency consider amending this language to reflect that ongoing contracts may also be submitted as a past performance example?

The Government is only accepting "completed" projects as stated.

Part B.4 on page 69 states, in part, that the evaluation of past performance information “(iii) will not take into account past performance regarding subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition [and] (iv) will not take into account past performance information regarding sister companies”.

However, Page 70, part B.6, states: “Offerors may include the experience of a teaming partner that will perform major or critical aspects of the work…. (e.g., joint venture partner, partner, team member, parent company, subsidiary, or other affiliated company, etc.)” if an agreement or letter of commitment is submitted.

These sections appear to be in conflict. Can the Government confirm that, in accordance with paragraph B.6, the experience of a teaming partner (to include an affiliated company, sister company, and/or subcontractor) will be considered provided that the requirements for the agreement or letter of commitment are met?

The Government confirms it will not take into account past performance information regarding subcontractors without a teaming partner agreement. The Government will take into account teaming partners if an agreement or letter of commitment is submitted. The intent of the language is ensure past performance submitted on behalf of an offeror is for the team executing work through the life of the contract. Please avoid submitting subcontractor Past Performance Fact Sheets without an associated teaming agreement.

16 I can’t find the updated Attachment #11 (PPQ) in the downloaded Amendment #4 The PPQ template (Attachment 11) has been updated in SAM.gov.

The Government’s RFI responses to Questions #2, #3, and #7 appear to require Offerors to provide Past Performance Questionnaires (PPQ-0) for each Past Performance Fact Sheet (Attachment 10) submitted, even if those projects have current CPARS evaluations. Please note that NAVFAC and USACE offices in the Pacific Region have repeatedly stated that their policies are to only provide past performance evaluations through the existing Government evaluation systems (CCASS/ACCASS/CPARS) and not complete PPQ-0s. The government appears to have implemented this policy to mitigate the significant number of PPQ-0 completion requests that Contracting Personnel were receiving.

Considering these established policies, please reconsider allowing Offerors to submit existing CPARS evaluations instead of PPQ-0s when available.

There is no requirement for the offeror to provide a Past Performance Questionnaire (PPQ) as part of their proposal, only submission of the PPQs to the client or POC. It is the client/POC's right to not provide information for our office. The intent of the PPQ is to capture past performance from commercial clientele, supplement information available in CPARS, or provide information not found in Government systems. The evaluation may be based on any data independently obtained by the government, which includes review of CPARS. Section L, Part III(a) states "provide any information currently available." Offerors can submit CPARS documentation in Part III.

18 Is there a minimum number of Past Performances that must be submitted?

Reference Section L of the RFP:

Per Section L, PART III - PAST PERFORMANCE PROPOSAL - Only relevant efforts desired:

(c) Past Performance Information: Provide a list of no more than five (5) of the most relevant contracts completed by solicitation issue date for any customer using the Past Performance Fact Sheet (Attachment 10). The Past Performance Fact Sheet should correspond with the PPQs above (b). Offerors are advised that they may provide information on problems encountered on the identified contracts and the offeror's corrective actions. If an offeror has no past performance history of relevance, the offeror must state affirmatively it possesses no past performance history of relevance.

19 Will photos be allowed? Yes. Offerors were allowed to take photos at the site.

Given that projects completed on Guam and at Andersen Air Force Base may be of the most relevance in meeting B.7, will the Government consider allowing offerors to submit PPQs completed in support of other DoD proposal requirements and/or complete Contractor Performance Assessment Reports (CPARs)?

Yes. Note, the Government will only accept a Past Performance Questionairre (PPQ) from the client/POC.

21 What is the maximum number of contract references for each team member?

In order to limit the number of files required for submission and maintain continuity for each volume, will the Government allow offerors to submit all volumes in PDF format?

Yes. An amendment will be posted as soon as possible.

23 Can the Government please clarify whether Price or Past Performance is the more important factor?

Reference Section M of the RFP:

BASIS FOR CONTRACT AWARD: This is a competitive Subjective Tradeoff (STO) best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) FAR Supplement Procedures, Guidance and Information Subpart 215.3, and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3, and Department of Defense Source Selection Procedures (20 Aug 2022) in which competing offerors' past performance information will be evaluated on a basis significantly more important than price.

In order for Offerors to comply with 52.215-1, responses must be submitted one working day prior--Friday, July 7—which is three days prior to the July 10 due date due. Could the Government extend the response due date at least one day so that responses can be submitted one day before the response is due rather than three?

Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. The exact time specified for receipt of offers is located in block 13 of the SF1442.

Any offeror whose proposal was submitted in PIEE before that exact time/date will be considered and not considered late.

Will the Government please reconsider the requirement for completed contracts and instead accept multi-year IDIQ contracts with at least one (1) year of completed performance?

No. However, the Government reserves the right to evaluate the information in accordance with Section M.B if it is associated with submitted projects (i.e. task orders).

Will the Government please amend the requirement to allow offerors to use Past Performance projects completed by the response due date?

No. The project must be completed by the solicitation issue date.

Will the Government please reconsider the requirement and allow offerors to reference ongoing multi-year projects that are similar in size, scope, and complexity with more than one year of completed performance?

No. The project must be completed by the solicitation issue date.

Part III, Paragraph C defines relevant projects as those which have a magnitude of > $1M< $5M. We urge the Government to lower the past performance threshold to at least $750k.

Reference Section L of the RFP:

The Magnitude: Past performance records demonstrated successful execution of projects > $1M

An amendment will be posted as soon as possible.

29 Will the government accept relevant projects that are greater than $5M in value?

Reference Section L of the RFP:

The Magnitude: Past performance records demonstrated successful execution of projects > $1M

An amendment will be posted as soon as possible.

The solicitation seed project is a design-build requirement, and it is anticipated there will be design-build task orders issued under this MACC. The solicitation, however, does not require offerors to submit separate design projects that would demonstrate the offeror's Design Teaming Partner/Designer of Record's relevant design experience. Will the government consider either adding a separate requirement for design projects or allowing the inclusion of design projects performed by teaming partners (performing a major or critical aspect of the work) as part of the 5 prime contractor experience examples to be counted toward the Past Performance Factor?

Stand-alone architect-engineer (A-E) contracts will not be executed under the MACC. If an A- E teaming partner completed design-work as part of a relevant construction effort, offerors can submit the past performance. No separate requirement will be added.

Line items (I) and (J) require the contractor to describe the work performed and the project relevance, however, the space provided to respond is not adequate to clearly demonstrate project scope and relevance. Given the vast design and trade elements of this solicitation can the contractor add additonal pages to the Fact Sheet to address these requirements?

Yes. Offerors are encouraged to provide detailed information on why the project is relevant.

Add space as required.

Can the government please confirm that font size of 10pt or greater (8pt or greater for graphics), and margins of 3/4"or greater on all sides is acceptable for content not included in a government-issued form/attachment?

This is acceptable. No definitive requirement is provided. Proposals will be submitted electronically through PIEE.

Due to covid related delays in the last 3 years, would it be possible to extend past performance projects to 8 or 10 years prior to the issuance of the solicitation?

Past performance recency will remain at completion within 5 years from the issuance of the

RFP.

Due to recent Typhoon in Guam, we still don’t have power and internet. Kindly request to extend proposal submission date 3 weeks to 31 July 2023.

Due to mission requirements the Government is unable to extend the proposal due date to July 31, 2023.

In reference to the site visit held today June 13th, would it be possible for the contractors to receive a copy of the sign in sheet of attendees?

Yes. Site visit attendance information will be posted to SAM.gov.

Kindly confirm if Offerors who intend to include teaming arrangements would need to submit a total of 5 PPQ/Past Experience Projects together or 5 PPQ/Past Experience each.

Requirement is for the offeror, regardless of teaming arrangement.

If Offeror’s Past Performance References are no longer employed with the Agency a project was completed with, can the Offeror submit previously completed PPQs completed by the POC.

The Government will only accept a Past Performance Questionnaire (PPQ) from the client/POC. The Government recommends offerors reach out to the Agency to re-accomplish or send the copy.

Can the PPQ acceptance period be extended to 2015? COVID for the past three years has hindered operations and consideration would be needed for past performances.

Past performance recency will remain at completion within 5 years from the issuance of the

RFP.

RFP Section L – Attachments 9 - Seed Price Schedule, Attachment 10 - Past Performance Fact Sheet, and Attachment 11 - Past Performance Questionnaire (PPQ) are required to be submitted as part of an Offeror’s proposal, but all are marked in the header/footer as “Controlled Unclassified Information” or “CUI”. Please clarify if and how that affects how an offeror must coordinate, assemble, and produce their proposal submittals, which must include these documents.

Offerors shall submit proposals via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module in accordance with Section L of the RFP. All Controlled Unclassified Information (CUI) will be safeguarded pursuant to and consistent with law, regulations, and Government-wide policies.

Per the RFP’s SF1442 & Section L, Proposals MUST BE submitted electronically through PIEE. Please advise if electronic signatures will be acceptable for all proposal documents requiring a signature, such as for the SF1442, Attachment 09 – Seed Price Schedule, etc.

Electronic signatures are acceptable.

Attachment 10 – Past Performance Fact Sheet is provided in Microsoft Office Word format, but requires the Offeror’s signature.

Please advise how Offerors are to provide a signature while keeping the file in Microsoft Office format as required; or kindly consider allowing the file to be converted to and provided in PDF format or remove the requirement for a signature, which would safely allow Offerors to provide Attachment 10 in Microsoft Office format without any risk to the Offeror.

Past Performance Fact Sheets may be converted to PDF and are exempt from the Microsoft Office Format. An amendment will be posted as soon as possible.

Past Performance Questionnaire (PPQ) is provided in Microsoft Office Word format, but requires the Respondent’s signature. Please advise how Offerors are to provide a signature while keeping the file in Microsoft Office format as required; or kindly consider allowing the file to be converted to and provided in PDF format to allow the safe placement of an electronic signature or a scanned copy of the completed document in PDF format.

Past Performance Fact Sheets may be converted to PDF and are exempt from the Microsoft Office Format. An amendment will be posted as soon as possible.

RFP Section L – Attachment 09 – Seed Price Schedule – The attachment requires Offerors to enter the “Proposal Valid Through (Date)”. In accordance with Item 13d of the SF1442, please confirm it is sufficient for Offerors to state “120 calendar days after the date offers are due”.

Yes, the "proposal valid through date" on the Seed Price Schedule and block 13d of the SF1442 should match 120 days.

RFP Section L – Attachment 10 – Past Performance Fact Sheet – Kindly confirm that it is allowable for Offerors to create/expand rows between each line of information, in order to provide the required information.

Yes, offerors may expand the document to provide required information.

RFP Section L – Attachment 11 – Past Performance Questionnaire (PPQ) - Kindly confirm that it is allowable for Offerors to create/expand rows between each line of information, in order to provide the required information.

Yes, offerors may expand the document to provide required information.

RFP Section L – Attachment 11 – Past Performance Questionnaire (PPQ) - While the request response date of 10 July 2023 is stated, kindly confirm the due time to be clear.

The PPQ is due prior to the response date/time on the Solicitation.

RFP Section L – Attachment 11 – Past Performance Questionnaire (PPQ) - Referring to Section 1.G, other than “Engineering & Manufacturing Development (EMD)”, kindly advise of other types of “Program Phase” that may be indicated, in order that we may provide a proper response.

This is a standardized Air Force Source Selection Document. If Program Phase is not applicable, no information is required.

RFP Section L – PROPOSAL PREPARATION INSTRUCTIONS states that the response shall consist of four (4) separate parts; Part I

– Summary and Miscellaneous Data, Part II – Price Proposal, Part III – Past Performance Proposal, and Part IV – Bonding. However, the table on page 59 of 73 (referring to the latest solicitation file provided by Amendment No. 0004) labels the parts as volumes:

Volume I – Summary & Miscellaneous Data, Volume II – Price Proposal, Volume III – Past Performance Proposal, and Volume IV

– Bonding. To be clear in our response, please advise if Offerors are to refer to the four (4) separate response parts as Parts or Volumes.

Parts and Volumes are both acceptable nomenclature. An amendment will be posted as soon as possible.

RFP Section L - PART I - SUMMARY AND MISCELLANEOUS DATA – item (a) states “(t)he offeror shall provide a concise summary and master table of contents for the entire proposal.” As the proposal is to be provided in four (4) separate response parts, please confirm that other parts – Parts II, III, and IV – do not require a table of contents.

A table of contents is not required in parts (volumes) II, III, or IV as stated.

RFP Section L - PART I - SUMMARY AND MISCELLANEOUS DATA - The first and third sentence contradict each other. Kindly advise that Offerors only need complete and submit Sections I through K, and not Sections C through I.

An amendment will be posted as soon as possible to remove the third sentence.

Referring to Section I, under Clause 52.219-14 Limitations on Subcontracting. Oct 2022 – as stated on page 20 of 73 (referring to the latest solicitation file provided by Amendment No. 0004) – section (f) states the “(t)he Contractor shall comply with the limitations on subcontracting as follows”; therefore, it appears that this item should be specified by the government. Kindly advise if you concur and, if so, provide a response and/or a revised section/page.

Limitiations are stated in 52.219-14(e). In accordance with 52.219-14(f)(2), For orders, in accordance with paragraphs (c)(4) and (5) of this clause, by the end of the performance period for the order. An amendment will be posted as soon as possible.

RFP Section L – PART III – PAST PERFORMANCE PROPOSAL – item

(d) states “(i)f a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with the same partner, not to exceed five (5) contracts performed for any customer. First time joint ventures are also limited to five (5) contracts performed for any customer.” However, Section M – B.4 under Past Performance Factor states “The evaluation of past performance information…(iii) will not take into account past performance regarding subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition…”. Yet, Section M – B.6 under Past Performance Factor states “Offerors may include the experience of a teaming partner that will perform major or critical aspects of the work. If the experience of a teaming partner is proposed, submit a true and authentic signed copy of a joint venture agreement, partnership agreement, teaming agreement, or letter of commitment for each member of the Offeror's team identified above (e.g., joint venture partner, partner, team member, parent company, subsidiary, or other affiliated company, etc.)

which serves as evidence of a binding teaming agreement or other contractual agreement and provides a legal responsibility of the teaming partner. Such agreement must also include an explanation of the meaningful involvement that the teaming partner will have in the performance of the contract.” Therefore, if a teaming arrangement involves a prime/subcontractor relationship where the teaming partner will perform major or critical aspects of the work, kindly clarify the discrepancy stated under Section M – B.4 under Past Performance Factor.

See Question #15

RFP Section L – PART III – PAST PERFORMANCE PROPOSAL

- Pertaining to “any relevant and recent past performance information on previous teaming arrangements with the same partner”, kindly advise if there is specific information that is to be provided (i.e. contract number, contract name, project start/end dates, contract amount, description of work, etc.) or if there is a required format or template for the teaming information.

No template is provided. Offerors may include the experience of a teaming partner that will perform major or critical aspects of the work. If the experience of a teaming partner is proposed, submit a true and authentic signed copy of a joint venture agreement, partnership agreement, teaming agreement, or letter of commitment for each member of the Offeror's team identified above (e.g., joint venture partner, partner, team member, parent company, subsidiary, or other affiliated company, etc.) which serves as evidence of a binding teaming agreement or other contractual agreement and provides a legal responsibility of the teaming partner. Such agreement must also include an explanation of the meaningful involvement that the teaming partner will have in the performance of the contract.

RFP Section L – PART III – PAST PERFORMANCE PROPOSAL

- Please confirm that the completion and submittal of Attachment 10

- Past Performance Fact Sheet and Attachment 11 - Past Performance Questionnaire (PPQ) do not apply to the teaming partner.

The requirements apply to the offeror submitting the proposal, regardless of teaming/partner status.

RFP Section L – PART III – PAST PERFORMANCE PROPOSAL

- Regarding providing “complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with the same partner, not to exceed five (5) contracts performed for any customer”, we would like to be sure that we understand what is meant by “not to exceed five (5) contracts performed for any customer”. Therefore, as an example, if previous teaming arrangements involved projects with the Air Force and Navy, the Offeror is limited to providing information for up to five (5) contracts performed with the Air Force and up to five (5) contracts performed with the Navy. Kindly confirm if the example is correct, or if not, please clarify and explain.

The requirement is not to exceed five (5) per offeror, regardless of teaming arrangements.

RFP Section L – PART III – PAST PERFORMANCE PROPOSAL

- The requirement states “First time joint ventures are also limited to five (5) contracts performed for any customer.” Kindly clarify the submission requirement if the joint venture is not a first-time joint venture.

The requirement is not to exceed five (5) per offeror, regardless of teaming arrangements.

Under statement of work item 1.2 Repair and Construction Work, Architectural letter c. stated Complete Gypsum Board Wall at Room 12C Mechanical Room. Please clarify the scope of the work, are we demolishing the existing walls and replace with new?

The contractor shall replace all missing metal studs, framing, and gypsum board wall for Room 12C (Mechanical Room).

Under statement of work item 2.3 Demolition and Removal, Architectural letter b. stated Relocate Cabinets and Benches per coordination with Facility Manager. Are the cabinets and benches will be stored in Room 12A and Room 12B or store in another room location of the building?

In accordance with the Seed Project Statement of Work, the contractor shall verify, coordinate and may be required to phase such work/project activities. Benches, equipment and cabinets may need to be moved in phases to accommodate demolition and construction. Items identified in the surveys which cannot be moved may need protective solutions to minimize impact on the PMEL mission. The contractor will coordinate with the facility manager and building occupants throughout the life of the project.

59 Is total building commissioning part of the scope? Yes, total building commissioning is part of the Statement of Work for the newly installed Environmental Control Systems. See revised Seed Project Statement of Work.

Section L did not state a requirement for submission of a project schedule for the seed project. However, the standard requirements for task orders listed in Section 4 (p.12) of the General Statement of Work requires submission of a baseline schedule with the task order proposal. Should a baseline schedule for the seed project be submitted with the DB MACC proposal? If yes, kindly clarify if the baseline schedule must be in the AF Form 3064?
