1. PROJECT DESCRIPTION
1.1 OVERVIEW:
This is a “Design-Build” project to repair by replacement existing Environmental Control System (ECS) at B- 17000 on Andersen AFB to ensure the Precision Measurement Equipment Laboratory (PMEL) complies with FC 4-218-01F Air Force Criteria for Precision Measurement Equipment Laboratory Design and Construction, AFMAN 21-113 Air Force Metrology and Calibration Program, and Technical Order 00-20-14 Air Force Metrology and Calibration Program.
1.2 EXISTING OPERATIONS:
The construction work activities will be coordinated with the facility manager and building occupants.
Contractor shall coordinate all interruption of utility services. All other actions not involving interruption of services can be conducted during regular working hours. In the event work/project activities other than what is indicated in this project program occur simultaneously, the contractor shall verify, coordinate and may be required to phase such work/project activities.
1.3 LOCATION OF WORK:
The project is located Building 17000 (B17000), Andersen Air Force Base (AFB) Guam. See attached site map.
2. PROJECT OBJECTIVES:
This project will provide repair by replacement of existing PMEL Environmental Control System (ECS) not meeting requirements to maintain a 12-month average of 90% Effectiveness Rating as required by AFMAN 21-113 and Technical Order 00-20-14.
2.1 SCOPE OF WORK:
The contractor shall provide all labor, materials, equipment, permit and clearances, architectural and engineering services, transportation, supervision, and other incidental work required for the project. Other incidental work required includes any and all items and considerations necessary to ensure a complete and usable final product, including, but not limited to, the necessary design and construction considerations not specifically stated elsewhere in this statement of work. Complete and usable final product means that the completed final product is finished throughout and can be used to fully satisfy the requirements and the intended purpose of the project.
The scope of work includes, but is not limited to, the following:
2.2 WORK PHASING AND RELOCATION WORK:
The work shall be phased and must provide a work phasing plan/schedule as required to effect efficient completion of the repair/replacement work. Relocation activities shall be coordinated and scheduled with Facility Manager.
2.3 DEMOLITION AND REMOVAL:
Architectural
a. Provide floor protection to protect existing grounding system at 12A and Room 12B.
b. Relocate Cabinets and Benches per coordination with Facility Manager.
c. Provide (double) dust cover on equipment that will stay at Room 12A and Room 12B.
d. Remove and dispose existing Gypsum Board Ceiling at PMEL Laboratory (Room 12A and Room
12B).
Mechanical
a. Remove and dispose AHU 8 and AHU 9 with Heating and Pre-Cooling Coil.
b. Remove and dispose AHU 8 and AHU 9 Air Distribution System to PMEL Laboratory.
c. Remove and dispose Air Cooled Chiller PCH1 and PCH2
d. Remove and dispose Chilled Water Piping and Fittings (CHWS and CHWR) and all other related accessories.
e. Remove and restore existing JCI DDC instrumentation affected by new construction.
Electrical
a. Perform test on existing grounding system at Room 12A and Room 12B to we witnessed by Facility Manager before and after construction.
b. Remove and dispose existing Lighting Fixtures.
c. Remove and dispose PCH1, PCH2, AHU 8 and AHU 9 Disconnect Switch.
d. Remove and dispose existing wiring from equipment’s to Electrical/Mechanical Room (PANEL
“AHU”).
e. Remove existing 3P100A circuit breaker at PANEL AHU to size as per new equipment’s.
Fire Alarm
a. Remove Fire Alarm Devices affected by new Construction.
Note: Existing Circulating Pumps, VFD, Piping, Controls, Tanks and other related accessories to remain.
(See Attachment 3 Concept Reference Drawings Page M302 PMEL Chilled Water Flow Diagram).
Prior to disposal of Chiller, AHU’s, pipes, valves and fittings etc. by the contractor to outside landfill, coordinate with 36th CES Infrastructure Systems Element representative or personnel to inspect and remove useable and working units, motors, piping etc. for whatever use they intend to utilize the equipment and materials.
1.2 REPAIR AND CONSTRUCTION WORK:
Architectural
a. Return Cabinets Benches and remove dust cover on equipment’s per coordination with Facility
Manager.
b. Provide new Gypsum Board Ceiling System with multiple access as required at PMEL Laboratory
(Room 12A and Room 12B).
c. Complete Gypsum Board wall and paint at Room 12B Mechanical Room.
d. Modify existing pad to accommodate new chillers.
Mechanical
a. Provide new AHU 8 and AHU 9 equipped with re-heat and DOAU (Dedicated Outdoor Air Unit).
b. Provide new PCH1 and PCH2 with CU/CU coil + 10, 000 hours salt spray coatings for coil + casing
ASTM-B117. All panel screws, bolts & nuts and embedded anchors shall be stainless steel.
c. Provide new Air Distribution System for PMEL Laboratory. New air distribution system shall consider heat generating laboratory equipment’s and layout/arrangement to ensure space requirements are met. AAFB weather shall also considered for new air distribution system.
d. Provide new Chilled Water Piping System. System includes, insulation, cladding, fittings, valves, supports, etc. to make a complete fluid conveying structure. (CHWS and CHWR) for New Chillers, AHU’s and connect to existing Circulating Pumps.
e. Provide new support brackets for Chilled Water Piping System. All exterior brackets shall be stainless steel including bolts & nuts and embedded anchors.
f. Provide (CHWS and CHWR) provisions for temporary Chiller Equipment connection.
g. Provide Drywell as required for drain.
h. Re-connect/re-program as needed JCI DDC instrumentation affected by new construction.
i. New AHU & PCH shall have interface compatible with existing JCI DDC & open protocol. Establish connection with HVAC Shop central UMCS station.
j. JCI DDC shall be tested & accepted prior to system functional test.
k. Perform complete system start up and functional testing of the new equipment’s by an authorized manufacturer’s representative and witnessed by 36th CES/CEOIH, Air Force Civil Engineer Center Field Support and Civil Engineer Maintenance, Inspection and Repair Team representative.
l. Test and balance the system and air distribution as defined in Division 01 Submittals and Special testing requirements. AABC or NEBB certification is required for units installed. Submit balancing report to the PM for verification and approval.
m. Provide minimum 8-hour training for user and other government maintenance personnel prior to turnover.
n. Miscellaneous repair, restoration and finishing work not specifically included under Items identified above, but required to deliver a completed, functional and Code-Compliant, Energy Efficient HVAC system.
o. Provide coordination drawing to ensure new installation will not be in conflict to existing utilities.
p. Provide drawings approved by a Professional (Mechanical) Engineer for the AHU’s, Chillers etc.
mounting, transition and other related appurtenances prior to work execution.
Electrical
a. Provide new disconnect switch for AHU 8 and AHU 9.
b. Provide new stainless steel NEMA 4X Disconnect Switch for PCH1 and PCH2.
c. Install new wiring from new equipment PANEL “AHU” to size as per new equipment’s.
d. Provide new circuit breaker at PANEL “AHU” to size as per new equipment’s.
e. Provide and install energy efficient Light-Emitting Diode (LED) type for interior lighting with 80’ foot candles.
f. All other secondary electrical service feeders, raceway, pull boxes, conductors and other electrical components not in compliance with new codes and standards shall be replace with new.
g. Provide 3 drop outlets located at Room 12A and Room 12B.
h. Provide coordination drawing to ensure new installation will not be in conflict to existing utilities.
i. Provide shop drawings approved by a Professional (Electrical) Engineer for all electrical installation.
Fire Alarm
a. Re-connect Fire Alarm Devices affected by new Construction. Fire Alarm Devices shall be tested
& accepted prior to system functional test.
1.3 ANTITERRORISM: NOT USED.
1.4 SEISMIC REHABILITATION: NOT USED.
1.5 HAZARDOUS MATERIAL ASSESSMENT:
Contractor shall perform hazardous material assessment prior to start of repair work including demolition work and submit final report to the government with recommendations for abatement and remediation. Where repair work will impact hazardous materials, the contractor shall notify the PM and ET immediately and stop work until further direction is given by the government on how to proceed.
1.6 HAZARDOUS MATERIAL ABATEMENT:
Where hazardous materials are found, abatement and remediation shall be done as part of a Base Bid Line Item in the affected scope of work areas only. Abate the hazardous materials in accordance with all local and federal guidelines for safe removal and disposal prior to start of repair work. Hazardous Materials shall be Demolish and disposed, stored and disposed of in accordance with the applicable Federal and Local government requirements. Comply with all Federal and Local government safety and disposal requirements for remediation work. After proper abatement of the hazardous materials, patch and prepare the impacted areas to receive new finish. Coordinate abatement work with Contracting Officer well in advance to ensure proper notification to all occupants and the Command.
Contractor shall ensure that all required permits are obtained before construction begins. Contractor must abide by Occupational Safety and Health Act (ACM abatement, lead-based paint abatement, noise, confined space, etc.) or others as applicable. Coordinate with Contracting Officer regarding consultations with NFM Environmental group regarding environmental requirements.
Comply with the following requirements:
a. Coordinate with the installation Asbestos Program Manager (APM) and Region Asbestos Program Coordinator (APC) for any previous asbestos and lead based paint surveys.
b. Coordination must be established with APM and APC for tenant notification of abatement or sampling and work schedule which may impact the tenants.
c. Provide copies of all AHERA certifications: (asbestos worker, contractor supervisor, asbestos monitor, asbestos project designer).
d. Provide copies and proof of medical surveillance monitoring.
e. Provide copies of abatement plans, hazard communication plan for APM and APC approval.
f. All asbestos samples must be taken by a certified and current AHERA asbestos inspector.
g. All asbestos samples shall be analyzed by an accredited NVLAP lab.
h. NESHAP notification shall be provided to GEPA and copy to the Installation APM and Region's APC.
i. Waste shipment records (WSR) shall be provided to GEPA and copy to installation APMs and Region's
APC.
j. Waste manifests with receipt signatures from permitted disposal facility must be provided to the APMs and
APC.
1.7 SUBMITTALS:
The following submittals are required.
Submittal Requirements (After Award and Before Start of Construction):
1. Construction Schedule.
2. Design Quality Control Plan (DQC)
3. Contractor’s Quality Control Plan (CQC)
4. Health and Safety Plan with Activity Hazard Analysis (AHA)
5. Hazardous Material Assessment.
6. Design Construction Documents: Prepare, organize, and present Design Construction Documents.
Contractor will not be allowed to start construction without the Government approved documents listed below.
Construction Submittals (As required by specifications)
Design Drawings: Prepare using AutoCAD 2016 formatted for ANSI D (22” x 34”) sheets. The 100% Final Design submission shall be stamped and signed by the Designer of Record (DOR).
Submit all CAD files for the final drawings on CD-ROM or DVD disks in AutoCAD 2016 format. Drawing files must be full files, uncompressed and unzipped.
Basis of Design: Each submission shall include a basis of design with all proposed materials including Design Analyses and Calculations to substantiate the design meets the RFP and all applicable codes.
Specifications: Shall be Unified Facilities Guide specifications submitted in Construction Specification Institute (CSI) 2010 format edit with SpecIntact software in accordance with UFC 1-300-02 Unified Facilities Guide Specifications (UFGS) Format Standard.
Contractor shall submit the number of copies as requested as defined under each required submission identified below. The basis of design, design drawings and specifications shall be included on a CD-ROM in addition to the required hard copy for each submission. Each submission shall be submitted to the Contracting Officer or their representative for Government review and RFP concurrence.
The Contractor shall submit a copy of the Governments review comments from each prior submission with each subsequent submission. This document shall indicate the corrective action taken for each comment.
and or other proposed solution. Incomplete submissions will be returned to the Contractor with no additional time added to the performance period.
Electronically seal and sign all Acrobat PDF drawings, specifications, and other documents. The electronic signatures shall be printable and viewable in Adobe Acrobat Reader with no additional software.
The contractor must field verify existing conditions prior to start of design and construction work. The drawings provided are only notional for reference only and to assist as a visual aide. The contractors Designer of Records (DOR) must be responsible for the overall design to meet the intended requirements of the scope of work. The contractor is responsible for verifying the extent of repairs and quantities in the field prior to finalizing cost and work plan.
The contractor should recognize and acknowledged that this is a Design-Build contract. The RFP set forth the projects minimum requirements which must be used by the Design-Build contractors to design, document and construct a complete and usable facility/system.
Provide the following Design Submittal Packages:
a. 35% Concept Design Documents Submittal: 30 calendar days following the construction award date of delivery order. Submit one (1) hard copy and three (3) electronic PDF format copies on CD-ROMs of the following: 11” x 17” half-scale drawing sets, Specifications, Construction Schedule and Basis of Design. Allow 14 calendar days for Government review.
b. 65% Preliminary Design Documents Submittal: 14 calendar days following receipt of Government review comments on the 35% Concept Design Submittal. Submit one (1) hard copy and three (3) electronic PDF format copies on three (3) CD-ROMs of the following: 11” x 17” half-scale drawing sets, completed specifications with cleared Section and Bracket Verification reports, Construction Schedule, Basis of Design, annotated review comments, and submittal register. Allow 14 calendar days for Government review.
c. 100% Final Design Documents Submittal: 14 calendar days following receipt of Government review comments on the 65% Preliminary Design Submittal. The 100% Final Design Submittal shall be approved and stamped by a licensed professional. Submit electronic PDF format copies on five (5) CD-ROMs (2) hard copies of the following: Sealed and Signed 11” x 17” half-scale Drawings, Sealed and Signed. Specifications, Construction Schedule, Sealed and Signed Basis of Design, annotated Review Comments, and Submittal Register. Allow 14 calendar days for Government review.
The following requirements apply to the CD-ROM:
1. Provide native and pdf files for all documents included on the CD-ROM.
2. A .pdf file(s) of the final documents shall be provided in the following formats: The entire document shall be provided as a single combined pdf file. The pdf file shall have bookmarks for each item identified in the document's table of contents, including tables, figures, captioned photos, and appendices. The bookmark shall use the same description as provided in the table of contents.
If the bookmark is lengthy, abbreviate as needed. Bookmark to the second level (i.e., 1.1, 1.2, 1.3, etc.). Do not bookmark signature page or the list of acronyms. Each appendix, regardless of size, shall be provided as an individual pdf file. All maps, figures, and pictures shall be provided at a useable resolution. All color maps, figures, and pictures shall be provided in color.
d. DD-1354 Transfer and Acceptance of Military Real Property:
Submit Interim DD Form 1354 to the Government for approval a minimum of 60 calendar days prior to the Beneficial Occupancy Date (BOD). If modifications to the Interim DD Form 1354 are required by the Government, the corrected version must be submitted prior to the BOD.
e. Closeout Submittal Requirements:
1. Submit As-Built Condition Drawings to CME in ANSI D (22” x 34”) size Mylar sheets and Five
(5) sets of CD-ROMs containing native CADD files, electronically stamped and signed PDF of drawings, specifications, calculations, basis of design, submittal register.
2. Submit Operation and Maintenance Support Information (OMSI) Manuals, three (3) bound hard copies and three (3) electronic PDF copies on CD-ROM for each installed equipment IAW specification 01 78 24.05 20.
1.8 SAFETY REQUIREMENTS: Submit resume and certification of all personnel who will be assigned to this project.
1.9 QUALITY CONTROL REQUIREMENTS: Submit resume and certification of all personnel who will be assigned to this project.
1.10 PERFORMANCE PERIOD: 5 5 0 calendar days.
3. SITE ANALYSIS
3.1 EXISTING SITE CONDITIONS:
The site is located at Building17000, Andersen Air Force, Guam. Existing utilities include water, sewer lines, underground electric and communication lines. Additional as built drawings maybe available at 36 CES Plans Vault and a request needs to be submitted to 36 CES GIS Section for approval.
3.2 SITE DEVELOPMENT:
Before the work shall commence, the Contractor shall submit a Mobilization Site Plan identifying construction area and vehicular access and circulation for review and approval by the Contracting officer via the Project Manager (PM).
Contractor shall ensure that required barricades, appropriate signage, and other protective devices are provided around the construction area. Contractor shall also ensure that all required access to other building occupants is provided and alternate emergency.
Contractor shall protect all existing construction to include but not limited to parking areas, grass/landscaping, and buildings, from potential damage that may result from construction activity. Any damage caused by construction activities shall be repaired and restored to its original condition or better by the contractor at no expense to the Government.
4. BUILDING / FACILITY REQUIREMENTS
4.1 CONSTRUCTION REQUIREMENTS:
In addition to the codes and standards listed in attachment 2 of the Basic Contract, the construction shall be in accordance with the latest revision/edition of applicable current codes, standards, and regulations requirements of this statement of work and include Energy Star efficiency initiatives. The term "Latest Revision/Edition" is defined as the version as of the project Award Date. In case of conflict between codes, standards, regulation, and specifications, the most stringent requirements shall apply. Contractor shall ensure that all required permits contain in BCE Work Clearance Request are obtained before construction begins.

All design drawings, specifications and calculations shall be done by/or under the direct supervision of a Professional Engineer with current National Council of Examiners for Engineering and Surveying (NCEES) registration issued from a state within the United States of America (USA) or one of its territories who shall stamp all design drawings, specifications, and calculations. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings and other deliveries.
The contractor shall verify all existing site conditions, dimensions and other requirements necessary to complete the project prior to commencing construction activities. The contractor shall notify the contracting officer immediately upon discovery of any expected changes required to suit conditions not identified in the contract.
Restoration of damages borne by the contractor in the performance of this contract shall be made at no cost to the Government. Contractor shall be responsible for proper handling and disposal of all materials removed and/or demolished from construction site.
Neither the Government review, approval or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government and in accordance with the applicable law for all damages to the Government caused by the Contractor’s negligent performance of any services furnished under this contract
The Contractor is required to submit a work schedule for this project in accordance with UFGS Section 01 32
17.00 20 – Cost-Loaded Network Analysis Schedule (NAS). The schedule should be developed to identify task descriptions, start and completion dates of each task, design reviews, material procurement, construction work, testing, correction if required, final testing, acceptance, utility outages if required, and other requirements necessary to deliver a complete and usable facility. The project NAS must be cost- loaded and will provide the basis for progress payments. The work under this contract requires special attention to the scheduling and conduct of work in connection with the existing facility operations. Identify on the construction schedule each factor that constitutes a potential interruption to the facility operations. Utility outages (power, water, air conditioning, etc.) shall be approved by the Contracting Officer.
The Contractor is required to provide a project specific Construction Quality Control (CQC) Plan in accordance with UFGS Section 01 45 00.00 20, Quality Control, paragraph 1.6 for review and approval by the Contracting Officer. The Contractor shall perform no construction activity until the CQC Plan is approved.
Regular working hours shall consist of an 8 hour period established by the Contracting Officer between 7:00 a.m. and 4:00 p.m., Monday through Friday, excluding Saturday, Sunday and Federal Holidays.
Work outside regular working hours requires Contracting Officer approval. Coordinate all work outside regular working hours with the Contracting Officer three days in advance to allow arrangement to be made by the Government for the area to be available for inspecting the work in progress. During periods of darkness, active work areas shall be lighted in a manner approved by the Contracting officer.
4.2 SUSTAINABLE DESIGN
Integrate sustainable guiding principles into the design, development and construction of the project. Reduce the total cost of ownership of the facility using a whole building, life-cycle approach. Provide integrated sustainable design strategies and features to minimize the energy consumption of the facilities; conserve resources; minimize adverse effects to the environment; and improve occupant productivity, health, and comfort.

POWER REQUIREMENTS

6. ENGINEERING SYSTEMS REQUIREMENTS (ESR)
CEILING FINISHES
All interior ceilings shall be painted.
HVAC
Provide air conditioning for spaces as indicated and for the requirements for a PRECISION
MEASUREMENT EQUIPMENT LABORATORY (PMEL) FACILITY.
All new work must comply with UFC 3-410-01 Heating, Ventilating and Air Conditioning Systems, FC 4- 218-01F, AFMAN 21-113 and Technical Order 00-20-14.
Coordinate all existing utilities to ensure new installation will have no conflict during construction. Provide working space around all equipment. Provide all required fittings, connections and accessories required for a complete and usable system. Install all equipment in accordance with the reference criteria and the manufacturer's recommendations. Where the word "should" is used in manufacturer’s instructions, substitute the word "must". All Exterior components must be of corrosion resistant construction (Stainless Steel) type 316.
CONTROLS AND INSTRUMENTATION
Follow mandatory requirements of ANSI/ASHRAE/IESNA Standard 90.1 as described. All air distribution system must be capable of shutdown to meet the requirements of “DOD Minimum Antiterrorism Standards for Buildings as applicable.
Fire Protection Systems Test with certified technician and provide report of fire alarm system. Testing will include Fire Department dispatch receiving radio frequency alarms.
ELECTRICAL
Provide an insulated equipment grounding conductor in new raceways for systems operating at greater than 50 volts.
LIGHTING & BRANCH WIRING
Provide a complete lighting system consisting of exit and emergency lighting and area lighting consisting of LED lighting including switches and automatic controls including occupancy sensors. All conductors shall be copper.

SITE PREPARATION
Perform a survey of the project site and include it in the design drawings. Physically verify the location of all existing utilities. Contractor should exhaust every effort to locate existing utilities not shown on as built drawings. Utilities exposed after digging operation and will affect construction will be the responsibility of the contractor. Apply best construction practices to avert temporary shutdown of any system.
SITE Clearing Burning will not be allowed. All grubbing and clearing residue, demolished material, rubbish and debris generated by this project must be disposed off-base sanitary landfill according to its requirements and regulations.
DEBRIS Disposal
Dispose of grubbing and clearing residue, demolished material, rubbish and debris generated by the project in accordance with the applicable Federal and Local government guidelines and requirements for safe removal and disposal.
PROTECTION of Existing Utilities Protect existing utilities to remain. Where removal of existing utilities is required, provide approved temporary covering.
PAVED SURFACES
Minimize the impact of construction activity on traffic and neighboring facilities. Repair / Replace roadway sections if affected by project work.
LANDSCAPING (Seeding and Sodding) Restore other areas affected by the new work to original condition or better.
SITE CIVIL/MECHANICAL UTILITIES
Physically verify the location of existing above and below ground utilities prior to starting work. Minimize the impact of construction activity on facility operations and neighboring facilities.
