About this file
This document is a set of Questions and Answers (Q&A) related to Solicitation FA520924Q0068 for Upgrading Existing Video Teleconference Capability (VTC) at Yokota Air Base. The key details are:
The solicitation requires upgrading the existing Emergency Operations Center (EOC) equipment to provide the ability to make simultaneous VTC calls in three different rooms - the EOC main floor, a conference room, and an alternate Crisis Action Team (CAT) room. The current setup only allows for a single VTC call at a time. The upgrade will add additional VTC channels and allow for up to 3 simultaneous VTC calls, including both NIPR and SIPR capability.
The Q&A clarifies that the existing VTC equipment in the rooms is to be integrated and upgraded, not replaced. It also confirms this is for traditional VTC and does not require support for unclassified MS Teams. While the equipment list provided is not comprehensive, it serves as an example of the types of components that may be used. The submission date could not be extended due to time constraints, as this is a FY24 requirement.

Please confirm the EOC, conference room, and CAT rooms mentioned are the original rooms installed under the original EOC Upgrade contract? I.e., all rooms currently have working monitors, camera, microphones, speakers, and system control touch panels.
The EOC, Conference room, and alternate CAT room are the original installed rooms with VTC equipment. i.e. cameras and monitors, microphones, and touch panels.

Please confirm this effort is only NIPR and SIPR traditional VTC. i.e., there is no requirement to support Unclassified MS Teams within the upgrade.
This is only a NIPR and SIPR traditional VTC.

Please confirm that Atch+1+Pricing+exhibit is a full list of the equipment currently installed in the EOC? The current information provided does not allow for an accurate estimate of this effort.
To the best of our knowledge, this is the equipment used to install the VTC. There are a ton more electronic items in the EOC but for just the VTC, this is what we pulled from the equipment list for the work that was completed.

Please clarify Item#2 as it appears to reference a Cisco Touch 10 and a Freeport FP-MDVNS-4IP in the same item.
The FP-MDVNS-4IP is the part number for the Cisco touch 10-inch panel.

Please confirm if the Exhibit list is an example of what H/W could be used to integrate with the existing system? I.e., the solicitation is now Brand Only, so sourcing of the correct PN# for the upgrade to an existing system requires careful consideration and discussion with equipment manufacturers.
The part numbers for numbers 1, 5, 6, 7, 11 do not match the equipment list that was installed from the original build. The others do match.
6 N/A Please extend the submission date to Monday 09/16 Japan time to allow for ongoing discussions with Extron about availability of the required parts to update the current EOC’s Extron hardware.
Answers to RFI 1-3 will also be needed to factor into these discussions to guarantee a compatible system can be supplied.
Some components of the existing system are approaching End-of- Life.
This is a FY24 requirement, so we can not extend it due to time constraints.
