About this file

This document is a Single Source Justification for a simplified acquisition to upgrade the existing video teleconference (VTC) capability in the Emergency Operations Center (EOC) at Yokota Air Base. The justification explains that the current EOC equipment is limited to a single VTC channel, and the government needs to expand the VTC capability to enable simultaneous VTC calls in three different rooms (EOC main, conference room, and crisis action team room), as well as provide interoperability with applications like Zoom and Teams. Due to interoperability and compatibility concerns, the government will rely on DISA-approved brand name products similar to the existing Cisco and Extron equipment. Market research indicated that only DISA-approved sources are available for the required VTC communication capability. The estimated contract value is $191,307.00.

The related federal contract opportunity is for "Upgrading Existing Video Teleconference Capability (VTC) at Yokota Air Base." The solicitation seeks a contractor to procure, install, and test VTC equipment to enable simultaneous NIPR and SIPR VTC calls in the three EOC rooms. The work includes installation and connectivity of VTC equipment, MediaPorts, and VTC cameras.

Section A: General Contract Information

Contracting Activity: 374 CONS

Project/Program Name: EOC Video Teleconference System Upgrade

Purchase Request/Identification Number: F4G3F84187A001

Estimated Contract Cost (including Options): $191,307.00

Section B: Description of the Supplies/Services Required

Increase the Government's VTC channels from one room to three rooms with the capability to have multiple teleconferences at the same time along with the ability to use applications like Zoom and Teams. Additionally, these calls will be made on NIPR as well as SIPR within all three locations of the EOC rooms.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Government existing Emergency Operation Center (EOC) equipment is limited with a single one channel/network video teleconference calls (VTC) capability. The Government need to expand VTC ability to make simultaneous video teleconference calls in three different rooms (EOC Main, Conference Room, and Crisis Action Team Room) along with capability to use other applications like Zoom and Teams. The current equipment installed in the EOC consist of Cisco and Extron products. For interoperability and compatibility concerns, the Government requires similar brand name products that are DISA approved to expand the government's VTC capability along with Zoom and Teams interoperability and connectivity in all three rooms location. The installation needs to be integrated to ensure interoperability and compatibility with other organization's Crisis Action Team or Unit Control Center equipment.

Section D: Efforts to Obtain Competition

Market research was conducted through the analyzing posting of a special notices on SAM, reviewing market research from previous EOC purchases via FPDS, and by looking through historical contract award for the same or similar services. Due to the proprietary nature of the DISA approved sources, the Government will need to rely upon DISA approved sources for VTC communication.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to monitor DISA and A6 direction to re-purpose our communication grid for possible less restrictive sources that requires contract award for the continued use of brand name or single source.

Section F: Contracting Officer's Determination
