About this file
This document is a Statement of Objectives (SOO) for a federal contract opportunity to upgrade the existing video teleconference (VTC) capability at Yokota Air Base. The government requires a contractor to procure, install, and test equipment to enable simultaneous VTC calls in three rooms - the Emergency Operations Center (EOC) main floor, a conference room, and an alternate Crisis Action Team (CAT) room. The current setup only allows a single VTC call at a time, and the new system must integrate the three rooms and support both NIPR and SIPR VTC connectivity. The contract has a 6-month period of performance after award, and the contractor must have at least 3 years of experience in secure VTC installation and maintenance. Key security requirements include contractor personnel obtaining SECRET-level security clearances, adhering to physical security measures, and completing Operations Security (OPSEC) training. The government will conduct an acceptance inspection upon completion of the installation and testing.

Statement of Objective (SOO)
For
Upgrading Existing Video Teleconference Capability (VTC) at Yokota Air Base
1. Scope
The Government needs to enhance our existing Emergency Operation Center (EOC) equipment to provide the ability to make simultaneous video teleconference calls in three different rooms in our building. We currently have the setup for one channel/network to make a single VTC call at a time shared between three office areas in our building. The three rooms are the EOC main floor of 30 people, a conference room that seats 15, and the alternate Crisis Action Team (CAT) room for additional personnel.
Each area has the setup for a single call that is not integrated for a seamless interface or the ability to make multiple calls simultaneously at the same time. Additionally, we need the ability to make VTC calls to different lines for both NIPR and SIPR. The awarded contract will be adding additional VTC channels into the EOC and increase the calls allowed at a single time from 1 to 3. The contractor shall procure, install, and test equipment to deliver a complete system that will seamlessly integrate between all three rooms within the building. The work for this project includes, but is not limited to, the installation and connectivity of all VTC equipment’s in the building to enable NIPR/SIPR VTC capability, MediaPorts and VTC Cameras.
2. OBJECTIVE
The Government wants to increase our capability to allow the other rooms to hold VTCs at the same time if needed. These calls will be made on NIPR as well as SIPR within all three locations of the EOC rooms.
The contractors will need to be cleared to work on the government classified equipment for NIPR and SIPR. The pre-existing CODEC is of Cisco brand. The Contractor shall acquire, install, and test the latest equipment items to deliver a seamless VTC interface including multiple channels/network to make multiple calls at the same time. The new VTC capability should be integrated within our existing infrastructure and expand from single VTC to multiple VTC connections at the same time. The equipment must be DISA approved devices.
3. Existing Government Equipment
For a more detailed equipment list of the EOC and all the equipment used during the initial installment, please refer to attachment “Attachment 1. Bldg. 1296 EOC equipment Listing”. The equipment in the EOC to support the VTC is as follows:
1. CISCO Webex CODEC part # CS-CODEC-PRO-K9++
2. Cisco Touch 10 in Part # FP-MDVNS-4IP
3. 2 Extron 12’’ Tabletop TouchLink Pro Touchpanel part # 60-1341-02
4. 2 Extron High Power Injector for 12", 15", and 17" TouchLink Pro Touchpanels part # 60-1361-01
5. 3 Extron 10" Wall Mount TouchLink® Pro Touchpanel – White part # 60-1566-13
