Fort Greely, AK, Missile Defense Complex 25 Sep 19

SPECIAL REQUIREMENTS

1.0 GENERAL

Items included in this section cover special features and/or requirements which are not otherwise specified or indicated. Work will be performed inside the Fort Greely, AK (FGA), Missile Defense Complex (MDC) which will require the Contractor to adhere to strict security requirements for access and coordinate with 49th MDBN and MDA security operations personnel. The development of work permits and the scheduling and definition of work activities will be an important factor in the coordination required. The Contractor will be required to define and propose a schedule for tasks that could have the potential to put operations at risk. Before proceeding with a task, approval will be required. Some tasks may require direct oversight and/or access control.

2.0 IDENTIFICATION OF EMPLOYEES

The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the Contractor shall obtain and provide fingerprints of persons employed on the Project. Contractor and subcontractor personnel shall wear identifying markings on hard hats clearly identifying the company for whom the employee works.

3.0 SAFETY

3.1 Safety Training. The Contractor is required to arrange a safety briefing acceptable to the Contracting Officer prior to starting any work on the site. The site representative for the Contractor shall be responsible to ensure that all workers are aware of the safety aspects of the contract and environmental conditions. Each Contractor employee that will be accessing the construction site shall be required to complete a Missile Defense Safety orientation prior to working on the Missile Field Complex. This training will take approximately 2 hours and 10 minutes to complete and is available on-line at https://gmdwebhts.hsv.tybrin.com\Training.

3.2 Accident Prevention Plan. The Contractor shall obtain the Contracting Officer's approval of the Accident Prevention Plan, as required by the current U.S. Army Corps of Engineers EM 385-1-1, Safety and Health Requirements Manual, prior to start of any work. Where there is a conflict between EM 385-1-1 and OSHA, OSHA takes precedence.

3.3 Fire Protection

The Government provides fire protection for its real-property assets at MDC, including new construction. This will be accomplished through the use of the full time FGA, DoD Fire Department. The contractor is responsible for all other fire protection requirements. This includes promptly evacuating and taking action as required to correct fire hazards, practices, or noncompliance with specifications reported by employees or identified through surveys.

3.4 Launch Hazard

The MDC is an operational missile launch facility. Launch Hazard Zones (LHZ) have been established to define the limits of areas expected to experience unacceptable levels of exposure to heat, flying debris, and gases generated by a missile launch. The Contractor shall follow DoD Missile Defense Agency (MDA) guidelines with respect to work activities located within LHZ.

4.0 PLANNING WORK ACTIVITIES AND SECURITY

4.1 Work Activities and Security. The Contractor shall plan daily work activities and coordinate scheduling in advance with the Government. In addition, the Contractor shall prepare Agendas and participate in Weekly Look-Ahead meetings with the Government. Of particular note will be upcoming work tasks that involve interfaces with other Missile Defense Complex operations or projects. The Project Schedule shall be updated and presented at each Weekly Look-Ahead Coordination Meeting. Agendas shall include minutes of previous meetings, milestones, and significant downrange construction activities being planned.

The sequence of work activities must maintain compliance with all MDC security requirements. The project work area within the MDC is designated as a Security System Level A facility in accordance with DoD 5200.8- R. Un-cleared Contractor personnel must be accompanied by designated Government security escorts working under the direction of the 49th MDBN and MDA security operations personnel. The Contractor shall plan and coordinate all work activities in recognition of this security requirement. The Contractor shall notify the Contracting Officer, the 49th MDBN and MDA security operations personnel not less than seven (7) days in advance of any work that may require security escort. The notification shall include, at a minimum, the date and duration the escort is needed and the location the work is to be performed. Lack of security escort planning, coordination, or notification on the part of the construction contractor may result in access being denied and associated delay. An average of 60 minutes roundtrip (in/out) should be planned for processing through the MDC Entry Control Facility (ECF). The Contractor shall plan work to avoid peak processing times and take responsible actions to minimize delays. The Contractor shall have no basis for claiming contract adjustments due to denial of access based on lack of planning, coordination, or notification required to secure escorts.

4.2 Contractor Site Security Plan. The Contractor shall prepare and implement a Site Security Plan for his activities starting with the Notice to Proceed. This plan shall follow the provisions contained in USSTRATCOM Strategic Command Instruction 538-2, Army Regulation 380-5, DoD MDA Security Instructions, and the 49th MDBN Badge Request Package. The security plan shall cover the physical security for tools, materials, personnel systems, software, equipment and site access, specifically equipment access control during all phases of construction. It shall also cover civil disturbance control measures conducted in cooperation with both civil and military authorities. This plan requires Government approval prior to implementation and beginning work activities.

4.3 Controlling and Disposing of "FOR OFFICIAL USE ONLY" Documents. Documents for the execution of this contract are marked "For Official Use Only" (FOUO). All personnel, subcontractors, and suppliers (including all subcontractors) working on this contract are required to comply with Government regulations related to the use, control, and disposal of documents designated by the Government as "For Official Use Only" (FOUO) as outlined in AR 25-55, which is available on the Internet.

4.4 Property Security. The Contractor shall properly secure all property, equipment and building materials that will be required for this contract. FGA will provide basic Law Enforcement services and investigations within jurisdiction authority and in coordination with Alaska State Police.

4.5 Work Authorization Package. The Contractor shall prepare and submit for approval a Work Authorization Package for the Base Bid Work on this project based upon the Project Schedule. The Project Schedule format and detail shall be subject to the acceptability of the Contracting Officer. The Work Authorization Package shall include all required parts including but not limited to; Work Permits, Job Hazard Analysis, Locates Requirements, Excavation Clearance Request, Dig Permit, Safety Briefings, Record of Environmental Consideration, and other applicable construction requirements for work on the FGA MDC. The Work Authorization Package shall be submitted in conjunction with the Project Schedule. For any bid option, the Contractor will be required to prepare a separate Work Authorization Package and shall meet the same requirements as the Base Bid Work's package.

4.6 Work Authorization Sheets. Prior to conducting Missile Defense Complex work activities and scheduling security escorts, the Contractor shall prepare clear, detailed, “Blue Sheet” authorization requests. Blue Sheets need to be submitted as early as possible as work activities will not be allowed to proceed on the Missile Defense Complex without obtaining advance Blue Sheet approval. The Contractor shall have no basis for claiming contract adjustments due to denial of access based on lack of planning, coordination, or notification required to obtain Blue Sheet approval.

4.7 Requirement to Avoid Impact to Mission Operations and Equipment. Missile Defense Complex construction activities shall be planned in advance to avoid impact to MDC mission operations. Where impacts to mission operations cannot be avoided, BMDS Operations Schedule/Weekly Activity Message (BOS/WAM) coordination planning must be requested and approved not less than sixty (60) days in-advance of proposed work activities.

Construction operations shall also preclude impact to mission operations or equipment which could potentially be impacted by dust, debris, water, noise, vibration, or other construction activities.

5.0 REPAIRS AND CLEANUP

The Contractor shall be responsible for any repairs to existing roads, utilities, facilities or other infrastructure that may be caused due to construction activities. Damages shall be reported to the Contracting Officer and a repair plan shall be submitted for Government approval prior to conducting any repairs. The Contractor is responsible for clean-up of the work areas acceptable to the Contractor Officer.

5.1 Existing Conditions Walk-Through. Prior to any work being performed, the Contractor shall participate in a joint walk-through as scheduled by the Contracting Officer of existing roads, utilities, facilities and other infrastructure to observe and document existing site conditions. The Contractor shall prepare formal documentation of existing conditions and obtain signatures of all walk-through participants indicating agreement.

5.2 Post-Work Conditions Walk-Through. Following the completion of work, the Contractor shall participate in a joint walk-through as scheduled by the Contracting Officer to evaluate final conditions. Any conditions not documented during the "Existing Conditions Walk-Through" will be repaired in accordance with direction from the Contracting officer. Following any repairs or clean-up after the "Post-Work Conditions Walk-Through" the Contractor shall participate in supplemental walk-throughs as scheduled by the Contracting Officer until all issues have been resolved.

6.0 EXCAVATION CLEARANCE

For ground excavation activities, the Contractor shall provide completed excavation clearance requests to the on-site FGA, Department of Public Works (DPW) Environmental Office through the Contracting Officer as part of the Work Authorization Package. For all MDC excavations, Locates and Dig Permit Requests/Approvals are also required. Hand digging or hydro-vacuuming is required within ten (10) feet of identified underground utilities, communications, equipment, or other infrastructure.

7.0 MATERIAL LOADING, UNLOADING, AND STORAGE

The Contractor shall provide for its own material loading, unloading and storage areas. The location of these areas must be approved by the Contracting Officer.

8.0 DISPOSITION OF MATERIALS

Combustible and noncombustible waste material shall be disposed of as indicated, and in compliance with the FGA, DPW Environmental Office.

8.1 Disposal of Soils. No existing soil stockpile shall be moved from its present location without permission from the Contracting Officer. No soils shall be removed from the installation for off-site disposition. Excavated soil unsuitable for reuse shall be disposed of in the vicinity of the FGA borrow area, south of the MDC, as directed by the Contracting Officer.

8.2 Salvageable Material. Salvageable material, if not otherwise indicated, shall become the property of the Contractor. The value of such salvage shall be reflected in the contract price.

8.3 Construction Debris. The Contractor shall comply with the requirements of the FGA, DPW Environmental Materials and Waste Management Procedures. The FGA disposal area located near the borrow pit can be used for disposal of inert construction debris. All material to be disposed of in the disposal area must be authorized by the Contracting Officer. The Contractor shall submit a request indicating the type and amount of material to be disposed by volume and/or weight. Authorized material shall be disposed of in the location and as required by the Contracting Officer. All unauthorized material shall be removed and disposed of by the Contractor.

8.4 Trash Removal. The Contractor shall be responsible for the collection and disposal of all trash associated with this project. No dumpsters will be provided by the Government. No waste will be brought onto FGA from off-site. Contracting Officer can direct Contractor to take to take trash off site and/or allow placement of trash in accordance with FGA landfill use.

8.5 Hazardous Material Handling. The Contractor shall transport the hazardous waste to a hazardous waste accumulation storage area designated by the Contracting Officer. The Contractor shall provide a waste profile sheet on each waste and, as required, submit a hazardous waste stream sample for waste characterization profiling.

9.0 TRANSPORTATION

9.1 Personnel Transportation. The Contractor shall notify the Contracting Officer concerning means of personnel transportation at FGA. Transportation for workers to the work site shall be provided by the Contractor.

9.2 Freight Transportation. The Contractor shall be responsible for shipment, delivery and unloading of materials, vehicles and equipment, to FGA as necessary to complete the work. Materials, vehicles, and equipment shall be shipped to the site prior to actual need to accommodate limited storage area.

9.3 Notification. The Contractor shall notify the Contracting Officer a minimum of thirty (30) days prior to delivery of materials, vehicles, and equipment.

10.0 CONTRACTOR'S VEHICLES, HEAVY EQUIPMENT, AND FURNISHED VEHICLES

Contractor vehicles may be driven onto the MDC with appropriate escorts and subject to advance Government notification and approval. Unless otherwise authorized by the Government, parking overnight on the MDC will not be permitted except for heavy equipment which may remain between periods of use in a location as designated by the Government. All Contractor vehicles and heavy equipment must be inspected and certified by the Contracting Officer as meeting site safety requirements. Vehicles and equipment shall be maintained and kept in good repair by the Contractor during the course of construction. During construction, any vehicle that becomes inoperable or dangerous and cannot be repaired shall be removed from FGA. All vehicles, equipment, and furnished vehicles shall be removed from FGA upon completion and final acceptance of the project.

11.0 FREQUENCY AUTHORIZATION

All intentional electromagnetic emitting devices (radios, testing equipment, etc.) planned to brought onto the MDC are required to be managed as follows:

a. The Contractor shall obtain advance authorization for radio frequencies required in support of this contract.

b. For any experimental, developmental, testing or operational equipment for which the appropriate frequency allocation has not been made, the Contractor shall provide the technical operating characteristics of the proposed electromagnetic radiating device to the Contracting Officer a minimum of thirty (30) days prior to its planned use.

12.0 COORDINATION WITH OTHERS

This construction may be completed concurrently with work by others. Coordination may be required for access and space utilization while maintaining required site security. Contractor shall identify coordination issues and potential conflicts and the Contractor shall submit them to the Contracting Officer for resolution.

13.0 EXISTING CONDITIONS

This work requires modification to existing facilities and infrastructure. The Contractor shall verify existing conditions are suitable for work under this contract before proceeding. Contractor shall notify the Contracting Officer of any existing conditions deemed unsuitable or materially different from those implied by these contract documents, for assessment and resolution prior to proceeding with work.

14.0 NON-GOVERNMENT BORROW SOURCES

14.1 Government Borrow Source. The FGA Government borrow pit is available for use on this project.

Requests for use of material from the borrow pit shall be made through the Contracting Officer. The Government makes no assurance as to suitability of borrow pit material. Any processing for suitability shall be the responsibility of the Contractor. Others on site may be using material from the pit during the execution of this contract. The Contracting Officer will authorize use and provide direction to the Contractor regarding material location and timing of use, as deemed appropriate.

14.2 Non-Government Borrow Sources. If non-Government borrow sources are planned to be utilized the Contractor shall check any non-Government, proposed borrow sources for the presence of hazardous substances and petroleum products as defined in ASTM E 1527. Requests for use of non-Government borrow sources must be submitted, reviewed and approved in advance of all work activities by FGA DPW Environmental Office. An Environmental Site Assessment shall be submitted for each proposed non- Government borrow site. The Environmental Site Assessment Report shall identify any previous or current presence of hazardous substances at the site, regardless of whether they have been, or can be, released to the environment. The assessment shall be conducted under the direct supervision of an independent, registered professional engineer, currently licensed by the State in which the borrow source is located, and within such time frame as will ensure reports are valid when submitted. The engineer shall have a minimum of three (3) years of experience in performing satisfactory Environmental Site Assessments. The qualifications of the engineer performing the Assessment shall be included with the evaluation report. Where hazardous materials are indicated, use of the source will not be allowed. No borrow materials shall be brought onto Government property without advance approval of the Contracting Officer. The Government reserves the right to sample and test any borrow materials delivered to the project to ensure compliance with this specification.

15.0 AVAILABILITY OF UTILITIES

The Government will make water available to the Contractor, to the extent it is available to the Government, at Building 680 located on the FGA Cantonment Area. This is outside of the MDC. No other utilities will be provided by the Government.

16.0 JOINT USE OF ROADS AND BORROW AREAS

Roads and the borrow pit will be used by the Government and other Government contractors for the duration of construction. The Contractor shall not have exclusive use of the roads and borrow areas.

17.0 PROTECTION OF TRAFFIC

The Contractor shall maintain and protect traffic on all affected roads during the construction period except as otherwise specifically directed by the Contracting Officer. Measures for the protection and diversion of traffic, including the provision of watchmen and flagmen, erection of barricades, placing of lights around and in front of equipment the work, and the erection and maintenance of adequate warning, danger, and direction signs, will be as required by the State and local authorities having jurisdiction. Protect the traveling public from damage to person and property. Minimize the interference with public traffic on roads selected for hauling material to and from the site. Investigate the adequacy of existing roads and their allowable load limit. The Contractor shall be responsible for any damage to Government roads or property caused by construction operations. Restoration repairs or replacements to damaged Government roads or other property shall be accomplished in a quality manner acceptable to the Contracting Officer.
