STANDARD OPERATING PROCEDURE

Contaminated Media Container Labeling

Purpose The purpose of this Standard Operating Procedure (SOP) is maintain consistency and ensure compliance with application legal requirements regarding the labeling of containers storing investigation derived waste (IDW) or other contaminated media (collectively referred to herein as IDW) pending analysis and/or final dispostion.

Scope This SOP covers the labeling of containers storing IDW on Eielson AFB, including remote sites.

Forms of containment may include drums, buckets, super sacks, over packs (secondary containment), and stockpiles. The target audience is any unit or contractor generating IDW on Eielson AFB.

Business Rules This labeling requirement is used to satisfy requirements of: US EPA, US DOT, and Eielson AFB. Containers shall be marked with contrasting lettering (e.g., white letters on black background, blue background with white lettering, etc.). Fluorescent paints are not acceptable.

Professionally designed & weatherproofed labels are preferred for containers that will be stored over a winter period, however locally prepared labels are acceptable, as long as the necessary information is provided. Labels must adhere firmly to container surfaces.

Container labels are required to contain the following information (example provided).

• Installation Name

• Project (construction), Spill, or Site Name (IRP investigations)

• Contract/Task Order or Spill Number

• Container Number (Obtained from Eielson HazWaste, 377-2574)

• Date of Generation (of individual container)

Stockpiling Contaminated Soils

Purpose This Standard Operating Procedure is designed to help generators control contaminants migrating from soil stockpiles onto clean sites, thus limiting exposure. A generator is the party

(organization or individual) responsible for causing the material to be placed in a container or stockpile. The information was developed under guidance of the Alaska Department of

Environmental Conservation (ADEC) and the Eielson Environmental Restoration Program

(ERP). The information herein is incorporated from the State’s directive. Additional performance features have been added to enhance best management practices at Eielson AFB.

Scope This section covers procedures for controlling pollutants at excavation sites as soil is placed and stored in stockpiles pending characterization and disposal. As such it applies base-wide to projects subject to a Generic or Site Specific Quality Assurance Project Plan (QAPP) that will be or have the potential to stockpile soils. The procedures contained herein do not preclude additional site- or project-specific requirements (e.g., compatible materials and/or appropriate personal protective equipment) required to protect the health and safety of workers. The generator is responsible for performing due diligence to ensure the safety of their employees.

Procedures

1. Excavated soil must be stockpiled at or near its point of generation unless otherwise approved by the ERP and appropriate regulatory agecies.

2. Excavated material must be segregated in accordance with the provisions of the applicable QAPP. Soils cannot be "blended" without prior approval by the Eielson Environmental Restoration Program and applicable regulatory agencies.

a. Sites with multiple sources must have suparate stockpiles based on field screening results, knowledge of historical activities, and type of products.

3. Soil stockpiles must be at least 100 feet from surface waters and at least 200 feet from public drinking water supply wells.

CZOP-01 Stockpiling Contaminated Soils

4. Stockpiles must be constructed to prevent effluent from migrating to clean areas by using bottom and top PVC liners.

a. Bottom liners are required to be a total of at least ten (10) mil thick for short term storage (less than 180 days), and a total of at least 20 mil thick for long-term storage (more than 180 days).

b. Top liners should be six mil thickness for short term storage and ten mil for long term storage.

c. Edges of bottom liners should lap back up and over the wattle and stockpile base by a minimum of five feet to contain any "settlement" and subsequent leaks from within.

d. The top cover should also overlap the bottom liner by at least three to five feet.

e. While stockpiles vary in size, bear in mind that the intent is to cover and overlap so as to prevent migration into or out of the stockpile. It's possible to have rain water ponding in liner depression surfaces. However, there will be no contact with the soil if the containment is properly constructed. Examples shown in Figures 1, 3, 4, 7, 8, and 12.

f. Stockpiles must be completely covered and weighed down during hours of inactivity at the location (i.e. weekends and evenings).

5. Stockpile covers shall be appropriately secured and weighed down. Lumber, pallets, rocks, broken pave stones, crushed barrels, cable, logs, and/or any other objects with jagged or sharp edges will not be used as weight or ballast, as they cause tears (See Figure 2).

However, tires, 60 lb. sandbags, and/or 60 lb. bags of pea gravel may be used to anchor ropes tied in a crisscross fashion over covers.

a. Use best judgement when considering how many sandbags to use. Keep in mind strong wind storms that can pull, rip, and tear liners when insufficiently weighted.

Openings along the base also allow wind intrusion. Keep this in mind when deciding how much weight is enough.

6. Stockpiles shall have berms or containment to control runoff. Two common methods used on Eielson are earthen berm and wattles or booms.

a. Earthen berms may be used as secondary containment provided that the bottom liner overlaps the complete inside top of the berm, to the outer surface and weighed down.

This method tends to pond rain water and the containment may need to be pumped out. If so, this means two liners would be used: one as a surface liner for the entire area, lapped over the berm. The other would be used to secure the bottom of the stockpile and lapped over by at least 36 inches, as defined in the standard stockpile containment. This way, any accumulated rainwater will not come in contact with the protected soil. Under no circumstance can unlined earthen berms be allowed to be used as secondary containment. See Figure 12.

b. Wattles (dry straw or similar commercial or locally constructed absorbents) Wattles serve to contain moisture leaching from the soil and spilling onto clean surfaces during stockpile dismantling. Therefore, these absorbents will be placed at the base of each stockpile directly in contact with the soil. The wattle becomes part of the contaminent and is so disposed. Keep in mind wattles primarily serve the functional purpose of absorption and containment and are most effective when secured as close to the source as possible. See figures 1, 3, and 4.

7. Stockpiles shall be adequately marked.

a. Traffic safety cones or candlestick bollards are required around the perimeter of the stockpile. This is especially important in unprotected open spaces or near public travel routes. At all times, try to locate stockpiles away from busy routes or construction activity. There are many activities taking place that can damage or cause damage to a site, so it’s important to use these safety devices to bring attention to the site. See Figures 3, 7 and 8.

b. Public Health and Safety Signs are public health information and safety notices that serve as warnings to stay away. These shall be erected whenever the first soil delivery is made at a stockpile’s point of construction. Stockpiles 1000 cubic yards and larger are required to have a sign every 100 feet. Each separate stockpile must have a durable backboard and weatherproof sign with letters readable from 20’ away showing: date of generation, generator, project name contaminant of concern and its interim status (“Hazardous”, “Nonhazardous”, “Pending Analysis”, etc.), point of contact for the contractor and AFCEC/CZOP ERP. Telephone numbers for these should be permanent office numbers where a corresponding POC can always be reached – do not list cell phone numbers. These information notices must be maintained in readable condition and fixed to the stockpile throughout its duration.

8. Stockpiles must be regularly inspected and maintained to ensure the cover remains intact, excessive water does not accumulate, wattles remain in place, signs are legible and in place, and safety warning devices are present and upright. Stockpiles must be inspected daily during active construction and a minimum of weekly during maintenance periods.

Inspections shall be documented and records made available to the ERP upon request.

Any access openings made to the liner (cut outs to collect samples, accidental tears, etc.)

shall be immediately sealed offto prevent wind and rain intrusion.
