Fort Greely, AK, Missile Defense Complex 6 Aug 2015
NEW PAVED ROADS AND ROUNDABOUTS
1.0 GENERAL
Paved roads and roundabouts shall be installed in accordance with drawings, sketches, or other information provided in accordance with requirements of applicable Unified Facilities Criteria (UFC). The Contractor shall maintain as-built drawings current throughout construction and provide them in Microstation to the Government, in electronic format, upon project completion and acceptance.
2.0 LOCATION
Paved roads and roundabouts will be located within the Fort Greely, AK (FGA), Missile Defense Complex (MDC). All work will be located within the MDC on Federal property which will require advance approval to work in the area.
Personnel without required security clearance working on the MDC are required to be escorted. Personnel with security clearances will need to request MDC badging in advance of work activities with the DoD Missile Defense Agency (MDA) and the 49th MDBN at FGA.
3.0 CONTRACTOR-SUPPLIED ENGINEERING SURVEY
The Contractor shall provide an engineering survey which shall be in accordance with EM 1110-1-1005. The survey shall be submitted to and approved by the Contracting Officer prior to commencement of grading and/or trenching activities.
The Contractor may utilize a Government-provided 2010 LIDAR survey to determine the MDC drainage patterns and limits of the engineering survey.
4.0 VACUUM - EXCAVATION/SURVEYING OF UNDERGROUND UTILITIES
The Contractor shall expose all underground electrical, data, telecommunication, conduits, and duct-banks within the vicinity of work activities using vacuum-excavation. This is required in all areas of proposed excavation as well as utility crossings. Once exposed, the utilities shall be surveyed horizontally and vertically in accordance with EM 1110-1-1005.
The updated survey shall be submitted to and approved by the Contracting Officer prior to commencement of grading and or excavation activities. An FGA Dig Permit shall be approved in-advance of all excavations.
5.0 CONTRACTOR'S STAGING AREA AND ACCESS ROUTE
The Contractor will be provided a suitable location outside the MDC for his construction trailer and parking. An area near the Fort Greely airfield will be provided for asphalt production if required by the Contractor. Access to the MDC shall be via the FGA main gate and the MDC Entry Control Point. Large construction vehicles shall gain access via the by-pass gate adjacent to the MDC Entry Control Point or otherwise as authorized by the 49th MDBN and MDA Security Operations.
6.0 CONSTRUCTION AREA/SAFETY FENCING
The Contractor shall delineate the construction areas with cones or other means throughout the duration of the contract subject Contracting Officer acceptability.
7.0 PAVEMENTS
7.1 Pavement Sections for Vehicular Areas. The Contractor shall provide a 4-inch thick asphaltic concrete layer overlaying a 4-inch thick aggregate base over-laying a 8-inch subbase pavement section in accordance with the Alaska Department of Transportation and Public Facilities (ADOT&PF) Standard Specifications for Highway Construction 2004. All layers shall be compacted to densities not less than 95 percent of maximum dry density of optimum moisture content as per ASTM D1557. Variations in field density verification testing methods, such as Nuclear Method Testing, shall be subject to approval by the Contracting Officer.
7.2 Subgrade Evaluation. Contractor shall evaluate and confirm that pavement subgrade conditions are suitable for the specified pavement section as defined in UFC 3-130-03, Runway and Road Design: Arctic and Subarctic Construction.
7.3 Interface with Existing Asphaltic Concrete Pavement. Where new pavement connects to existing asphaltic concrete pavement the existing pavement shall be clean saw cut along the interface prior to placement of the new asphaltic concrete pavement.
8.0 GRADING
8.1 General. Positive drainage shall be provided and existing drainage ways shall be utilized to the extent possible.
The Contractor shall direct drainage away from buildings or to road ditches. Earthwork shall be balanced to the extent possible without compromising design.
8.2 Adjustment of Existing Structures. All manholes, valve boxes, or inlets of any nature within the project that do not conform to the new finish grade in either surfaced or unsurfaced areas shall be adjusted to the new finish grade. Where inlets, manholes, or valve boxes fall within a surfaced or unpaved roadway, the existing frames and cover shall be removed and replaced with a heavy-duty frame and cover.
8.3 Borrow and Waste. Borrow materials may be obtained at the Contractor’s expense from the Government borrow pit located south of MDC. Contractor will be responsible for mining and processing material for use. Surplus excavated material not required for fill shall be disposed of by the Contractor as directed by the Contracting Officer in the vicinity of the borrow pit.
9.0 EROSION AND SEDIMENT CONTROL
The Contractor shall be responsible for selecting and implementing Best Management Practices (BMPs) to minimize pollutants in storm water discharges associated with construction activity at the construction site. All erosion and sediment measures and other protective measures shall be maintained by the Contractor in effective operating condition.
All temporary structural practices shall be removed once the corresponding disturbed drainage area has been permanently stabilized.
10.0 ROAD AND GROUNDS MAINTENANCE
Tracking of mud onto adjacent roads and streets shall be kept to a minimum. Any mud tracked onto FGA or MDC roads, or adjacent areas, shall be removed at least once daily.
11.0 MDC UTILIDORS
Where work activities may take place in the vicinity of existing underground utilidors, the Contractor shall take necessary precautions to protect utilidors from exceeding their design load. MDC utilidors are designed for a surcharge at ground surface of 400 pounds per square foot.
12.0 TESTS
Testing for earthwork, drainage and paving shall comply with applicable UFS and ADOT specifications.
13.0 CONTRACTOR QUALITY CONTROL (CQC) SYSTEM MANAGER
The Contractor shall identify as CQC System Manager an individual within the onsite work organization who shall be responsible for overall management of CQC and have the authority to act in all CQC matters for the Contractor. The CQC System Manager shall be a graduate engineer, graduate architect, or a graduate of construction management. The CQC system Manager may alternately be an engineering technician with at least 2 years of college and an ICC certification as a Commercial Building Inspector or a qualified construction person with a minimum of 5 years in related work experience.
In addition, the CQC system manager shall have a minimum of 5 years construction experience on construction similar to this contract. The CQC System Manager shall be on the MDC site at all times during construction and shall be directly employed by the prime Contractor. An alternate for the CQC System Manager shall be identified in the plan to serve in the event of the System Manager's absence. The requirements for the alternate shall be the same as for the designated CQC System Manager.
