About this file
This is an Amendment 0002 to Request for Quote (RFQ) FA500026Q0029 containing Questions and Answers regarding a Custom 3D Diorama of Joint Base Elmendorf-Richardson (JBER). The diorama is an 8 feet by 5 feet 3D model at 1:2000 scale depicting the JBER main base and associated range areas, split into four separate quadrants with individual bases. The Government requires accurate location and general shape of facilities per the "Required Facilities List.pdf" (Attachment 5c), with detailed boundary information provided in "JBER Diorama Boundaries.pdf" and "JBER Recreational Map.pdf." High detail on individual buildings is not required; generic visual representations are acceptable. Only aircraft are required to be movable elements. The model must be finished in full color using satellite/Google Maps overlay, with painting and laser-etched details acceptable. Each quadrant requires a separate base with contractor-proposed design meeting stability and mobility requirements; the Government prefers seamless appearance between quadrants with seamless butt-joint connections sufficient.
Additional specifications include that minimum feature sizes of 5.0 mm horizontally and 0.2 mm vertically are acceptable, with true scale preferred for elevation modeling. Legends, scale indicators, and orientation markers (north arrow, named areas) are required. A 3D printed structural base finished with traditional modeling materials (paint, texture coatings, turf, trees) meets durability requirements, and stepped/layered 3D printed finishes or 3D printed bases with plaster overlays are acceptable. The Government will provide GIS/CAD files to the successful awardee post-award; vendors must base pricing and proposals on provided PDF maps and facility lists. Digital model review and approval by the Government is required prior to fabrication, with the 5% clarity requirement evaluated during digital review. The revised submission deadline is 21 May 2026 at 02:00 PM AKST. Contractor personnel may access JBER for site visits post-award with Government sponsorship and standard identification procedures. GIS/CAD files may be distributed internally to employees and subcontractors on a need-to-know basis for contract performance, with contractors responsible for preventing public distribution of Government facility data.

AMENDMENT 0002
TO REQUEST FOR QUOTE (RFQ) FA500026Q0029
Custom 3D Diorama of Joint Base Elmendorf-Richardson (JBER)
Questions and Answers
The following questions were received, and the Government's official responses are provided below:
Question 1: Could the Government provide the required boundary lines, coordinates, site plan, or map limits for the area of JBER to be represented in the 8 ft x 5 ft model?
Government Response 1: The overall boundaries for the model are depicted in the attached document titled "JBER Diorama Boundaries.pdf" (Attachment 5a). Within these boundaries, the only areas requiring detail are the JBER main base and its associated range areas, as shown in the "JBER Recreational Map.pdf" (Attachment 5b).
Question 2: There are many buildings on JBER. Does the Government require all buildings within the selected boundary area to be fabricated and represented, or only key/significant buildings and features?
Government Response 2: A comprehensive list of the required facilities to be modeled is provided in the attached document titled "Required Facilities List.pdf" (Attachment 5c).
Question 3: At an 8x5 foot scale, objects will be extremely small (1:2000 scale). Is this scale acceptable, or does the Government want to focus on a specific section of the site in greater detail?
Government Response 3: The 1:2000 scale over the 8x5 foot area is acceptable. High detail on individual buildings is not important; the Government requires the accurate location and general shape of the facilities so you can visually see that a building is there.
Aircraft models do not need to be exactly to scale; generic visual representations of aircraft are acceptable.
Question 4: Does the Government require any interactive or modular features, such as magnetized elements (removable buildings, magnetized markers/models)?
Government Response 4: No magnetized or modular elements are required for the buildings or terrain. The only movable elements required are the aircraft.
Question 5: Does the Government require the diorama to be finished in full color?
Government Response 5: Yes, the diorama must be finished in full color (such as with a satellite/Google Maps overlay).
Question 6: Are painted and/or laser-etched details acceptable, or does the Government require fully fabricated 3D details for all major features?
Government Response 6: Painting and laser-etched details are acceptable.
Question 7: The RFQ states the model should be split into four connecting quadrants.
Does the Government have a preferred mounting method for the four pieces? Does each quadrant require a separate base, or may the contractor propose a base design?
Are there required specifications for the base?
Government Response 7: Each quadrant must have a separate base. The contractor may propose their own base design. There are no specific requirements for base thickness or material, provided it meets the stability and mobility requirements outlined in the Salient Characteristics.
Question 8: Should the sides/edges of each quadrant be finished or protected? Would the Government prefer protective side edging for durability, or minimal seams for a more seamless appearance?
Government Response 8: The Government prefers a more seamless appearance between the four quadrants.
Question 9: Will the model be moved frequently after delivery, or is it expected to remain mostly stationary once assembled?
Government Response 9: The model will be moved infrequently. The primary purpose of the four-quadrant design is to allow the Government to separate the sections and use only the required pieces without the entire 8x5 model taking up room space.
Question 10: Are there any available renderings, reference images, GIS/CAD files, drawings, or other visual materials that the Government can provide to assist with accurate pricing and fabrication?
Government Response 10: The Government does possess GIS/CAD files for the model area. These files are not required for quoting purposes and will only be provided to the successful awardee after contract award to assist with fabrication. All vendors must base their pricing and proposals on the PDF maps and facility lists provided in this Amendment.
Question 11: SAM.gov shows offers due on May 13, while the RFQ attachment states “Friday, May 13th.” Since May 13 falls on a Wednesday this year, could you please confirm the correct due date and time? Additionally, we request a one-week extension to allow sufficient time to prepare a complete and responsive quote.
Government Response 11: Amendment has been released changing the due date for quotes to be submitted to 21 May 2026 at 02:00 PM AKST.
Question 12: Does a construction approach using a structural base made from PLA (polylactic acid) finished with traditional modeling materials (paint, texture coatings, turf, trees) meet the requirement for “high-density model foam or similar durable material”?
Government Response 12: Yes.
Question 13: Regarding the requirement for “painted textures,” can you confirm whether bold, clearly differentiated painted textures are acceptable, or if the intent is for more natural, blended finishes (for example, airbrush-style shading and gradual color transitions)?
Government Response 13: Yes, bold clearly differentiated painted textures are acceptable.
Question 14: To ensure alignment with the requirement that no more than 5% of features may lack clarity or detail, are minimum feature sizes of 5.0 mm in the horizontal (X/Y) direction and 0.2 mm in the vertical (Z) direction acceptable for this scale?
Government Response 14: Yes.
Question 15: Is vertical exaggeration allowed or preferred to improve terrain readability, or should elevations be modeled at true scale?
Government Response 15: We prefer true scale.
Question 16: Are labels, legends, scale indicators, or orientation markers (such as north arrow or named areas) required or desired on the model?
Government Response 16: Legends, scale, and orientation markers are required for the model.
Question 17: Are there any preferences or requirements for how the four quadrants connect, such as pins, magnets, or alignment features, or is a seamless butt-joint connection sufficient?
Government Response 17: seamless butt-jointing is sufficient.
Question 18: Will there be an opportunity for the Government to review and approve a digital model or design proof prior to fabrication? Additionally, can you clarify how compliance with the “no more than 5% lack clarity” requirement will be evaluated at acceptance?
Government Response 18: Yes, we want to review the digital representation of the model and approve it prior to fabrication. We will determine the 5% clarity in the digital review process before fabrication.
Question 19: A site visit may be helpful to verify mission-critical dimensions and overall context once under contract. Please advise what security credentials or clearance requirements apply for Contractor personnel to access Joint Base Elmendorf-Richardson for a site visit.
Government Response 19: If a site visit is required post-award, the Government Requirement Owner will act as the sponsor to facilitate and coordinate base access for Contractor personnel. The Contractor will need to provide standard identification information for base passes in accordance with JBER Security Forces procedures. The Government will also provide an escort while the Contractor is on site.
Question 20: We note in Addendum 1 that documentation received under this contract may not be shared outside of the 673D Air Base Wing. Please confirm that such documentation may be distributed internally among the Contractor’s employees on a need-to-know basis for the purpose of contract performance. Additionally, please clarify any requirements (such as non-disclosure agreements or other controls) that would apply if documentation needs to be shared with subcontractors or suppliers supporting the Contractor on this effort.
Government Response 20: Yes, the awardee may distribute the provided GIS/CAD files internally and to subcontractors strictly on a need-to-know basis for the purpose of contract performance, as further defined in the updated Salient Characteristics. The Contractor is responsible for ensuring their employees and subcontractors do not publicly distribute or publish the Government's provided facility data.
Question 21: 3D printed terrain can exhibit a layered or stepped appearance compared to a fully smooth sculpted finish. If required, 3D printed terrain can be coated with additional material such as plaster and finished with paint to achieve a smoother surface appearance. Please confirm whether this construction type (stepped/layered 3D printed finish or a 3D printed base with a plaster overlay) is acceptable for this project.
Government Response 21: Yes, a stepped/layered 3D printed finish or a 3D printed base with a plaster overlay is acceptable for this project.
