About this file
This document is a Salient Characteristics List for a federal contract opportunity issued by the Department of the Air Force, 673D Air Base Wing, dated 1 May 2026.
The 673D Air Base Wing requires a detailed three-dimensional scale model of Joint Base Elmendorf-Richardson (JBER), Alaska, to enhance situational awareness and facilitate operational planning during exercises and real-world scenarios. The model shall be designed, constructed, and delivered as a complete assembly measuring eight feet by five feet, divided into four seamlessly connected quadrants. The contractor must include buildings, landscape features, roads, airfields, and other significant geographical and manmade elements with dimensional and proportional accuracy. Construction materials must be high-density model foam or similar durable, lightweight material capable of withstanding shipping and handling without damage. Detailing shall include laser markings, painted textures, and vegetation to enhance realism, with no more than 5% of features lacking clarity or detail. The contractor must provide stable bases for each quadrant that align seamlessly without visible gaps or instability. Work shall be performed at the contractor's facility, with the final product shipped to the 673D Air Base Wing History Office at JBER, Alaska, using protective containers to prevent transit damage. The project must be completed within six months of contract acceptance. Performance standards require 100% compliance for design accuracy, material durability, base construction stability, and damage-free delivery, with a maximum acceptable quality level of 5% for feature clarity deficiencies. The contractor is subject to a confidentiality requirement prohibiting disclosure of project-related documents or information to any entity other than the 673D Air Base Wing.
