About this file

This document is an Amendment 0003 - Questions and Answers for a grounds maintenance and snow/ice removal services contract for Joint Base Elmendorf-Richardson (JBER). The solicitation covers comprehensive grounds maintenance services including mowing, pruning, leaf removal, and snow/ice removal across approximately 795 acres. Key details include a total estimated snow hauling volume of 76,357 cubic yards per snow season, sidewalk maintenance of 7,070.04 linear feet, and a requirement for both summer and winter service periods. The current contract was previously held by Western Construction and Equipment, with the most recent contract awarded in 2020 for $19.1 million.

The Q&A document provides extensive clarifications on service expectations, including snow removal priorities, sanding/salting requirements, drainage structure maintenance, and security training obligations. Contractors must provide staff and equipment year-round, with specific performance requirements for snow removal from September through May. The contract includes firm fixed pricing for all months, regardless of actual snow events, and requires comprehensive site maintenance including specialized areas like Bird Aircraft Strike Hazard (BASH) zones, emergency access routes, and training areas. All contractor personnel must complete security and Operations Security (OPSEC) orientation under Homeland Security Presidential Directive.

Amendment 0003 – Questions and Answers

1. What are the insurance requirements for this contract?

Contractors are required to comply with liability requirements found in Federal Acquisition Regulation (FAR) Part 28.307-2.

2. Who had the contract from previous year? Who were the subs?

The current contractor is Western Construction and Equipment. A list of subcontractors is not available.

3. Can we get the abstract from the previous contract award?

A copy of FA500020C0014 Award Notice is included as Attachment 17 - FA500020C0014 Award Notice

4. Can you confirm the use of DB/Scaled Wages for the Project.

FAR Clauses 52.222-41, 52.222-42, 52.222-43, 52.222-44 apply to this solicitation and the applicable wage determination can be found at Attachment 8.

5. Is it possible to bid the snow separate from the summer grounds maintenance or are the scopes inclusive and would not be awarded separately?

The scope of this acquisition is inclusive of both Grounds Maintenance and Snow/Ice Removal services. Including only Grounds Maintenance Services or only Snow and Ice Removal Services will result in a proposal that is not considered technically acceptable.

FAR 52.212-1 Addenda - Instructions to Offerors (c)(m)(3)(ii) Part II – Technical Proposal detail instructions for completing the technical portion of the subject proposal.

FAR 52.212-2 Addenda- Evaluation Factors (e)(1) Factor 1 – Technical details how the government will evaluate technical proposals.

6. 1.7 Perform Snow/Ice Removal - This section instructs the contractor to amortize all costs over a period of 8 months. The pricing worksheet lists 2 sub CLINs, one for 7 months and one for 1 month. Would the 0002AA be paid out for standby, or would this sub CLIN only be paid if JBER receives a recordable snowfall during the Period of Performance (15 April - 14 May)?

The two SLINS (X002AA and X002AB) included in Attachment 6 – Pricing Worksheet represent the total period of performance (PoP) for snow/ice removal services for each performance year. The PoP for snow/ice removal services occurs both before and after the PoP for grounds maintenance service. All months included in Attachment 6 – Pricing Worksheet will be paid on a firm fixed price basis whether or not a snow event has occurred.

7. What was the last bid (contract) dollar amount?

Attachment 16- FA500025R0007_ Questions and Answers

The current contract was awarded in 2020 for $19.1M

8. If there is a change on contractors when awarded, what is the time frame to move in and proceed?

The Government expects to award the contract ahead of period of performance start date.

The new contractor is expected to begin service on the period of performance designated in the solicitation. Per Services Summary (PWS page 19), “During the first initial 30 days of the contract, two additional errors on each work shall be allowed to identify normal phase-in problems.”

9. Sidewalks are mentioned in the docs but there is no measurement/pay item, not all roads have sidewalks. Are the Sidewalks to be assumed only those ones around/adjacent/leading to the building and not roadside sidewalks that would be bermed into during plowing.

o I.e. Are roadside sidewalks not included? If they are, do they need to be de-iced the same as high traffic areas around the buildings?

All sidewalks adjacent to the streets are to be plowed. The sidewalks between these buildings also need to be plowed. The sidewalks will be included in CLIN 0002 and are estimated at 7070.04 LF.

10. Is there a map available for the sidewalks to be serviced under this contract.

See answer to Question 9

11. Sanding vs salting: are only the throughfare lanes of parking lots to be salted? Or does this apply to actual roads as well? Where does sanding begin and salting stop?

See PWS para. 1.7.1.9 & 1.7.1.11

12. What is the location to the snow dump(s) we are permitted to haul to?

See updated map Attachment 3

13. Several services/scopes are listed under Snow/Ice removal services but there is no pay item or quantities listed in Appendix A – Grounds Description/Workload Estimates. Is there more definition for any of these amounts? Square footages for sanding, Salting, et.al?

All Snow/Ice Removal Services are captured under PWS para. 1.7 and as a lump sum in

CLIN X002.

14. Appendix A – Grounds Description/Workload Estimates lists 76,357 Cubic yards of snow hauling. Is this to be assumed the amount to be hauled per snow storm? To what limit does this number represent? How many times is this amount of snow anticipated to be hauled? What is the hauling trigger, upon request? As needed? After each snow fall?

This is the estimated amount to be hauled per snow season. Some winters see much heavier snowfall than others. See PWS para. 1.7.1.3

15. Are any of the services in the scope meant to be O&A on the Snow/Ice removal? Such as hauling, deicing etc. The Summer grounds maintenance lists O&A services. Is the intent of Appendix A – Grounds Description/Workload Estimates list to be the only snow/ice services that are inclusive in the monthly number, and the other Snow/Iced services would be billed O&A when requested?

Snow/Ice removal O&A will be only for areas not on contract or for special projects.

16. Is the CES security training for anyone working on this project or just key personnel?

All Contractor personnel are required to attend security and Operations Security (OPSEC) orientation under Homeland Security Presidential Directive (HSPD) Title 12.

The Contractor shall schedule initial and annual refresher training (for all assigned Contractor personnel) through the CES Security Manager. All Contractor personnel shall be thoroughly briefed by the CES Security Manager on established security requirements and procedures as stipulated in Air Force Policy Directive (AFPD 31-1, Integrated Defense.

17. What happened to the sand that was swept up from previous years , is it screened and reused for future years? Is there a stockpile of sand from previous years?

The contractor may screen and reuse the sand. Yes, there’s a stockpile of sand from previous years.

18. What are the measurements for the sanding of intersections?

See PWS para. 1.7.1.11

19. What is the measurement for salting/scope of work? Areas are vague.

See PWS para. 1.7.1.9

20. What are the areas for liquid ice melt/brine? Is liquid optional vs granular salting or are the both to be done?

See PWS para. 1.7.1.9

21. What are the number of estimated occurrences per month? If one company estimates 4 and another estimates 3 , that does not provide apples to apples bidding.

Monthly averages: Anchorage generally receives measurable snowfall from October through March, with the most significant accumulation during these months.

Accumulation: We commonly experience deeper snowfall events, with at least 26 days each winter reaching daily high totals. The number of estimated snow occurrences per month is 3.

22. Is staff and equipment onsite a requirement of performance? The snow contract begins in September, but it does not typically snow from September 15 to October 15.

Yes, staff and equipment onsite is a requirement. See PWS para. 3

23. What is the expectation for street sweeping, are all 795 acres required to be swept?

See PWS para. 1.7.1.9

24. Where are the sweepings stored or dumped?

Excess sand is stored/dumped at building 743.

25. Is brush cutting considered O&A or to be included as part of the monthly number?

Brush cutting is done once a year. If the area to be brush cut is not on the map Attachments 14 & 15, then it would be considered an O&A.

26. Can the government please provide detailed maps showing all required work areas? The maps provided do not show the required detail of the work areas.

See updated maps

27. Can the government please provide Snow Removal maps that show all required work areas?

See updated map Attachment 3

28. Snow Removal Work Load Data - Can the government please provide a list of roads and lots that require services with their areas/lengths listed? An accurate list of required service areas is essential to determine pricing.

See Appendix A – Grounds Description/Workload Estimates in the updated PWS Attachment 1

29. Snow Removal Work Load Data - Perform Snow/Ice Removal Hauling lists 76,357 CY of snow/ice to be hauled. Would any quantity of hauled snow/ice over the 76,357 CY be paid for under CLIN 003 - Over and Above Projects.

No, this is the estimated amount to be hauled per snow season based on historical averages over the last 6 years. Some winters see much heavier snowfall than others. See PWS para. 1.7.1.3

30. The JBER Mowing map provided does not provide enough information to determine services required for the acquisition. Can the government please provide JBER mowing maps with enough detail to determine the services required.

See updated map Attachment 2

31. The Eagle Glen Fitness Park is not highlighted on the provided Grounds Maintenance Map. Please confirm if it is intended to be on this contract.

32. The Provided JBER Mowing map does not include the areas of Unimproved Grounds Areas (brush cutting). Can the government please provide a map of the required areas of Unimproved Grounds (brush cutting)?

See Brush Cutting Maps Attachments 14 & 15.

33. Grounds Maintenance Work Load Data - Can the government please provide a list of roads and lots that require services with their areas/lengths listed? An accurate list of required service areas is essential to determine pricing.

See Appendix A in the updated PWS Attachment 1

34. Can the government please confirm the acreage of required Brush Cutting?

See Appendix A in the updated PWS Attachment 1

35. The JBER Mowing Map has both Semi-Improved and Fences both highlighted with green. It is difficult to determine the difference between the two on the map. Can the government please provide a map with these highlighted with different colors? Also, is it possible to show Perimeter Fence separate from other fences or possibly removing fences that are not included on the contract?

We anticipate having further updated mowing maps on 31 October 2025. These additional maps will further differentiate between fences.

36. Building 793 isn't highlighted in red fully (for ground maintenance). Should this area be included?

See updated map Attachment 2

37. Building 788 isn't highlighted in red fully (for ground maintenance). The map is only showing a little red, south of the building. Should this area be included?

38. Building 35750 isn't highlighted at all (for ground maintenance). Is the intent for this to be maintained?

39. Building 8414 (Ted Stevens School). In the highlighted red and circle area, the red line is a grass section on the north side of the building. Should this be included? The circle in the picture is an area not highlighted. Should connecting parts adjacent to this section be added?

The contractor is not expected to perform work in this area.

40. When does the government expect to have updated Maps and Workload Data sheets for this acquisition?

See updated Maps Attachments 2, 3, 14, & 15. Attachment 2 is in the process of getting updated to show the perimeter fence and differentiate the other fences from the Semi- Improved areas. We anticipate having further updated mowing maps on 31 October 2025

41. 1.1.4 Prune Shrub, Hedges, and Other Plants - Does this include all plants located on improved areas and not just planter beds. Example - a small tree on the corner with no edging, mulch, etc. indicating a planter bed.

See PWS para. 1.1.4

42. 1.1.13 Leaf Removals - Is there any way the leaf removal date could be pushed to 14 Oct;

the end of the summer contract; because leaves are still in the process of falling which makes 30 Sept not feasible for completion.

See updated PWS para. 1.1.13

43. 1.3.1 Maintain Bird Arewa Strike Hazard (BASH) - Will BASH areas indicated on the map that are currently in an un-maintainable state be serviced (cleared/bush cut) before we are asked to maintain them? Some highlighted sections are unable to be mowed.

Area is now maintainable.

44. 1.3.2 Airfield Light Fixtures - Is there more BASH area not marked on the provided map?

Marked in Purple is BASH areas and what is provided on the map doesn't show an area with airfield light fixtures. Is there something else that is supposed to be marked that correlates with this section?

Yes, there are other BASH areas on base maintained by other shops. There are no light fixtures in the BASH area on this contract.

45. 1.3.3 Herbicides - Is there more BASH area not marked on the provided map? Marked in Purple is bash areas and what is provided on the map doesn't show an area with obstacles.

Is there something else that is supposed to be marked that correlates with this section?

There are no obstacles in the BASH area on this contract.

46. 1.5 Maintain Vegetative Beds, Inert Beds, Rock Beds and Related Areas - Is the contractor responsible for mulch or decorative rock if the planter bed is needing more or would that be paid for under CLIN 003 - Over and Above Projects?

No, this would be a Special Maintenance Project (SMP) under CLIN X003.

47. 1.7.1.9 Winter Break Services - This section directs the contractor to have the snow removal areas cleaned up between 1 Mar and 31 May. ICE CONTROL (under the same section) directs the contractor to have sand removed as part of spring cleanup by 15 April.

Can the government please provide clarification on these date conflicts?

1. The Contractor shall provide all sand and chemicals and shall remove and dispose of excess sand accumulation as part of spring cleanup by 15 April. This date will flex to fifteen (15) days after the end of a snow event.

2. Trash and debris caused by or affected by snow removal operations shall be cleared from all designated areas between 1 Mar and 31 May.

48. 1.7.1.4 Snow Berm Guidance & 1.7.1.8 Malamute drop zone/Landing Zone - Both of these sections reference a maximum berm height of 36" and 35" (MMDZLZ). In the event of standard snow accumulations or drifting (as the cause), is the contractor responsible for maintaining the maximum height even if the berm was not created from snow removal operations?

Yes

49. 1.7.1.5 Barracks/Dormitory Operations - This section references removing blockage or obstruction of drainage structures utilizing thawing. Does this requirement apply to all serviced areas or only to the Barrack and Dormitories?

See PWS para. 1.7.1.2

52. 4.12.1 Contract Changes - This section states that the Contractor can expect up to 30 such changes in priority per snow season. Would any requests over the 30 be paid for under CLIN 003 - Over and Above Projects?

No

53. Training area- who will provide plowing schedule?

The COR will provide the Range Bulletin and any pertinent training information to the Contractor.

54. Are the gates always open to drop zone, and if not, who do we contact?
