About this file

This document is a Federal Acquisition Regulation (FAR) 52.212-1 Addendum for Instructions to Offerors for a Grounds Maintenance and Snow/Ice Removal Services contract at Joint Base Elmendorf-Richardson (JBER) in Alaska. The solicitation requires offerors to submit a four-part proposal: Part I - Summary and Miscellaneous Data, Part II - Technical Proposal, Part III - Past Performance and Small Business Commitment Document, and Part IV - Price Proposal. Key requirements include a pre-proposal conference on 9 October 2025, electronic proposal submission via email by the solicitation closing date, and a minimum total small business commitment goal of 18% of total contract dollars.

The technical proposal must detail methodologies for grounds maintenance, snow and ice removal, and continuation of essential contractor services. Past performance submissions are limited to three references for grounds maintenance and snow/ice removal services within the last three years. Large business offerors must submit a subcontracting plan, and all offerors must complete a Small Business Commitment Document. The pricing proposal requires completing a provided Pricing Worksheet with unit prices for each Sub-Contract Line Item Number (CLIN), including option periods. Proposals will be evaluated on technical approach, past performance, small business commitment, and price, with strict formatting and submission guidelines outlined in the document.

It is imperative that mathematical calculations are correct; particular care should be taken to ensure the amounts match when using a spreadsheet program, such as Microsoft Excel. The unit prices and extended amounts are limited to two decimal places.

(C) Extreme care should be taken to ensure that no price data of any kind are included in any other Part of the proposal and that price data for each service portion is included only in the CLINS related to that service portion.
