About this file
This solicitation seeks proposals to repair two fuel storage tank farms at a Department of the Air Force base in Alaska. The consolidated project will demolish aging underground storage tanks and infrastructure at Tank Farms 3 and 4, and reconstruct a new consolidated storage and distribution system at Tank Farm 4. The new system will include six 50,000-gallon double-wall tanks for JP-8 fuel and one 25,000-gallon double-wall tank for ultra-low sulfur diesel. Additional requirements include constructing a new filter building, control room, motor control center, truck loading area, and return to bulk station. A new retail fuel station with dispensers will also be built to replace Tank Farm 3. Proposals are due by June 1, 2023, and questions regarding the specifications must be submitted by June 1. An optional site visit will be held on May 24, 2023 to inspect the work areas. Payment and performance bonds are required, and the project value is estimated between $10-25 million.

1.3.4 SCR-SS070 Time Extensions For Unusually Severe Weather (ER 415-1-15, 31 OCT 89):
A. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the Contract Clause entitled "DEFAULT (FIXED PRICE CONSTRUCTION)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
1. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
2. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
B. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
Monthly Anticipated Adverse Weather Delay Work Days Based on a 5-Day Work Week
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
22 20 21 0 0 1 1 1 0 10 21 22
C. Upon acknowledgement of the Notice to Proceed and continuing throughout the contract, the Contractor shall record on the daily CQC report, the occurrence of adverse weather and the resultant impact to normally scheduled work. Actual adverse weather delays days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday. The number of actual adverse weather days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day in each month, and be recorded as full days. If the number of actual adverse weather days exceeds the number of days anticipated in Paragraph B, above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather workdays, and issue a modification in accordance with the Contract Clause entitled "DEFAULT (FIXED-PRICE CONSTRUCTION)".
1.3.5 SCR-SS080 Electrical Conformance Inspection
Provisions shall be made by the contractor for Government inspection of those parts to be energized of all service equipment, transformers, switchboards, panel boards, non-power limited industrial control panels, and motor control centers. Inspections shall be performed after electrical construction is complete, before equipment is energized, and prior to final inspection. However, if special circumstances require parts to be inspected while energized, the contractor shall provide exposure of, and safe and controlled access to, the live parts.
The Government shall be notified not less than 4 work days in advance of the scheduled inspection date. The Government inspector will be an
DOCUMENT 00 73 00.00 29 Page 8 electrician or electrical engineer qualified (as defined in NFPA 70E) to perform this type of work. Deficiencies found during the inspection shall be documented and corrected, and, at the Government's discretion, re-inspected under the provisions of this paragraph.

1.16 PROHIBITION OF DRY WELLS ON SITE
In order to comply with the Safe Drinking Water Act and ensure that any surface fluids entering the ground meet water quality standards, and to reduce potential impacts to contaminated sites managed under the RCRA/CERCLA cleanup program, JBER has established a prohibition on the construction or installation of any new Class V Underground Injection Control(UIC) wells (i.e., "dry wells"). Although JBER-Richardson recognizes that EPA is authorized to permit the installation of Class V UIC wells under certain circumstances, the installation of such wells are contrary to JBER's long-term environmental management plan. The Corps of Engineers and the JBER-Richardson jointly consider and grant exceptions to this prohibition on a case-by-case basis for those projects for which it is determined that avoidance of Class V UIC well use is technologically impracticable. Absent such an exception, no UIC well or wells may be constructed or installed under this contract.
