About this file

This document outlines a federal solicitation for repair work at Tank Farms 3 and 4 on Joint Base Elmendorf-Richardson in Alaska. The solicitation seeks contractors to provide all labor, materials, equipment, and services necessary to consolidate the bulk jet fuel and ultra-low sulfur diesel storage and distribution capabilities of the two tank farms. Specifically, contractors must demolish existing underground storage tanks and infrastructure from 1950s at both locations and reconstruct a consolidated system at Tank Farm 4. This will include installing six new 50,000-gallon double-walled tanks for jet fuel and one 25,000-gallon double-walled tank for diesel. Additional requirements include constructing a new filter building, control room, motor control center, truck loading and unloading areas, and a retail fuel station. The estimated price range for the contract is between $10-25 million. An organized site visit will be held on May 24, 2023, with questions due by June 1, 2023. The solicitation was issued by the Department of the Air Force Pacific Air Forces.

LAND USE CONTROLS – ENVIRONMENTAL RESTORATION PROGRAM

JBER-ELMENDORF, ALASKA

Decision Document Controls

Land use controls (LUCs) at Joint Base Elmendorf-Richardson (JBER) are implemented in accordance with federal and/or state decision document requirements.

Operable Unit 1/Site LF059

Operable Unit (OU) 1 is currently designated as an “Outdoor Recreational Use Area”. Land use and water use controls specifically aimed at restricting use of the shallow aquifer at Site LF059 will be maintained. The specific controls to be implemented and/or maintained include:

1. Restrict land use and designate area for recreational use.

2. Enforce base policy prohibiting installation of groundwater wells into the shallow aquifer.

3. Secure existing water supply and groundwater monitoring wells.

Operable Unit 2/Site ST041

Maintain LUCs that restrict access to groundwater and groundwater development at the site. The specific institutional controls to be implemented and/or maintained at OU2 are as follows:

1. Designate the affected area for outdoor/recreational use and unmanned industrial use, excluding the development of commercial aquaculture;

2. Continued enforcement of base policy prohibiting installation of groundwater wells (other than for monitoring purposes) into the shallow aquifer underlying OU2; and

3. Prohibit unauthorized access to existing water supply and groundwater monitoring wells.

Operable Unit 4/East-West

Institutional controls on land use and water use restrictions will restrict access to the contaminated groundwater throughout OU 4 until cleanup levels have been achieved. OU4 is designated “Airfield

Use Area” for aircraft operations and maintenance, to include active and inactive runways, taxiways, and parking aprons for aircraft. Institutional controls on land use (also called LUCs) will continue to re-strict access to the contaminated shallow soils throughout OU 4 until cleanup levels have been achieved.

Operable Unit 5

Institutional controls (also called LUCs) that prohibit use of the upper aquifer will ensure that people will not be exposed to contaminate groundwater until cleanup goals are achieved.

Operable Unit 6/Site LF002

Access to soil at LF002 will be institutionally controlled. LF002 is currently designated as a “restricted use area” in the Installation Development Plan. This designation provides for recreational use of the parcel (e.g., cross country skiing) and for construction of unmanned facilities such as a parking lot, storage building, or taxiway, but prohibits the construction of any sort of manned facility such as an office building or a residence. Drilling into the shallow aquifer is also restricted by the Installation Development Plan to prohibit residential or agricultural use of contaminated groundwater.

Operable Unit 6/Site LF003

Access to groundwater and soil at LF003 will be institutionally controlled. LF003 is currently designated as a “restricted use area” in the Installation Development Plan. This designation provides for recreational use of the parcel (cross country skiing, etc.) and for construction of unmanned facilities such as a parking lot, storage building, or taxiway, but prohibits the construction of any sort of manned facility such as an office building or a residence. Drilling into the shallow aquifer is also restricted by the Installation Development Plan to prohibit residential or agricultural use of contaminated groundwater.

Operable Unit 6/Site LF004

Source Area LF004 – groundwater (South)

Access to groundwater at LF004 South will be institutionally controlled. LF004 is currently designated as a “restricted use area” in the Installation Development Plan. (Land Use Controls will be managed and implemented in accordance with the OU 6 ESD, Section 4.3.).

Source Area LF004 – soil (North)

Access to soil at LF04 North will be institutionally controlled. LF04 is currently designated as a "restricted use area" in the Installation Development Plan. This designation provides for recreational use of the parcel (e.g., cross-country skiing) and for construction of unmanned facilities such as a parking lot, storage building, or taxiway, but prohibits the construction of any sort of manned facility, such as an office building or a residence. (Land Use Controls will be managed and implemented in accordance with the OU 6 ESD, Section 4.3.).

Operable Unit 6/Site SD015

Institutional controls on land and water use, as specified in the Installation Development Plan, will restrict access to the contaminated groundwater throughout SD015. Installation of wells in the contaminated plume for residential, industrial, or agricultural use will be prohibited by the Installation Development Plan.

Operable Unit 6/Site WP014

Institutional controls on land use and water use, as specified in the Installation Development Plan, will restrict access to the contaminated groundwater throughout WP014. Installation of wells in the contaminated plume for residential, industrial, and agricultural use will be prohibited by the Installation Development Plan.

Site DP098

The specific land use and water use controls at Site DP098 are as follows:

1. Excavating, digging or drilling in the area is restricted to reduce the possibility of migration or exposure to contaminants that exceed the chemical-specific ARARs. If contaminated soil that exceeds chemical-specific ARARs is excavated, it cannot be transported to or disposed of at another location on base. Excavated soil will be transported to a disposal facility in the lower 48 states, which is acceptable for disposal of CERCLA waste under the Off-site Disposal Rule (40 CFR 300.440);

2. No dewatering of excavations or trenches will be allowed unless contaminated water is treated prior to use or disposal;

3. Any excavations or drilling greater than 10 feet below ground surface will require engineering controls to prevent downward migration of contamination and to protect the groundwater aquifer;

4. The use of contaminated groundwater throughout DP098 for any purpose including, but not limited to, drinking, irrigation, fire control, dust control, or any other activity, is prohibited; and

5. The current land use will be maintained to reduce the possibility of exposure to contaminants.

Site ST068

The use of contaminated groundwater throughout ST068 for any purpose such as drinking, irrigation, fire control, dust control, or any other activity is prohibited.

Base Administrative Controls

Administratively imposed land use and water use controls at JBER-Elmendorf are implemented in accordance with Base Policy.

Groundwater Controls

The JBER-Elmendorf shallow aquifer, south of the Elmendorf Moraine is strictly prohibited for any purpose including, but not limited to, drinking, irrigation, fire control, or any other activity.

Portions of the shallow aquifer are known to be contaminated and may pose a health risk. The shallow aquifer is defined as any unconfined, saturated, water-bearing zone below the ground surface.

Plume boundaries shown on the map represent the point at which contaminant concentrations in the groundwater equal their respective cleanup levels. Where multiple contaminant concentrations are present, boundaries represent the furthest areal extent of contamination above cleanup levels. See Table 1a for more information about specific plumes.

Operable Unit 6/Site LF002

Access to soil at LF002 will be institutionally controlled. LF002 is currently designated as a “restricted use area” in the Installation

Development Plan.

LF003 is currently designated as a “restricted use area” in the Base General Plan.

Decision Document Controls

Operable Unit 1/Site LF059

Operable Unit (OU) 1 is currently designated as an “Outdoor Recreational Use Area”. Land use and water use controls specifically aimed at restricting use of the shallow aquifer at Site LF059 will be maintained. The specific controls to be implemented and/or maintained include:

1. Restrict land use and designate area for recreational use.

2. Enforce base policy prohibiting installation of groundwater wells into the shallow aquifer.

3. Secure existing water supply and groundwater monitoring wells.

Institutional Controls

Excavation/Soil Movement Restrictions:

All State Sites

Because petroleum contaminated soil (e.g. contaminant levels higher than Method 2 cleanup levels in Tables B1/B2 found in 18 AAC 75.341) may remain at the site, the Installation

Development Plan documents the location of residual contamination and the need to manage contaminated soil properly during any future construction or excavation work.

When Contaminated Soil is Accessible, Remediation Should Occur:

ADEC reserves its rights, under: 18AAC 75, 18 AAC 78 and AS 46.03 to require additional investigation, cleanup, containment, and/or other necessary actions, if subsequent information indicates; additional contamination remains at the site which is not protective of human health, safety and welfare.

Groundwater Use Restrictions:

SO547, TU107

October 17, 1996 Memorandum for 3 SPTG/CED/CEO from 3 SPTG/CEV. Due to the contamination and commitments to EPA/ADEC, the JBER-Elmendorf shallow aquifer, south of the Elmendorf Moraine is strictly prohibited for any purpose including, but not limited to, drinking, irrigation, fire control, or any other activity. Portions of the shallow aquifer are known to be contaminated and may pose a health risk.

Operable Unit 5

Institutional controls (also called LUCs) that prohibit use of the upper aquifer will ensure that people will not be exposed to contaminate groundwater until cleanup goals are achieved.

OU1 Landfill Land Use Controls

The land was used as a municipal solid waste landfill; and the use of the land must not result in the disturbance of the integrity of the final cover, cap, or other structure installed as a part of the landfill closure, unless approved by ADEC.

Operable Unit 6/Site LF004

Access to groundwater at LF004 South will be institutionally controlled. LF004 is currently designated as a “restricted use area” in the

Installation Development Plan.

Groundwater at LF004 South

Land use controls will restrict access to groundwater at LF004 South.

Drilling into the shallow aquifer is also restricted by the Installation Development Plan.

Soil at LF004 North

Land use controls will restrict access to soil at LF004 North.

Decision Document Controls

Operable Unit 2/Site ST041

Maintain LUCs that restrict access to groundwater and groundwater development at the site. The specific institutional controls to be implemented and/or maintained at OU2 are as follows:

1. Designate the affected area for outdoor/recreational use and unmanned industrial use, excluding the development of commercial aquaculture;

2. Continued enforcement of base policy prohibiting installation of groundwater wells (other than for monitoring purposes) into the shallow aquifer underlying OU2; and

3. Prohibit unauthorized access to existing water supply and groundwater monitoring wells.

NOTE(S):

1. Remediation of Polychlorinated Biphenyls (PCBs) was conducted in this area to 5 parts per million (ppm).

PCBs above current state standards (1 ppm) remain in this area.

Operable Unit 6/Site WP014

Institutional controls on land use and water use, as specified in the Installation Development Plan, will restrict access to the contaminated groundwater throughout WP14.

Installation of wells in the contaminated plume for residential, industrial, and agricultural use will be prohibited by the Installation

Development Plan.

Operable Unit 4/East-West

Institutional controls on land use and water use restrictions will restrict access to the contaminated groundwater throughout OU 4 until cleanup levels have been achieved. OU4 is designated “Airfield Use Area” for aircraft operations and maintenance, to include active and inactive runways, taxiways, and parking aprons for aircraft.

Institutional controls on land use (also called LUCs) will continue to restrict access to the contaminated shallow soils throughout OU

4 until cleanup levels have been achieved.
