About this file

This document contains a federal contract solicitation and clarifications to specifications for that solicitation. The solicitation seeks a contractor to provide all labor, materials, equipment, and services necessary to repair Tank Farms 3 and 4 at a Air Force base. This will consolidate bulk storage of JP-8 and Ultra-low Sulfur Diesel into a new facility at Tank Farm 4, including constructing new underground storage tanks, a filter building with control room, and truck loading infrastructure. An organized site visit is scheduled for May 24, 2023, with questions due by June 1, 2023. The estimated price range for the contract is between $10,000,000 to $25,000,000, and payment and performance bonds will be required.

The clarifications specify that the Automatic Transfer Switch will remain in the existing MCC location. The generator enclosure specification is clarified to require a walk-in weatherproof diesel generator enclosure. And the statement of work and specifications are clarified to indicate this walk-in enclosure, rather than just a weatherproof housing. Additionally, the ATS manufacturer must be the same as the generator manufacturer.

Clarification to Specifications:

1. The Automatic Transfer Switch (ATS) is to remain in the MCC as shown on the drawings/E-511.

Requirement is removed from Spec section 3.7/b to have the Automatic Transfer Switch in the walk-in enclosure.

2. Spec section 3.7/b Generator Enclosure and Pad should have had a statement identifying the requirement to have an Artic Walk-In Generator Enclosure Package. Statement should read; Provide one new walk-in weatherproof diesel generator insulated-steel-enclosure that accommodates all the generator equipment, fuel tank, and Screen monitor/controller.

3. The statement of work Page 51/Tanks Farm 4 should have stated that an Artic Walk-In Generator Enclosure Package be provided instead of just a weatherproof housing.

4. Statement added for Spec section 3.7/a: The ATS shall be manufactured by the same generator manufacturer.
