About this file
This document is a Questions and Answers file for a Department of the Air Force Air Combat Command solicitation (FA489725QC067) for a dorm camera replacement project at Mountain Home Air Force Base. The project involves purchasing and installing a new video surveillance system across six dormitory buildings (2312, 2314, 2318, 2412, 2416, and 2422), requiring approximately 272 indoor/outdoor cameras with 5MP resolution for interior spaces and 12MP resolution for exterior areas. Key technical specifications include a network video recorder with 30 days of storage, capability to export footage, and installation of cameras, switches, UPS systems, and associated equipment.
The Q&A document provides detailed clarifications on camera quantities, mounting requirements, installation parameters, and contractor expectations. Significant points include confirmation that existing network cabling can be reused if viable, contractors must dispose of old cameras, all systems must comply with NEC code, and the period of performance is flexible (originally 90 days but contractors can propose their own timeline). The government emphasizes minimal disruption to resident airmen, requires new equipment, and expects contractors to ensure complete system functionality while respecting the residential environment.

Contractor Questions Sept 2
All quesitons asked are in black. All answers are in red.
1.Building 2312 (Phantom) 2nd floor. MHAFB count shows 12 cameras (3 stairwell and 9 ceiling mounted) . We count (3 stairwell and 10 Ceiling mounted) Please confirm correct amount.
Yes you are correct. Fixed in spec as well
2.Building 2312 (Phantom) 3rd floor. MHAFB count shows 12 cameras (3 stairwell and 9 ceiling mounted). We count (3 stairwell and 10 ceiling mounted) Please confirm correct amount.
Yes you are correct. Fixed in spec as well
3. The specification calls for a UPS for the switches, servers, and workstations, however the count is only 18 on the item sheet. We are counting 30.
We are requesting 24 UPS…. 3 for switches, 1 for the NVR and Workstation in the office per building
4.Regarding the specified 12MP resolution for exterior cameras, we would like to propose an amendment to utilize 8MP cameras, which are the current enterprise standard for high-quality exterior AI camera systems. While 12MP cameras are available, they are typically specialty units, such as fisheye cameras, which may not be optimal for general exterior surveillance due to their specific application requirements. Using these could increase project costs significantly and may not align with the system's intended goals, potentially leading to inefficiencies or the need for future replacements or change orders. Our recommendation is to deploy crystal-clear 8MP cameras, which meet industry standards for enterprise-grade exterior surveillance, delivering excellent performance and reliability while maintaining cost-effectiveness. We are happy to discuss this further or provide additional details on how 8MP cameras will meet your project objectives. Could you confirm if amending the specification to 8MP for exterior cameras is acceptable? We look forward to your feedback to ensure the proposed solution aligns with your goals.
Understood, we are still requesting 12 MP camera's
5. We are interested in bidding on this project. While I can see the floor plans and camera specifications on SAM.GOV, I am unable to locate the RFQ. Could you please email it to me?
Solicitation is attached as " Amendement 3 FA489725QC067"

CLIN camera count is 13 Panoramic Fisheye and 233 Indoor/ outdoor 5MP cameras.
Specifications list calls out 13 Panoramic and 272 Indoor/ outdoor 5 MP cameras
Difference is -39 cameras.
Please advise.
Then I need a clarification on the brackets/mounts for the cameras.
I couldn’t find instructions on how ALL cameras will be mounted so this could be correct, but I wanted to bring it to attention. I am getting these numbers from the Specification sheet.:
Dorm 2312 has a total count of 47 cameras but only a total of 41 brackets accounted for. (-6)
Dorm 2314 has a total count of 54 cameras but only a total of 45 brackets accounted for. (-7)
Dorm 2318 has a total count of 44 cameras but only a total of 40 brackets accounted for. (-4)
Dorm 2412 has a total count of 54 cameras, but 55 brackets accounted for. (+1)
Dorm 2416 has a total count of 47 cameras but only a total 41 brackets accounted for. (-6)
Dorm 2422 has a total count of 39 cameras and 39 brackets accounted for. (+/-0)
Per Specification sheet here are 11 Fisheye camera brackets, 20 wall mounts and 232 in-ceiling mounting/brackets.
This is harder to narrow down since I don’t know the configuration that will be used on how the cameras will be mounted.
Logically there should be 13 fisheye camera brackets since we have 13 fisheye cameras. The difference is in Dorm 2412 where it only calls out for 1 fisheye bracket. There should be 3.
Then the wall-mounts and in-ceiling mounting/bracket kit are harder to interpret.
Difference is -22 brackets.
See updated specifications
44. Is there a minimum frame rate for the video recordings? No
45. In the documentation there is a difference in the exact numbers of camera for the dorm buildings. Can you please publish a final number of cameras for each dorm buildings?
See updated specifications
46.Does the government require managed network switches or unmanaged? Unmanaged
a. From Cisco.com “Unmanaged switches are designed to just plug in and run, with no settings to configure. These are fine to use in small networks with only basic needs. Managed switches, however, are fully configurable, are customizable, and provide a range of data on performance. Those attributes make them more suitable for larger networks and networks supporting critical activities.”
b. There is a substantial cost differential between the two (2) options.
