About this file

This document is a Questions and Answers file for a Department of the Air Force Air Combat Command solicitation for a Dorm Camera Replacement project at Mountain Home Air Force Base. The project involves purchasing and installing a new video surveillance system across six dormitory buildings (2312, 2314, 2318, 2412, 2416, and 2422), requiring digital cameras with 5 MP resolution for interior spaces and 12 MP resolution for exterior areas. The system must include a network video recorder (NVR) with 30 days of storage, capable of exporting footage to removable media. Key technical requirements include installing panoramic fisheye and indoor/outdoor cameras, utilizing existing cable infrastructure where possible, and ensuring compliance with NEC electrical codes. The contractor will be responsible for equipment installation, testing, commissioning, training, and disposal of existing camera systems, with contractors invited to propose their own period of performance timeline, which was initially set at 90 days from award.

It is the contractors responsibility to dispose of the old cameras.
38. Is there asbestoses present in any of the dorm buildings?
No
39. In an effort to understand the scope of work, I assume the new cameras will be mounted in the same location as the existing cameras; however, I assume there will be more cameras in the new camera system which would require new wire runs that are not currently existing, how many new cameras/wire runs in the new system, per building?
We will not be able to install new camera’s
40. If possible, could you send the building drawings for the 6 dorms.
Building layouts have been included as an attachment to the solicitation
41. Are there any special consideration needed, being in a residential environment.
Just be respectful of the Airman that live in the buildings. This project should have minimal impact to the residents.
42. Are you able to provide a snapshot/overview with each buildings identification?
Building layouts have been included as an attachment to the solicitation
43. The difference is the Indoor/Outdoor 5MP cameras:
Dorm 2312 has 46 (5MP ) cameras.
Dorm 2314 has 52.
Dorm 2318 has 38.
Dorm 2412 has 51.
Dorm 2416 has 46.
Dorm 2422 has 39.
CLIN camera count is 13 Panoramic Fisheye and 233 Indoor/ outdoor 5MP cameras.
Specifications list calls out 13 Panoramic and 272 Indoor/ outdoor 5 MP cameras
Difference is -39 cameras.
Please advise.
Then I need a clarification on the brackets/mounts for the cameras.
I couldn’t find instructions on how ALL cameras will be mounted so this could be correct, but I wanted to bring it to attention. I am getting these numbers from the Specification sheet.:
Dorm 2312 has a total count of 47 cameras but only a total of 41 brackets accounted for. (-6)
Dorm 2314 has a total count of 54 cameras but only a total of 45 brackets accounted for. (-7)
Dorm 2318 has a total count of 44 cameras but only a total of 40 brackets accounted for. (-4)
Dorm 2412 has a total count of 54 cameras, but 55 brackets accounted for. (+1)
Dorm 2416 has a total count of 47 cameras but only a total 41 brackets accounted for. (-6)
Dorm 2422 has a total count of 39 cameras and 39 brackets accounted for. (+/-0)
Per Specification sheet here are 11 Fisheye camera brackets, 20 wall mounts and 232 in-ceiling mounting/brackets.
This is harder to narrow down since I don’t know the configuration that will be used on how the cameras will be mounted.
Logically there should be 13 fisheye camera brackets since we have 13 fisheye cameras. The difference is in Dorm 2412 where it only calls out for 1 fisheye bracket. There should be 3.
Then the wall-mounts and in-ceiling mounting/bracket kit are harder to interpret.
Difference is -22 brackets.
See updated specifications
44. Is there a minimum frame rate for the video recordings? No
45. In the documentation there is a difference in the exact numbers of camera for the dorm buildings. Can you please publish a final number of cameras for each dorm buildings?
See updated specifications
46.Does the government require managed network switches or unmanaged? Unmanaged
a. From Cisco.com “Unmanaged switches are designed to just plug in and run, with no settings to configure. These are fine to use in small networks with only basic needs. Managed switches, however, are fully configurable, are customizable, and provide a range of data on performance. Those attributes make them more suitable for larger networks and networks supporting critical activities.”
b. There is a substantial cost differential between the two (2) options.
47.Will the contractor be expected to reuse existing network racks? Yes
c. If no network rack is present, is the contractor expected to provide one? If you deem it necessary
d. Please detail which buildings have a network rack and which will require one? Rack space is provided in each buildling
48.What is the government’s requirement regarding disposal of the removed devices? Does the government wish to maintain possession of them, or should the contractor plan to dispose of them?
It is the contractors responsibility to dispose of the old cameras.
49.Please confirm that all network cabling should be reused.
Yes as long as it is still viable
48.Please confirm that there are no planned changes to the camera layout for position or quantity.
f. If changes are anticipated, please detail them.

h. Will proper cover plates be sufficient? yes
50.Is this a Davis-Bacon prevailing wage requirement?
No
51.For the level of work required, 90 days is not a sufficient period of time for performance. Can that be extended?
Contractors are invited to offer up their period of performance with respect to their choosen products deliver timeline.
52. Will video surveillance be required in the community kitchen area of each dorm as outlined in the SOW? Specifications_Dorms, Page 4_Installation Locations
no
53. Will exterior cameras be required on the south side of Dorm Building 2416? Yes, there is a camera at the South entrance of the building
54. Can existing VSS equipment components be reformatted and updated to meet Solicitation requirements for cost efficiencies in the Offer's solution? No new equipment is required
55. Can the video surveillance software platform be upgraded to exceed the Statement of Work requirements and provide access to the latest features? Specifications_Dorms, Page 2_Requirements
56. What specific requirements must the video surveillance installation meet to comply with building codes, particularly regarding utilities and sprinkler systems, while remaining independent of existing infrastructure? N/A, Site Survey Clarification

58. What are the Government's specific expectations for training on the installed VSS solution? For example, will there be one on-site training session (required delivery format, duration, etc.) for designated personnel? Specifications_Dorms, Page 1
59. Given that base access can take up to 30 days, will the Contractor's staff be expedited to ensure work can commence on the first day of the Period of Performance? N/A, Site Survey Clarification
60. Is the Contractor required to provide post-acceptance technical support for the VSS system? If so, what are the specific requirements and duration of that support? Industry standard warranty language added to SPECs
61. Will functional, like-new equipment that meets the specified standards be acceptable for use in this contract? No, new equipment is required
