SECTION SF 30 BLOCK 14 CONTINUATION PAGE

A. Addendum #2, dated July 9, 2012 is hereby incorporated. (24 pages attached)

B. The following questions/answers are hereby incorporated:

1. Question: On sheet GA-1 wall type 4 it shows 2" rigid at the CMU walls, and in the specs it shows "Polyisocyanurate Board (Cavity Wall) Insulation...R-value of 21.1 minimum..." This foam-board has an R-value of R12.9 not the R21.1 as specified. Please confirm which is desired.

Answer: Specification should read “Polyisocyanurate Board (Cavity Wall) Insulation… R-Value of 12.1 minimum…”

2. Question: The specs call for Polypropylene-Scrim-Kraft-Faced, Glass-Fiber Blanket (Attic) insulation. There are no manufacturers that face their insulation with this. Please confirm the desired material.

Answer: CertainTeed Corp: Certa-Pro PSK-Faced Extended Flange Batts, Black or White.

Knauf: Flame Spread 25, PSK/w StFl

Owens Corning: PSK-Faced Basement Insulation.

If thickness is not correct, use (1) layer unfaced + (1) layer faced.

3. Question: Is it your intent / understanding that the entire ceiling/attic will need new insulation (if not which areas apply?)

Answer: Yes, the entire existing building and new addition requires the new insulation, as indicated at Dwg. A-8 and elsewhere.

4. Question: Is fire tape required on medium voltage cables at terminations or underground junction boxes?

Answer: Fire tape is required unless manufactures recommendations specifically says not to use it.

5. Question: What is the size of the junction box required between the sector box and the 500 kVA oil filled transformer? Will side racking be required?

Answer: 6’X6’X6’ unless there is one already under the medium voltage switch cabinet with enough space to safely terminate the new cables.

6. Question: At the site visit I noticed that the sector junction as noted on the prints in not a sector but is in fact a medium voltage switch. Can you provide product data on this switch?

Answer: The equipment ID is SC-030 which is Cooper Switchgear RVAC-9B and holds 260 gallons of oil.

7. Question: Spec 26 00 02 3.6. Table. Can you look at this table and revise the support distance? It shows that ½” – 1” conduit is to be supported every 3 feet. This seems a bit extreme. Please clarify this table.

Answer: The conduit spacing is based upon what type of conduit you are using. Please refer to NEC Table 342-30 (B)(2) for (IMC) Intermediate Metal, Table 344.30 (B)(2) for (RMC) Rigid Metal, and Table 352.30 (B) for Rigid Nonmetallic (RNC) (PVC).

8. Question: I do not see a spec for electrical seismic requirements. Is Seismic support required?

Answer: Refer to UFC 3-310-04 (Seismic Design for Buildings) (May 2012). The UFCs supersede all local and state laws and all items not called out in the specs

9. Question: 26 05 19 3.8 c. 1. Can you consider being more clear on what you will require for cable testing such as all cable #1 and larger?

Answer: This section refers to (NETA) International Electrical Testing Association. The spec does infer that all cables are to be tested. Refer to ANSI/NETA ATS-2009 or the latest version, but test only service entrance, feeder conductors, and those conductors feeding critical equipment and services.

10. Question: If the electrical contractor has performed ground rod testing in the past can we also perform the ground rod tests on this project as long as we use calibrated instruments and provide documentation of test results? The spec requires this be performed by a qualified testing agency.

Answer: This appears to refer to section 1.4. The Government will accept the contractor’s request to perform the testing.

11. Question: 26 05 26 3.6 G requires a minimum 10 ohms. At a location within a mile of 610 I have a full system test that the system average test is 16.62 ohms with 18 rods all connected with over 1000 feet of 4/0 bare. If the system shown cannot obtain the minimum 10 ohms how do we proceed? The 5 ohm for pad equipment may be even harder to achieve.

Answer: The requirements in the specification remain as is.

12. Question: 26 05 26 2.1 B. 4. What is 28 Kcmil wire size?

Answer: Kcmil is an abbreviation for a thousand circular mils. Kcmil is a unit used to express large conductor sizes. See NFPA 70, the NEC.

13. Question: 26 05 26 3.1 B. How far out from foundation is this required? This goes to the extent of sod and sprinkler repair.

Answer: There is an existing ground ring shown on Drawing E-10, match the same distance from the building.

14. Question: 26 05 26 3.1 E. Can we use Non Reversible crimp connections?

Answer: No, not allowed on any of these systems.

15. Question: 26 05 26 referrers to the use of tinned conductor in various locations. In all underground applications can bare copper be used in its place?

Answer: The only reference found to tinned conductors was paragraph 2.1, which provides a choice of conductors, including bare copper.

16. Question: If we order fixture pre-lamped will this avoid the Made in America requirement for those lamps that do not meet the requirement?

Answer: All requirements in the Buy American Act must be met.

17. Question: Can Plugtail style receptacle and switches be used?

Answer: Yes, but must be commercial grade. These commercial grade units may be more expensive for parts but cheaper in labor.

18. Question: 26 27 26 3.2 A. 1. As soon as the painters move into a room and remove all the face plates to paint this requirement to label each face plate the information is lost. Do you want to follow this requirement? Nothing ever goes back as it was.

Answer: Label face plates after room is painted if they are unable to place the labeled plates in their correct position after removal, or the contractor may document with pictures each faceplate before painting and try to make this work.

19. Question: Will the new generator be required to tie to the Base generator control and monitor systems?

Answer: No, because there is not a Base generator control and monitor.

20. Question: I see no requirement for testing the new generator. Will a load bank test be required? If yes what are the requirements?

Answer: Testing will be performed to ETL 11-21 C2 requirements.

21. Question: Who will provide the fuel for testing if required?

Answer: At Drawing D-1, Key Note #5, it calls for contractor to store fuel from existing generator fuel tank to the new generator fuel tank.

22. Question: Who is required to pay for the first fuel fill of the 500 gal tank?

Answer: See response to item #21 above.

23. Question: 28 31 00 3.6 The Fire Alarm panel checks continuously all conductors for continuity and fault to ground. Megger testing at install is counterproductive. Is this required?

Answer: Yes, perform the testing.

24. Question: Please provide a list of all equipment that will be required to be listed on the INSTALLED/COLLATERAL EQUIPMENT SHEETS?

Answer: Follow instructions in the specification.

25. Question: Please provide a specification for the oil filled transformer and if the windings are to be aluminum or copper? Is it required to be a feed thru unit? Also provide requirement for TVSS for the lightning protection system installed in the primary side.

Answer: MHAFB prefers feed thru transformers. See new Specification Section 26 12 00 for medium size transformer and Specification Section 26 22 00 for low voltage transformers (included in Addendum 2). Comply with UFC 3-575-01 titled “Lightning and Static Protection”.

26. Question: Does the exiting oil fill transformer contain PCB’s?

Answer: No, it does not.

27. Question: 28 31 00 2.1 A,B,C, Products/ Manufactures Please consider this a formal request for the Simplex 4100ES FA/MNS to be acceptable as equal to the Monaco system as specified, and be allowed to bid this project. In addition this is a request to have all the system peripherals be Simplex as well. Simplex wall mount Speaker/Strobe meet and exceed all features and functionality of the listed manufactures.

Answer: The government is not pre-approving products. Note, that a Monaco transceiver is required (Base standard) to transmit signals to the Fire Station.

29. Question: 28 31 00 3.5 Engraving, of devices, is this necessary?

Answer: Yes.

30. Question: We would like to know what the existing roof joist material, size, and spacing is? Also, can you tell me if this project will be postponed?

Answer: The existing framing members are steel bar joists. Contractor shall be responsible to verify size and spacing. See SF 30, Block 11.
