SUBMITTALS

Action Submittals

Shop Drawings:

Telecommunications Drawings:
1) Show layout of cabling and pathway runs, cross connect points, backboards, panels, grounding system, terminating block arrangements and type.
2) Depict telecommunications cabling configuration, including location, color coding, gauge, pair assignment, polarization, and terminating blocks layout at cross connect points and patch panels.
3) Indicate labeling system in accordance with TIA/EIA 606A and UL 969.
c. Distribution Frames: Show layout of equipment including incoming cable stub or connector blocks, building protector assembly, outgoing cable connector blocks and equipment spaces and racks.
d.
Product Data:
1) Telecommunication cabling (backbone and horizontal).

1. Experience and Qualifications for installers, layout technicians, installation supervisor, and field inspector:

b. Names two projects where each has held this position on an installation of copper communications cabling systems in the past 12 months.
c. Where a person has been less than 12 months in the position they are to fill give examples of specific experience installing and testing Category 6 cabling systems over the last 36 months.
1.4
QUALITY ASSURANCE
A.
Qualifications
1. Equipment Installer:
a. BICSI Certified Cabling Installation 2 or equal certification.
b. Two years of experience on projects of similar complexity under the direct supervision of a BICSI Certified Technician.
2. Layout Technicians:
a. BICSI Certified Cabling Installation 2 or equal certification.
b. Two years of experience on projects of similar complexity.
c. Preparation of shop drawings shall be under the direct supervision of a BICSI Certified RCDD
3. Installation Supervisor:
a. BICSI Certified Technician or equal certification.
b. Three years of supervisory experience on projects of similar complexity.
4. Field Inspector:
a. BICSI Certified Technician minimum or RCDD or equal certification.
b. For Certified Technician: Ten years of project inspection experience on projects of similar complexity.
c.
For RCDD: Two years of project inspection experience on projects of similar complexity after obtaining their RCDD.
1.5
DELIVERY, STORAGE, AND HANDLING
A.
Packing and Shipping
1. Provide protection from weather, moisture, dirt, dust, and other contaminants for telecommunications patch panel, outlets, cabling, racks, and equipment to be used on this project.
2. Reels shall be substantial and constructed as to prevent damage during shipment and handling.
a. Outer end of cable shall be securely fastened to reel head so as to prevent cable from becoming loose in transit.
b.
Inner end of cable shall project into a slot in the side of the reel, or into a housing on inner slot of drum, in such a manner and with sufficient length to make it available for testing. Inner end shall be fastened so as to prevent cable from becoming loose during installation.
PART 2 - PRODUCTS
A. Only one Manufacturer shall supply all equipment called for under a specific Section of this Specification for that Section. Multiple Sections have multiple Manufacturers called out and only the Manufacturers called out under a specific Section can provide products for that Section. DO NOT submit for approval Products for a single Section from multiple Manufacturers as all submittals for that Section will be disapproved.
2.1
ENVIRONMENTAL REQUIREMENTS
A.
Non-active Hardware
1. Temperature: Minimum 50 degrees F, maximum 95 degrees F.
2. Humidity: Less than 85 percent.
B.
Equipment
1. Temperature: Minimum 64 degrees F, maximum 75 degrees F.
2. Humidity: Maximum 55 percent, minimum 30 percent.
2.2
PATHWAYS (BACKBONE AND HORIZONTAL)
A.
Pathway
1. As specified in Section 26 00 02, Basic Electrical Materials and Methods
2. As a minimum: a ¾” trade size conduit shall be provided from the outlet box to accessible space above the ceiling for workstation or wall phone cabling. Place no more than (6) Category 6 cables in a ¾” conduit.
B.
Special Painting Requirements
1. Paint all exposed conduit couplings, nipples, and j-box covers with Air Force Blue paint to distinguish from other electrical systems.
2.3
TELECOMMUNICATIONS CABLING
A.
Cabling shall be UL listed for application and shall comply with TIA/EIA 568-B.2 and NFPA 70. Cabling manufactured more than 12 months prior to date of installation shall not be used.
B.
Large Count Backbone Cabling (Copper)
1. Conform to ICEA S-80-576, TIA/EIA 568-B.2, and UL 444.
2. Copper backbone cable shall be solid conductor, 24 AWG, 100 ohm, NFPA 70 CMR rated, covered with a gray thermoplastic jacket and metallic shield:
a. Large Count Cables: 100-pair UTP (unshielded twisted pair) formed into 25 pair binder groups, quantity per Drawings
b. Interconnect Cable: 25-pair UTP (unshielded twisted pair), quantity per Drawings
3. NFPA 70 type CMP may be substituted for type CMR.
4. Pair twist lengths and frequency per unit length shall be determined by manufacturer. Two conductor twists per foot minimum is required.
5. Color coding shall comply with industry standards for 25 pair cables.
6. Cable shall be third party verified to comply with TIA/EIA Category 3 requirements.

Category 6 Horizontal Cabling
1. Comply with NFPA 70, NEMA WC 63.1, ICEA S-80-576, and performance characteristics in TIA/EIA 568-B.2.
2. Horizontal Copper:
a. UTP, 100 ohm and ScTP, 100 ohm.
b.
Provide Category 6 cables composed of four individually twisted pair, 24 AWG conductors, NFPA 70 Plenum (CMP) rated, with a color jacket, as shown in the following chart:

c. Plenum cables shall comply with flammability plenum requirements of NFPA 70.
d. Individual pairs shall be constructed to contain a minimum of two twists per foot per each pair.
e. Overall diameter of four pair cable shall not exceed 0.25 inch.
f. Ultimate breaking strength shall be minimum 90 pounds.
g. Four pair cable shall withstand a 1-inch minimum bend radius at a temperature of minus 20 degrees C maximum without jacket or insulation cracking.
h. Conductors shall be color coded and polarized in accordance with TIA/EIA 568-B.1.
i. Category 6 UTP, ScTP, UL listed and third party verified to comply with TIA/EIA 568-B.2-1 Category 6 requirements.
j. UTP cable shall be manufactured using only virgin material and shall not contain factory-insulated splices. Cable shall be traditional nonfluted round design.

2.4
DISTRIBUTION RACKS
A.
Equipment and cabling distribution racks shall comply with EIA 310-D and provide for 19-inch panel mounting of equipment
1. Rack: 7’ high, four bolt, floor mounted modular type, extruded aluminum construction, clear coated. Provide rack with:
a. Vertical cable management channels, 3” wide or 6” wide as shown on drawings, mounted on both left and right side. (NOTE Where adding vertical cable management channels to existing racks use only the existing rack manufacturer’s (CPI) devices in widths as called out on the Drawings to insure that they will attach to the rack. Use of other manufacturer’s devices will require modification of the cable manager or the Rack and will void the modified device’s warranty.);
b. Horizontal cable management top, bottom, and as shown on drawings;
c. Grounding lug strip in the last rack unit (RU) of the rack on the back;
d. A Rack Mounted 20-amp 1RU Automatic Transfer surge protected power strip (ATS) with a minimum of eight (8) receptacles and:
1) LED indicator lights for power and protection status, and to indicate A or B Source. A or B Source shall be selectable by a front push button.
2) Minimum Peak Single-Impulse Surge Current Rating: 13 kA per phase.
3) Protection modes shall be line to neutral, line to ground, and neutral to ground. UL 1449 clamping voltage for all three modes shall be not more than 330 V.
4) A 10 foot Power Cord with twist lock plug.
5) Mount the ATS at the top of the rack.

B.
Rack Mounted Backbone Cable Connector Block: Insulation displacement Type 110 for Category 5e and higher systems. A block provides for (2) 100 pair or more of backbone cables terminated on one rack panel (i.e. Pan-Punch 200 pair Panel). Provide the number of blocks as required on the Drawings plus 25 percent spare. Provide integral horizontal wire managers as part of the block support. Provide C-5 type 5 pair punch down clips as needed to connect the backbone cables.

C.
Voice Cross-Connect Patch Panel:
1. 24 port patch panel with pre connected RJ-45 jacks on pins 4 and 5 ONLY.
2. Single Telco RJ-21 female 50-pin/25/pair connector on the back. Each pair connects to one RJ-45 Jack on the front.
3. Standard 19 inch Rack mountable.
4. Terminates one 25 pair cable from another rack connected to the blocks in B above.
5. Provides cross-connect of analog phone lines to workstation outlets.
D.
Horizontal Cable Patch Panels
1. General:
a. Ports for number of horizontal terminated cables on Drawings, plus 25 percent spare.
b. In accordance with TIA/EIA 568-B.2-4.
c. Patch Cords:
1) Pre-connectorized with RJ-45 plug.
2) Connectors specified.
3) In accordance with TIA/EIA 568-B.2-1 for Category 6 for cables and hardware specified.
4) Provide one patch cord per terminated jack as required on Drawings.
2. Modular to 110-Block Patch Panel:
a. TIA/EIA 568-B.2-1 for Category 6.
b. Third party verified and shall comply with TIA/EIA Category 6 requirements and TIA/EIA 568-B.2-4.
c. Constructed of minimum 0.09-inch, aluminum, and compatible with EIA 310-D 19-inch equipment rack.
d. 24 or 48 nonkeyed, RJ-45 ports, wired to T568A as indicated on Drawings.
e. Terminate workstation cabling on 110-style insulation displacement connectors and utilize printed circuit board interface. All connectors must be 8-pin/8-position insulation displacement terminations wired per T568A. The T568B configuration can only be used by exception and has to be approved in writing by the Contracting Officer before use. Certify in writing that all terminations are connected in the T568A wiring method as part of the close out documentation.
f. Rear of panel shall have incoming cable strain-relief and routing guides.
g. Factory number and equip with laminated plastic nameplates above each port.
h. Provide a minimum four (4) 48-port patch panels for workstation cables and one (1) 24 port patch panel for special outlets as shown on Drawings.
2.5
TELECOMMUNICATION OUTLET BOX
A.
Properties
1. Standard type, 4 inches square by 2-1/8 inches deep; mount flush in finished walls at height specified for outlet receptacles.
2. Outlet box for indoor and outdoor wall-mounted telephone shall be 2 inches by 4 inches by 2-1/8 inches deep; mounted at height 52 inches above finished floor.
B.
Outlet/Connector Copper Jacks
1. Comply with TIA/EIA 568-B.2-1 Category 6 requirements.
2. UTP outlet/connector shall be UL 1863 listed, nonkeyed, 4-pair, constructed of high impact rated thermoplastic housing, third party verified , and shall comply with TIA/EIA Category 6 UTP and ScTP requirements.
3. Terminate using a 110-style PC board connector, color-coded for both T568A and T568B wiring. All connectors must be 8-pin/8-position insulation displacement terminations wired per T568A. The T568B configuration can only be used by exception and has to be approved in writing by the Contracting Officer before use. Certify in writing that all terminations are connected in the T568A method as part of the close out documentation.
4. Shall comply with.TIA/EIA-568-B.2-4.
5. Provide four (4) jacks per workstation unless indicated otherwise on the Drawings. Four different colored jacks may be provided so long as the same color is used in the same position in each cover plate. Coordinate with 366 Communications Squadron for color schema if different colors are used.
C.
Cover Plates
1. Comply with UL 514C, and TIA/EIA 568-B.1; flush design constructed of high impact thermoplastic material.
2. Provide cover plates to accommodate four (4) jacks. Provide blanks for jack locations that are not filled. See Drawings for locations with less than 4 jacks.
3. Label cover plates per requirements on the Drawings.
2.8
GROUNDING AND BONDING
A.
Comply with UL 467, TIA/EIA 607, and NFPA 70. Components shall be identified as required by TIA/EIA 606A.
B.
Bond each equipment rack ground bus to the Cable Tray that is bonded to Telecommunications Equipment Ground Bus in the room.
C.
Bond each Server Cabinet to the Cable Tray that is bonded to Telecommunications Equipment Ground Bus in the room.
PART 3 - EXECUTION
3.1
INSTALLATION
A.
General
1. Install telecommunication cabling and pathway systems, including horizontal and backbone cable, pathway systems, telecommunication outlet/connector assemblies, and associated hardware in accordance with TIA/EIA 568B.1, TIA/EIA 569A, NFPA 70, and UL Standards, as applicable.
2. Connect cabling in star topology network.
3. Metal raceway bases, covers, and dividers shall be bonded and grounded in accordance with TIA/EIA 607.
4. Install telecommunications cabling and pathways with copper media in accordance with the following criteria to avoid potential electromagnetic interference between power and telecommunications equipment.
a. Interference Ceiling: Not to exceed 3 volts per meter, measured over usable bandwidth of telecommunication cabling.
b. Pathways: Install with the following minimum clearance distance:
1) Motors, Generators, Frequency Converters, Transformers, X-ray Equipment, Uninterruptible Power System: 4 feet.
2) Power Conduits and Cable Systems: 12 inches.
3) Fluorescent or High Frequency Lighting System Fixtures: 5 inches.
B.
Copper Cabling
1. Install Category 6 telecommunications cabling and pathway system as detailed in TIA/EIA 568-B.1 and TIA/EIA 568-B.2.
2. Screw Terminals: Do not use screw terminal wall phone outlets. For Wall Phones use 8-pin/8-conductor IDC jacks with stainless steel outlet covers with wall phone mounting post.
3. Use approved insulation displacement connection (IDC) tool kit for copper cable terminations.
4. To maintain cable geometry do not untwist Category 6 UTP cables more than 1/2 inch from point of termination.
5. Provide service loop on each end of cable; 10 feet in telecommunications closet, 12 inches in work area outlet for UTP.
6. Provide device to monitor cable pull tensions.
7. Do not exceed 25 pounds pull tension for four pair copper cables.
8. Do not chafe or damage outer jacket materials.
9. Do not over cinch cables or crush cables
10. For UTP cable, bend radius shall not be less than four times cable diameter per TIA/EIA-568-B.1-1.
11. Do not staple cables.
12. Tie wraps shall not be used on Category 6 cables. Use only Hook and Loop (Velcro ™) type cable fasteners to secure the cable.
13. Workstation cables shall not be spliced (between closets and workstation locations) for any reason.
C.
Open Cable
1. Use where indicated on Drawings or use in cable trays.
2. Comply with TIA/EIA 568-B.1 and TIA/EIA 568-B.2.
3. Do not exceed 25-pound pull tension
4. Plenum Cable: Use where open cables are routed through plenum areas.
5. Unless otherwise indicated, support cable with J-Hooks intervals called for on the Drawings and within 6 inches of any conduit stub-up point.
6. Suspend cable a minimum of 8 inches above ceilings.
D.
Horizontal Cabling: Install horizontal cabling and pathway as indicated on Drawings between, telecommunication closet and telecommunication outlet assemblies at workstations.
E.
Pathway Installation
1. Comply with TIA/EIA 569A.
2. Conceal conduit within finished walls, ceilings, and floors.
3. Keep conduit minimum 6 inches away from parallel runs of electrical power equipment, flues, steam, and hot water pipes.
4. Where conduit is located above accessible ceilings and is visible after completion of project, install parallel with or at right angles to ceilings, walls, and structural members.
5. DO NOT install more than two 90-degree bends in a Telecommunications conduit run between pull points. Install j-boxes or cable gutter as a pull point then continue the conduit run.
6. No more than three outlets shall be on a conduit run. Conduit for single outlets shall be minimum of ¾” diameter, for two outlets minimum 1”, and for three outlets minimum 1-¼”.
7. Conduit entries at outlet and junction boxes shall be arranged so cables passing through box enter and exit at opposite sides of box. DO NOT ENTER AND EXIT A JUNCTION BOX ON THE SAME SIDE WITH A CABLE.
8. Cable Tray: Install in accordance with Specification 27 05 36 Cable Tray for Communications Systems. DO NOT penetrate a rated fire wall with cable tray. Stop the tray on each side of the wall and use the number of Self-Sealing Fire Stop Sleeves required for the cable tray size, three for 12 inch cable tray.
9. Provide Self-Sealing Fire Stop Sleeves that do not require resealing upon addition or removal of cable. Each sleeve shall be 4 inches by 4 inches wide (nominally) and at least 14 inches long, i.e. STI EZ-Path Series 44 Pathway. Do not install any calk, putty, or pillow into the Fire Stop Sleeve.
F.
Workstation Outlets: Terminate four (4) UTP cable at each workstation outlet, or as shown on Drawings, in accordance with TIA/EIA 568-B.2 and wiring configuration specified.
G.
Equipment Racks
1. Install in accordance with TIA/EIA 569A.
2. Racks, Floor-Mounted Modular Type: Permanently anchor rack to floor per manufacturer’s recommendations.
3. Provide number of racks shown on the Drawings H.
Fire Wall Penetrations: Provide rated penetrations through fire-resistant rated wall, partitions, floors, and ceilings in accordance with Manufacturer’s requirements, UL, and Section 26 00 02, Basic Electrical Materials and Methods. See Section 3.1.E.9 above.
I.
Grounding and Bonding
1. Individually and properly bond equipment racks, equipment cabinets, cable tray, and the room telecommunications ground bus bar together to ground bars shown on Drawings.
2. Daisy-chaining of equipment bonding is not permitted.
3. Grounding shall conform to Section 26 05 26, Grounding and Bonding for Electrical Systems, TIA/EIA 607, NEC Article 250, and Article 800. NEC Article 800-40 requires minimum No. 6 AWG, or better, wire be used for bonding to main building ground.
J.
Cable System Administration
1. In accordance with TIA/EIA-606A and.
2. Provide preprinted self-adhesive labels for all cables. Place labels 6 inches from the end of the cable sheath opening on both ends of the cable. As a Minimum the label shall identify the Communications Room, Rack, Patch Panel, and Jack where the cable terminates.
3. Provide preprinted self-adhesive numbers and letters as called out in the Drawings to identify the racks and patch panels in the racks.
4. Provide preprinted self-adhesive labeling for workstation and wall phone outlet covers as called out in the Drawings.
5. Cable Management in Racks. Support patch cords in rack-mounted horizontal cable managers across the face and Vertical Cable Managers for slack management. Patch cords are not to be supported solely from connectors.
3.2
TESTS AND INSPECTIONS
A Documentation Submission: In accordance with Section 01 33 00, Submittal Procedures.
B.
Telecommunications Cabling: Perform inspection, verification, and performance tests in accordance with TIA/EIA 568-B.2 or TIA/EIA 568-B.2-1.
1. Visual Inspection:
a. Cabling jacket materials for UL or third party certification markings.
b. UTP jacket materials for UL or third party certification markings.
c. Cabling terminations in telecommunications rooms and at workstations to confirm color code for tip and ring pin assignments.
d. Cabling connections to confirm compliance with TIA/EIA 568-B.2.
e. Confirm Category 6 marking of outlets, wall plates, outlet/connectors, and patch panels.
2. Verification Tests:
a. UTP Backbone Copper Cabling:
1) Test for DC loop resistance, shorts, opens, intermittent faults, and polarity between conductors, and between conductors.
2) Test operation of shorting bars in connection blocks. Test cables after terminated but not cross-connected.
3. Performance Tests:
a. With a handheld electronic test set preform and record Category 6 Link tests: Perform UTP link tests in accordance with TIA/EIA 568-B.2-1. Tests shall include:
1) Wire Map.
2) Length.
3) Insertion Loss (Attenuation).
4) Next Loss.
5) PSNEXT Loss.
6) ELFEXT Loss, pair-to-pair.
7) PSELFEXT Loss.
8) Return Loss.
9) ACR.
10) PSACR.
11) Propagation Delay.
12) Delay Skew.
4. Final Verification Tests:
a. Perform for UTP systems after complete telecommunications cabling and workstation outlet/connectors are installed. These tests assume dial tone service has been installed.
b. Voice Outlet Procedures:
1) Connect to network interface device at demarcation point.
2) Go off-hook, listen, and receive dial tone.
3) If test number is available, make and receive local, long distance, and other telephone call functions.
c. Data Outlet Procedures (applies only if an active network exists):
1) Connect a PC to network at each outlet.
2) Verify network connection can be established.

Provide 4 copies of the completed Test Report in paper and electronic media to the Contracting Officer. The Final Test Report shall conform to the approved format submitted in Section 1.3.A.2 above.
