C2 CBA, Section 1.2(a), Bargaining

Unit, page 4

CBA Section 1.2 includes Graphic Artists but this position is not listed as one of the job titles listed on page 26. Q. Are Graphic Artists excluded from the CBA? Q. Is the Senior Technical Training Specialist listed in the CBA a courseware developer or a Distance Learning information technology position

The CBA covering Luke AFB lists job titles and related current rates of pay; however, the CBA does not include job descriptions and the CBA job titles do not completely match the listing of contractor personnel positions described in section 4.1 of the PWS. Q. Can the Government map the Luke AFB CBA job titles to the contractor personnel positions described in Section 4.1 of the PWS?

The SCA wage determinations provided by the Government do not appear to be the current DoL WD for the prescribed locations.

Schedule B, CLIN 0007 and PWS

3.6.1

Please clarify. Are bidders required to price the jamming equipment and associated labor to operate and maintain the jammer in CLIN 0007 or in the Phase-in cost as noted in PWS 3.6.1?

The labor for EA training and maintaining the jammer should be charged in CLIN 0007 as a fixed price. The contractor-furnished jammer should be priced in Phase- In.

For pricing purposes, will the government provide a copy of the NATO SOFA Agreement for Italy?

SOFA agreements are publicly available on-line.

More questions have been received, and answers were posted on 5 Dec. The USG will provide one more responses to questions NLT 20 Dec 2019. Proposal due date has been extended to 8 Jan 20.

15 PWS 1.1.1

a. Is the AOC reference in paragraph 1.1.1 the same facility mentioned in 1.3.1, 1.3.3 and A1.2.3.1?

No. PWS 1.1.1 outlines general overview of the Scope of Work. Whereas PWS 1.1.1.3 states contractor shall provide DLA services for all AOC units listed in PWS para 1.3.3.1.8.1.1

b. Is the RAOC the same as “BCC CAT Workload – Alaska” mentioned in A1.2.3.1.5 and A1.2.3.1.6? Please clarify.

Yes.

17 RFP

Given the extensive impact the answers to these questions will have on the development of the Price Volume, would the government entertain an extension to the due date to 17 December to allow for time for the government to answer the questions, and then incorporate the answers into our submission?

18 PWS pg 4, para 1.3.1.3.12.1 What qualifications are required of the Exercise Director?

Exercise Directors and Sim Drivers are additional duties performed by contract instructors after going through the appropriate local check out program. Hiring qualifications for CRC CAT instructors are found at PWS para 4.2.1.

19 PWS pg 4, para 1.3.1.3.12.1 Will the government supply the referenced 607 ACS Exercise Director Certification Program?

Yes, it will be posted to the RFP.

20 PWS pg 4, para 1.3.1.3.12.2 What qualifications are required of the Sim Drivers?

Exercise Directors and Sim Drivers are additional duties performed by contract instructors after going through the appropriate local check out program. Hiring qualifications for CRC CAT instructors are found at PWS para 4.2.1.

Will the government require the contractor to take ownership of the JTC TRS and JTAGSS simulators via an DD Form 1149 – Requisition and Invoice/Shipping Document?

No. The Government maintains ownership of both JTC TRS and JTAGSS simulators. PWS para 3.3.2.7. added.

Who is performing the Training System Support Center (TSSC)/engineering for the JTC TRS and JTAGSS simulators?

TSSC support is maintained by a separate procurement and sustainment contract. QuantaDyn Corp. is the current contract holder for JTC TRS and provides TSSC support. JTAGSS is being fielded by the Air Force Research Lab (AFRL) and maintains a TSSC, which will transition to a sustainment contract by the End of CY 2020.

Will there be TSSC/Engineering level support (Help Desk) provided to the Operator/Maintainers?

Yes. Operator/Maintainers will have direct access to the TSSCs and if required, the maintenance support contractors will perform on-site maintenance. PWS para 3.3.2.7. added.

Will the contractor be required to enter into an Associate Contractor Agreement (ACA) with the Original Equipment Manufacturer (OEM) to obtain necessary data to properly maintain the TACP simulators?

No. All maintenance will be conducted at the direction of the Sustainment contractor. Operators will be required to accomplish System O/M training and be required to comply with maintenance procedures IAW System Security Plans. PWS para 3.3.2.7. and 3.5.2.1.

Yes. All system discrepancies are reported and tracked through the TSSCs. AFLCMC monitors system maintenance to ensure the sustainment contractor provides support IAW the contract. PWS para 3.3.2.7.

The Sustainment Contractor is responsible for maintaining and managing the MMS. Simulator O/Ms are responsible for reporting discrepancies in the MMS through the on-line website or through the telephone help-desk.

The Sustainment Contractor is responsible for maintaining RMF artifacts and deliverables. The Sim O/Ms at each site perform regular scans and provide information/artifacts to the Sustainment Contractor.

JTAGSS has an ATO through the Air Force Research Lab (dated 23 Sep 2019), but as the system transitions to sustainment to AFLCMC/WNS (EoCY 2020) it will be upgraded to a full RMF ATO.

The current Electronic Attack courseware will be provided to the incoming contract per PWS para 3.4.

In lieu of a jammer supporting PWS paragraph 3.6.3, can the offeror provide a DRFM jammer simulation that can be incorporated into the EA Training System?

No. Per PWS para 3.6.3.3. the jammer will not be connected directly to the target radar. Jamming signals must be transmitted over the air, not simulated, virtual, or replicated.

No. Training Devices and Part Task Trainers vary from weapon system to weapon system and location to location. In general, for CRC and BCC training devices are portions of the actual equipment used to perform the mission running in a training mode. For TACP Training Devices are traditional simulators.

PWS A1.2.2.3. Electronic Attack

Training Device Instruction & PWS 1.3.4.8.1/1.3.4.12.

PWS states “Contractor shall maintain the jammers and support equipment in a serviceable condition to perform 95% of scheduled EA training events.” o PWS indicates there are 16 Electronic Attack training events per year. Four are at 607 ACS and 12 events at field units. The Total Director Hours required are 630 (472.5 + 157.5). Can the Government confirm how many jamming hours (jammer on time) are required for each event to assist in determining requirements to meet the 95% availability? Are 20 hours per event required?

PWS para 1.3.4.12 will be modified to change the standard to 90% and include examples of how that is calculated for the events in PWS para 1.3.4.8.1. and the hours in PWS para A1.2.2.3. Jammer "on-time" will vary during each 4 hour training device session; with the jammer turned "on" to demonstrate an effect and allow trainees to counter, then "off" while the performance is debriefed. Specifics of the jamming profile will be incorporated into the syllabus developed under PWS para 1.3.4.2. Existing training material will be provided to the contractor per PWS para 3.4.

PWS 1.3.4.8.2 & RFP CLIN 0004

PWS states, “The contractor can plan on one day to travel to the site, two to three days at the site and one day to travel home.” o RFP CLIN XXX4 provides a “NOT- TO EXCEED TRAVEL” amount and RFP page 19 provides the amounts each year. Are all costs associated with travel of personnel as well as shipping of goods for the required Electronic Attack training included in the NTE travel CLINS?

Yes.

PWS Appendix 1 – Workload

Estimates

Within the PWS, there is a specific requirement for the labor category/position of Registrar. When examining the Appendix 1, which is referenced in the PWS along with the Registrar requirement (PWS 1.3.5.4, 4.2.5.1) and states the “Number of personnel and duty locations are in Appendix 1”. When reviewing Appendix 1, there is no listing for the number of personnel and duty locations for Registrar.

Is this an oversight by the Government or is it a function of the 4 ops/systems specialist workload provided in Appendix 1?

Appendix 1, para A1.4.1.1. will be updated to include a Registrar at Luke AFB for 1880 hours.

Solicitation Section M Aspect II –

DLA Support

Section M states “Clearly describes how the proposed DLA will provide continuous CAC-enabled access (available 24/7) to C2 operations world-wide.” o Q&A #43 (on list dated 22 Oct 19) states “The PWS states the Government’s requirements. The current DLA meets the requirements of the current contract and those requirements have changed very little in the new PWS.” Can the Government confirm whether the current DLA already provides CAC-enabled access 24/7 or will this capability need to be added to the DLA?

No, the CAC requirement is new under this solicitation.

48 Solicitation Section L & M

If both members of a Joint Venture have either TS or Interim TS Clearance but the Joint Venture does not; will the government allow post-award TS FCL investigation and approval for offerors?

No. Ref Addendum to 52.212-1 "The offeror must possess a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to the solicitation.

Ref Addendum to 52.212-2, Evaluation Factors and Methodology. "If an Offeror does not have the required clearance at the time of proposal submission, the proposal will not be evaluated and will be determined not eligible for award."
